Confidence in the regulatory environment is crucial to enable responsible AI innovation and foster the social acceptance of these powerful new technologies. One notable source of uncertainty is, however, that the existing legal liability system is unable to assign responsibility where a potentially harmful conduct and/or the harm itself are unforeseeable, yet some instantiations of AI and/or the harms they may trigger are not foreseeable in the legal sense. The unpredictability of how courts would handle such cases makes the risks involved in the investment and use of AI difficult to calculate with confidence, creating an environment that is not conducive to innovation and may deprive society of some benefits AI could provide. To tackle this problem, we propose to draw insights from financial regulatory best practices and establish a system of AI guarantee schemes. We envisage the system to form part of the broader market-structuring regulatory frameworks, with the primary function to provide a readily available, clear, and transparent funding mechanism to compensate claims that are either extremely hard or impossible to realize via conventional litigation. We propose it to be at least partially industry-funded. Funding arrangements should depend on whether it would pursue other potential policy goals aimed more broadly at controlling the trajectory of AI innovation to increase economic and social welfare worldwide. Because of the global relevance of the issue, rather than focusing on any particular legal system, we trace relevant developments across multiple jurisdictions and engage in a high-level, comparative conceptual debate around the suitability of the foreseeability concept to limit legal liability. The paper also refrains from confronting the intricacies of the case law of specific jurisdictions for now and—recognizing the importance of this task—leaves this to further research in support of the legal system’s incremental adaptation to the novel challenges of present and future AI technologies. Abstract. Factorial survey experiments are increasingly used in the social sciences to investigate behavioral intentions. The measurement of self-reported behavioral intentions with factorial survey experiments frequently assumes that the determinants of intended behavior affect actual behavior in a similar way. We critically investigate this fundamental assumption using the misdirected email technique. Student participants of a survey were randomly assigned to a field experiment or a survey experiment. The email informs the recipient about the reception of a scholarship with varying stakes (full-time vs. book) and recipient’s names (German vs. Arabic). In the survey experiment, respondents saw an image of the same email. This validation design ensured a high level of correspondence between units, settings, and treatments across both studies. Results reveal that while the frequencies of self-reported intentions and actual behavior deviate, treatments show similar relative effects. Hence, although further research on this topic is needed, this study suggests that determinants of behavior might be inferred from behavioral intentions measured with survey experiments.

<div><p><em>The article analyzes the peculiarities of the format of native advertising in the media space, its pragmatic potential (in particular, on the example of native content in the social network Facebook by the brand of the journalism department of ZNU), highlights the types and trends of native advertising. The following research methods were used to achieve the purpose of intelligence: descriptive (content content, including various examples), comparative (content presentation options) and typological (types, trends of native advertising, in particular, cross-media as an opportunity to submit content in different formats (video, audio, photos, text, infographics, etc.)), content analysis method using Internet services (using Popsters service). And the native code for analytics was the page of the journalism department of Zaporizhzhya National University on the social network Facebook. After all, the brand of the journalism department of Zaporozhye National University in 2019 celebrates its 15th anniversary. The brand vector is its value component and professional training with balanced distribution of theoretical and practical blocks (seven practices), student-centered (democratic interaction and high-level teacher-student dialogue) and integration into Ukrainian and world educational process (participation in grant programs).</em></p></div><p><em>And advertising on social networks is also a kind of native content, which does not appear in special blocks, and is organically inscribed on one page or another and unobtrusively offers, just remembering the product as if «to the word». Popsters service functionality, which evaluates an account (or linked accounts of one person) for 35 parameters, but the main three areas: reach or influence, or how many users evaluate, comment on the recording; true reach – the number of people affected; network score – an assessment of the audience’s response to the impact, or how far the network information diverges (how many share information on this page).</em></p><p><strong><em>Key words:</em></strong><em> nativeness, native advertising, branded content, special project, communication strategy.</em></p>

This chapter discusses property law. It considers the idea that property had a “nominalist” ontology, and it was in danger of “disintegration” as a working legal category for that very reason. Nominalism about property has had a significant impact in U.S. case law. The concern here, however, is whether it is a helpful stance to take as a theorist of property. The chapter argues that it is not. There are indeed “high” level abstractions about property which one cannot plausibly do without if one is to understand property rights and property law doctrine. Moreover, the “bundle of rights” (BOR) challenge does not assist one in making sense of these abstractions. The chapter then looks at the conceptual failure of BOR and the New Private Law as it relates to property. BOR is generally regarded as being underpinned by what might be called the Hohfeld-Honoré synthesis. The synthesis rests upon a fairly serious mistake, which is that while the Hohfeldian examination of jural norms is analytic if it is anything, Honor’s elaboration of the incidents making up ownership is anything but—it is functional. This means that Honoré describes the situation of the owner not principally in terms of his Hohfeldian powers, duties, and rights vis-à-vis others, but in terms of the social or economic advantages that an owner has by virtue of his position, and the terms and limitations of those advantages.

Circular economy (CE) is an economic model, in which raw materials remain in circulation as long as possible and the generation of waste is minimized. In the fertilizer sector, waste rich in nutrients should be directed to agriculture purposes. This paper presents an analysis of recommended directions for the use of nutrient-rich waste in fertilizer sector and an evaluation of possible interest in this kind of fertilizer by a selected group of end-users (nurseries). The scope of research includes the state-of-the-art analysis on circular aspects and recommended directions in the CE implementation in the fertilizer sector (with focus on sewage-based waste), and survey analysis on the potential interest of nurseries in the use of waste-based fertilizers in Poland. There are more and more recommendations for the use of waste for agriculture purposes at European and national levels. The waste-based products have to meet certain requirements in order to put such products on the marker. Nurserymen are interested in contributing to the process of transformation towards the CE model in Poland; however, they are not fully convinced due to a lack of experience in the use of waste-based products and a lack of social acceptance and health risk in this regard. Further actions to build the social acceptance of waste-based fertilizers, and the education of end-users themselves in their application is required.

Given the high level of global mobility, pandemics are likely to be more frequent, and with potentially devastating consequences for our way of life. With COVID-19, Australia is in relatively better shape than most other countries and is generally regarded as having managed the pandemic well. That said, we believe there is a critical need to start the process of learning from this pandemic to improve the quantitative information and related advice provided to policy makers. A dispassionate assessment of Australia’s health and economic response to the COVID-19 pandemic reveals some important inadequacies in the data, statistical analysis and interpretation used to guide Australia’s preparations and actions. For example, one key shortcoming has been the lack of data to obtain an early understanding of the extent of asymptomatic and mildly symptomatic cases or the differences across age groups, occupations or ethnic groups. Minimising the combined health, social and economic impacts of a novel virus depends critically on ongoing acquisition, integration, analysis, interpretation and presentation of a variety of data streams to inform the development, execution and monitoring of appropriate strategies. The article captures the essential quantitative components of such an approach for each of the four basic phases, from initial detection to post-pandemic. It also outlines the critical steps in each stage to enable policy makers to deal more efficiently and effectively with future such events, thus enhancing both the social and the economic welfare of its people. Although written in an Australian context, we believe most elements would apply to other countries as well.

This study examines the social exclusion characteristics of a sample of users of primary care social services in two local entities in Spain. The objective of this study was to identify the intensity and scope of social exclusion in an exploratory way and to look at the typology of existing exclusionary situations to inform policy making and professional practice. Data from 1009 users were collected by primary care social services professionals, completing the Social Exclusion Scale of the University of Alicante (SES-UA). The dimensions with the greatest levels of social exclusion in the study population were those related to work/employment, income and education and training. The dimensions with an intermediate level of exclusion were those related to housing and social isolation. Social acceptance, family and social conflict and health were the dimensions with the lowest levels of exclusion. The analysis also showed the existence of five significantly different groups, that showed five different life trajectories along the continuum between social exclusion and social inclusion. The results show the importance and utility of developing professional and policy intervention protocols based on research evidence, with the objective of improving the quality of life of the users.

It is well known that high-level radioactive wastes (HLRAW) are usually vitrified inside electric furnaces. Disadvantages of electric furnaces are their low melting capacity and restrictions on charge preparation. Therefore, a new concept for a high efficiency combined aggregate – submerged combustion melter (SCM)–electric furnace was developed for vitrification of HLRAW. The main idea of this concept is to use the SCM as the primary high-capacity melting unit with direct melt drainage into an electric furnace. The SCM employs a single-stage method for vitrification of HLRAW. The method includes concentration (evaporation), calcination, and vitrification of HLRAW in a single-stage process inside a melting chamber of the SCM. Specific to the melting process is the use of a gas-air or gas-oxygen-air mixture with direct combustion inside a melt. Located inside the melt are high-temperature zones with increased reactivity of the gas phase, the existence of a developed interface surface, and intensive mixing, leading to intensification of the charge melting and vitrification process. The electric furnace clarifies molten glass, thus preparing the high-quality melt for subsequent melt pouring into containers for final storage.
