Lately, strategic documents prepared by Lithuanian and foreign educational institutions and recent discussions held by pedagogical societies and stakeholders have considered the issues of education quality. The question of ensuring quality has become one of the key priorities of educational policy assisting the system of education in Lithuania with integration into the space of European context. The status of the family can hardly guarantee the required conditions for self / educating children at home in all cases. Therefore, high-quality facilities should be a crucial aspect of training provided by the educational institutions since early childhood. Pre-school education in Lithuania, as one of the stages of a successive educational system, meets the basic needs of a child, including safety, activity and self-expression. Therefore, assessing a real situation in pre-school institutions seems to be an important point providing information on the needs for obtaining high quality self/education and training services, which is the way to implement one of the purposes of pre-school education – to help the family with fostering all qualities of a child (intellectual, emotional, volitional and physical) determining personal maturity and social success thus offering the programme of pre-school education and/or required educational help for the child or family. Empirical research has revealed parents’ points of view to the quality of education and quality evaluation and helped with identifying the factors that may have an impact on child self/education. Abstract This theoretical study analyses interpretation of quality in pre-school education with regard to the position of the children’s parents. This text is supported by research papers, mostly from the last two decades, and is based on three main sub-topics. The importance and benefits of systematic pre-school education for the child and the economic development of society is initially discussed. High-quality pre-school education for children gives them a strong start in their educational career and investment into effective education during the pre-school age provides a social and economic return to the whole of society. The following section defines the term quality and its interpretation in relation to education. Quality is interpreted through structure and process, the multi-dimensionality of quality and the objectiveness and subjectiveness of the interpretation of the quality of pre-school education are reflected. The interesting but undervalued position of parents, the perspectives of which are elaborated on in subsequent passages, appear in these concepts. This paper comes to two main conclusions. The first is that the quality of education is a multi-dimensional, variable and difficult to define concept. The second is that, although the status of parents in relation to pre-school education is strong, it is not adequately taken into consideration during definition of quality. When evaluating quality the perspective of the parents is only utilised to a limited degree, because it usually has different semantics to evaluation by experts.

Speech behavior is a sociocultural phenomenon that characterizes not only the peculiarities of a person’s cultural space, but also the quality of his moral health, and therefore can be viewed in the format of a healthy lifestyle. The most important characteristic of the moral health of society is the speech culture of young people. Theoretical and applied research presented in the article showed contradictions that exist in the attitude of students to speech behavior: a relatively satisfactory indicator of the desire of young people to improve the literacy of speech culture is combined with tolerance to the absurd, abusive vocabulary. The family and the status of educational institutions in which the respondents are studying has a significant influence on the formation of speech culture.

This study aimed to describe in depth between the link of school policy and the school quality improvement. The method in this study is a qualitative method using the case study presented descriptively. This research was conducted at SMA Negeri 2 Babat Tomat Kabupaten Musi Banyuasin. Based on this study it was found that the First, free school policy can help the economy / ease the burden of school costs to be incurred by the parents. Second, the policy constraints of the application for free school educa-tion at SMAN 2 Babat Toman is not very effective, so that the students' interest is not increasing, infrastructure is one of the obstacles in the implementation of free school education, how the quality of schools will be increased if it is not supported by facilities and complete infrastructure. Third, the quality of school education free SMAN 2 Babat Toman already realized well with regard to input, input turns unselected maximum, that is the students. Fourth, the implementation of free school education in Banyuasin, the quality of school SMAN 2 Babat Toman Muba Sumsel was not increased. This means that the implementation for free school education quality of school SMAN 2 Babat Toman was not increased.Keywords : free schools, school quality, case studies

The article is about the role of the family in the education and formation of children and, especially, in the life and development of autistic children. It describes the problems their family is facing and the need for counseling to parents with autistic children. The reaction to finding the diagnosis of autism varies from one family to another and may encounter a large variety: from disbelief, anger, guilt, helplessness, devastation, surprise, or even rejection of the child, to understanding and relief when finally the parents have an explanation for their child behaviors. Early intervention is important in psychological sustaining of the parent, as parent involvement in the recovery of the child with autism has a determinant role in his development and in ensuring a high quality of life of the child and the life of the hole family. The response to a child's autism diagnosis varies from one family to another. The family goes through a variety of disbelief, anger, guilt, helplessness, devastation, surprise, or even rejection of the child, to understanding and relief. Early intervention is very important in the psychological support of the parent. Because any change disturbs the family equilibrium. A diagnosis of autism changes not only the life of the diagnosed child, but also the life of family members. All the resources are focused on the need of the child. Although each parent is different, after diagnosing the child with autism, all parents are overwhelmed by confusion, shock and denial. Parents' feelings can be influenced by how their children's situation affects different aspects of life - it has an impact on service, on social life and all their personal life. If we look at the family as a system and when a disturbing factor appears, all parts of the system are affected. The involvement of parents in the recovery of the child with autism has a decisive role in its development and in ensuring a high quality of child's life and family life.

In the system of school education of the Kyrgyz Republic, the problem of developing electronic educational material and introducing it into the educational process of schools is becoming urgent. This goal allows the further implementation of the issue of computerization of school education. This article focuses on the quality of education. To achieve high-quality modern training, the use of electronic materials is required. Electronic materials must be designed in accordance with the rules. Therefore, the content of this article is aimed at revealing the importance of e-learning, at developing electronic materials, at characterizing the requirements for compiling electronic materials and the requirements for using electronic educational materials.

Abstract The present article shows the findings of a basic quantitative research of the teachers’ research competence and its influence on higher educational institutions’ (hereafter: HEI) competitiveness on the sample of Kazakh University of International Relations &World Languages after Ablaikhan (hereafter: KazUIR&WL). Using the method of questionnaire, the study investigates the level of satisfaction of the students and parents with the education quality in KazUIR&WL, their needs and expectations, as well as shows the linkage between teachers’ research competence and the quality of education. The research involves 19 teachers, 70 students and 70 parents, who present their opinions by answering both open-ended and close-ended questions. The present research is inductive non-experimental and helps build a strong theoretical platform for generating further research questions. The main purpose of the research is mostly an assessment of the current situation in teaching English in Kazakhstan, with elements of evaluation and description. In this aspect, the current study can become a good scientific background for generating further research ideas in the sphere of education, linguistics, methodology, history, foreign culture studies and others. The method used in the present research is the method of questioning.

Based on the analysis of educational and regulatory documents, the main pedagogical principles of the State Service for Education Quality of Ukraine (SSEQU) are summarized: a) basic pedagogical principles of SSEQU’s activity, which are defined by the legislator as basic principles of state educational policy (people orientedness; primacy of the law; ensuring the quality of education and equal access to education; humanism; democracy; unity of teaching, upbringing and development, etc.); b) principles that determine the legal sphere of the SSEQU’s activity (institutional separation of control functions and functions ensuring the activities of educational institutions; transparency and publicity of management decisions; responsibility and accountability of education authorities and educational institutions to society; public administration; public partnership etc); c) pedagogical principles that guide and structurally organize SSEQU’s activities (universal design and reasonable adaptation; scientific nature of education; diversity of education; integrity and continuity of education; integration with the labor market; freedom of choosing the types, forms and pace of education, educational program, educational institution; academic integrity; academic freedom, etc. Empirical data analysis based on the educational process participants’ views on the factors, which comprise educational quality, revealed that the interviewees valued most the level of qualification, experience, knowledge and skills of their teachers, educational and methodological support, the use of new technologies and innovations in teaching for achieving quality education. Interaction and cooperation between education stakeholders was identified as important by teachers and students, and less important – by parents. Interviews with students - prospective educational experts revealed that they valued the sequence of communication skills, knowledge and skills of expert activity, experience and knowledge of pedagogical activities. It is necessary for Islamic educational institutions to have the power of changing themselves to be able to take part in determining the ideal and success of national education. Precisely, today, Islamic educational sys­tem is perceived weak and powerless in the dynamic of social changes have been occurring in the society. Even, this situation, it is frequently assumed as the burden of national education. Why can it be so? Aren't Islamic educational providers are also referring to the only one Law, that is, Law Number 20 year 2003 regarding National Educational System? What is wrong with Islamic education ? How is the quality of human resources of these providers? This article tries to answer those questions. This article also deals with analogue of Islamic Education as a subsystem of national education with family system in Islam. Fam­ily is a system. Child is a subsystem of the family. The more the child is matured and independent the better his/her family is.

Based on data on the information openness of the education system and educational institutions of Kemerovo Region obtained by means of the integrated monitoring implemented in the region since 2008, as well as on the results of an independent assessment of education quality, the authors analyze the development of informatization processes in the context of ensuring the information openness of the region’s education and its results (on the example of general education institutions) in order to identify possible prospects and improve the activities in question. The eff orts of state, education authorities and regional organizations on informatization have resulted in achieving high values of the indicators of normative, material, HR, programme, and organizational support of information openness. However, the availability of information and services intended for the interaction of all the participants in the educational process presents a problem for a large number of organizations and indicates the failure to fulfi ll the functional tasks of ensuring openness and accessibility of information about an organization. The authors suppose that this makes it possible to determine the further prospects for implementing the regional educational policy in the fi eld of informatization, with an emphasis on eff ective practices of interaction between interested parties and satisfaction of their information needs.

Education Department of East Java Province as the implementation of education activities in East Java Province, which are 29 districts and 9 cities, need to manage education service well, so that can be equally and used by public. To make a decision, it takes valid, appropriate and right time so that the information can be used as a reference in the policies formulation both planning and organizing education.  This research is intend to know the quality of high school education in district/city in East Java using the fuzzy sugeno method. We use thirteen educational indicators then be divided three groups are participation numbers, level of service, and output quality. Every group will be calculated by sugeno fuzzy, using each indicators as an input variables in fuzzy. Results from three fuzzy calculations will be variables in the last fuzzy calculations to get the value of high school education quality. The results of this research are high school education quality in East Java which is displayed in mapping visualization. Education Department and public can know how the quality of education in the area and other areas in East Java.   Dinas Pendidikan Provinsi Jawa Timur sebagai pelaksana kegiatan pendidikan di Provinsi Jawa Timur, dengan jumlah Kabupaten/Kota sebanyak 38 Kabupaten/Kota, perlu mengelola pelayanan pendidikan dengan baik, agar dapat merata dan dirasakan oleh seluruh masyarakat. Untuk mengambil sebuah keputusan, dibutuhkan data yang valid, tepat guna, dan tepat waktu agar informasi yang dihasilkan dapat digunakan sebagai acuan dalam perumusan kebijakan baik perencanaan maupun penyelenggaraan pendidikan. Penelitian ini bertujuan untuk mengetahui kualitas pendidikan jenjang SMA/Sederajat di Kabupaten/Kota dengan menggunakan metode fuzzy sugeno. Sebanyak 13 indikator pendidikan yang digunakan dibagi menjadi tiga kelompok yaitu angka partisipasi, jenjang pelayanan, dan kualitas output. Setiap kelompok akan dilakukan perhitungan fuzzy sugeno dengan menggunakan indikator masing-masing sebagai variabel input pada fuzzy. Hasil dari tiga perhitungan fuzzy tersebut akan dijadikan variabel pada perhitungan fuzzy terakhir untuk mendapatkan nilai kualitas pendidikan jenjang SMA/Sederajat di Jawa Timur. Hasil dari penelitian ini adalah tingkat kualitas pendidikan jenjang SMA/Sederajat di Jawa Timur yang ditampilkan dalam bentuk visualisasi pemetaan. Sehingga Dinas pendidikan maupun masyarakat dapat mengetahui bagaimana kualitas pendidikan di daerahnya dan daerah-daerah lainnya di Jawa Timur.
