The below replacement fertility, persisting in many industrial countries, impacts the decrease in the population dynamics and consequently, the population decline. It also imposes the durable shifts in the age composition, which result in distorting relationships between subsequent generations (children, adults, old people). Therefore, fertility growth has become an increasingly highlighted goal of family policy. The article presents the situation in Poland in terms of changes in births and fertility on the one hand, and family policy reforms on the other hand. The attempt to evaluate whether family policy reforms implemented since 2008 might be considered as supportive for demographic renewal refers to numerous comparative studies on fertility effects of different policy measures. In the conclusion, a strong statement is formulated that to evaluate adequately the effects for demographic renewal from a longer time perspective, policy panel surveys on family relative behaviours and childbearing decisions are needed.

AbstractThis chapter focuses on the conceptualization of family policy as well as identifying the main trends and policy reforms. The chapter first sets out an analytic framework. This underlines the complexity of family policy and the necessity to see it as relating to both family structure and family-related behavior. The chapter then proceeds to identify major contemporary trends, focusing on three main areas of family policy: income supports for families with children, early childhood education and care and parenting-related leaves from employment. It shows family policy as dynamic and seeking to balance a series of tensions between resourcing families on the one hand and regulating them on the other. At issue is the balance to be struck between continuity in the structure of families, in their economic and social organization and in regard to the relative resourcing of different generations and life phases.

AbstractThis analysis makes use of economic forecasts for 2020 issued by the European Commission in Autumn 2019 and Spring 2020, and of a counterfactual under a no-policy change assumption, to analyse the impact of the COVID-19 crisis on EU households´ income. Additionally, our analysis assesses the cushioning effect of discretionary fiscal policy measures taken by the EU Member States. We find that the COVID-19 pandemic is likely to affect significantly households’ disposable income in the EU, with lower income households being more severely hit. However, our results show that due to policy intervention, the impact of the crisis is expected to be similar to the one experienced during the 2008–2009 financial crisis. In detail, our results indicate that discretionary fiscal policy measures will play a significant cushioning role, reducing the size of the income loss (from −9.3% to −4.3% for the average equivalised disposable income), its regressivity and mitigating the poverty impact of the pandemic. We conclude that policy interventions are therefore instrumental in cushioning against the impact of the crisis on inequality and poverty.

Abstract Background The demographic situation in the Split-Dalmatia County (SDC) is characterized by negative trends in the new millennium. Such a demographic picture entails many societal challenges. Considering the far-reaching consequences of population decline, the goal is to show what maternity data have been like in the SDC in the last decade. Methods Individual birth reports from health institutions in the SDC were used in the presentation of the maternity data. Demographic indicators were calculated based on data from the Croatian Bureau of Statistics. Results In 2018, in the SDC were reported 4,438 deliveries (13% less vs 2009; 5,103 deliveries) with a total of 4,577 children delivered, whereof 4,561 were live births and 16 were stillbirths. From a total of 4,516 live births, 13 live-born neonates died during the first week of their life. Most of women in labor (89%) were residents of the SDC. The average age of the new mothers was 28.9 years (in 2009; 26.9 years). Childbirth was most frequently recorded in the maternal age group 30 -34 (1,556 deliveries, i.e. 110,9/1,000 women of said age group; 92/1,000 in 2009). Among childbearing women with known data on earlier deliveries (4,431), 2,029 or 45.8% had their first deliveries, 1,549 or 35% had their second deliveries, 808 or 18% had their third or higher birth order deliveries. According to an estimate in 2018, 448,071 people lived in the SDC, less 1.5% from the last census (2011). The live birth rate was 9.5 /1,000 in 2018 (2009; 10.9/1,000). The total fertility rate was 1.53 in 2018 (2009; 1.6). The natural increase rate in 2018 was negative at -1.8 (-830 persons) (2009; 0.5 (250 persons)). Conclusions Depopulation, low birth rates and fertility, are the demographic reality of Split-Dalmatia County as well as Croatia, which requires adoption and implementation of various public policy measures that positively affect fertility to improve the demographic picture. Abstract Politicians allocate public resources in ways that maximize political gains, and potentially at the cost of lower welfare. In this paper, we quantify these welfare costs in the context of Brazil’s federal legislature, which grants its members a budget to fund public projects within their states. Using data from the state of Roraima, we estimate a model of politicians’ allocation decisions and find that 26.8% of the public funds allocated by legislators are distorted relative to a social planner’s allocation. We then use the model to simulate three potential policy reforms to the electoral system: the adoption of approval voting, imposing a one-term limit, and redistricting. We find that a one-term limit and redistricting are both effective at reducing distortions. The one-term limit policy, however, increases corruption, which makes it a welfare-reducing policy.

ABSTRACTRecent years have seen the rapid passage and modification of family leave policies in Latin America, a surprising trend, given the region’s historically conservative gender norms. This article argues that the rise of new paternity leave policies—as well as the modifications to longer-standing maternity leave policies—reflects contending visions of gender and the family, mediated by the institutions and actors that populate the region’s political landscape. Using an original dataset of family policy measures, this article finds that the factors facilitating the adoption of new, vanguard policies, such as paternity leave, function in ways different from those that shape the expansion of longer-standing policies, including maternity leave.

This concluding chapter looks at the future of water. There are two possible paths for managing water. First, if the world continues with inadequate governance and institutions, incorrect market signals, and insufficient innovations to improve efficiency and manage competing demands, most chronic water and scarcity problems will continue to worsen. The world will see a future of declining water security, freshwater ecosystem degradation, and increasing disputes and conflicts over remaining water resources. The alternative path to managing water is the one offered by this book. If, in anticipation of the coming decades of increasing water scarcity, humankind is able to develop appropriate governance and institutions for water management, instigate market and policy reforms, and address global management issues, then improved innovation and investments in new water technologies and better protection of freshwater ecosystems should secure sufficient beneficial water use for a growing world population.

The focus of this article is on family policy reforms in four European countries – Austria, Finland, Portugal, and Slovenia – between 2008 and 2015. These years were marked by the ‘Great Recession’, and by the rise of the social-investment perspective. Social investment is an umbrella concept, though, and it is also somewhat ambiguous. This article distinguishes between different social-investment variants, which emerge from a focus on its interaction with alternative social-policy perspectives, namely social protection and austerity. We identify different variants along the degree of social-investment: from comprehensive, over crowding out, towards lean forms. While the empirical analysis highlights variation, it also shows how there is a specific crisis context, which may lead to ‘crowding out’ of other policy approaches and ‘leaner’ forms of social investment. This has led to strong cutbacks in family cash benefits, while public childcare and parental leaves have proved more resilient in the investigated countries. Those findings are revelatory in the current Covid-19 pandemic, where countries are entering a next, possibly larger economic crisis. Key words: family policy; crisis; social investment; austerity; case studies denoted as the end of the ‘golden age’ of the welfare state, putting a halt to its expansion in post-war prosperity. Faced with low growth rates and rising unemployment, the recipe chosen by many countries was to ‘relieve’ labour markets. Alongside such measures as early retirement schemes, family policy was a key part of the reform programme and recourse to parental leave
