The article develops and substantiates the theoretical and methodological and applied principles of innovative development of agricultural production in the context of digitalization of the economy. In modern conditions, the key to sustainable development and efficiency of the agricultural sector is the use of advanced technologies and developments, including digital, which is especially important for our state, which aims to form an information society. It is determined that informatization and globalization of the economy, as well as reducing the share of traditional ways and industries, expanding the service sector, knowledge-intensive and high-tech industries are prerequisites for structural transformations of the economy, which are necessary for innovative development and digitalization. It is noted that by overcoming information barriers, increasing production capacity and changing the nature of production processes, digital technologies can make economic development more inclusive, efficient and innovative. The current level of digitalization of the economy allows to organize mechanisms for collecting, processing and delivery to the place of use of basic and effective information with minimal use of labor, material and financial resources to perform these functions. Having relevant information is a unique competitive advantage of businesses, which allows them to increase the accuracy of forecasting their activities and, thus, to ensure economic stability. By simplifying tasks and increasing the productivity of existing factors of production, digital information and communication technologies can significantly increase the economic efficiency of agricultural production. It is established that for a harmonious combination of all possible directions of innovative development it is necessary to create certain conditions, the main of which is a single digital platform, the formation of which will promote innovative development of agro-industrial enterprises, which is a necessary and sufficient condition for structural and sectoral transformations.

Introduction. The current stage of economic development of the advanced countries of the world is characterized by high-tech agricultural production with a sufficiently high level of investment. Most agro-industrial enterprises have a strong, productive potential, but due to the inability to attract the necessary investment, the level of innovative renewal of the material, technical and technological level of fixed assets is slowed down, which negatively affects the economic efficiency of economic entities. The agro-industrial sphere needs to develop a qualitatively new system of organizational and economic support for investment and innovation development of enterprises in the competitive environment. Methods. The theoretical and methodological basis of the article is the fundamental provisions of modern economics, the work of scientists. The following methods are used in the process of research, in particular: analysis and synthesis – to study the object and subject of research; abstract and logical (theoretical generalizations and formulation of conclusions); constructive and experimental (formation of strategic directions of investment and innovation support of production). Results. The essence, functions and preconditions of innovative development of agro-industrial enterprises in the conditions of competitive environment are revealed. Theoretical aspects of the stages of technological systems of innovative development, classification of innovations and their impact on the innovative development of the economy of agro-industrial enterprises are outlined. Approaches and assessment of the current state and dynamics of investment and innovation support for the development of agro-industrial enterprises are substantiated. It is determined that the key factor of effective technical modernization of enterprises is the stimulation of scientific research on the development, promotion and development of technical and technological innovations in the agricultural sector. The economic efficiency of existing projects of different capacity for the use of solar energy has been assessed according to the options that take into account the peculiarities of their implementation in agro-industrial enterprises. Discussion. The obtained theoretical and applied recommendations can be used to improve existing approaches to investment and innovation support of agro-industrial enterprises in a competitive environment. The article highlights the theoretical approaches to the definition of the concepts of small and medium-sized businesses. The relevance of the research is determined by the need to solve the problem of the development of small and medium-sized businesses in the agricultural sector in the context of digital transformation, the development and justification of directions for improving its development. The scientific novelty of the study is the formation of a complex for assessing the development of small forms of agricultural production, which allows us to develop priority strategic directions of development, including aspects of modernization of agricultural production and innovative development. The indicators of the development of small and medium-sized businesses in the agricultural sector are studied. The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

The agricultural sector is the largest and most critical economic sector and a developing country like India, with its economic backbone as agriculture, is highly dependent to sustain its population. To compete with other agricultural economies, a need exists to create effective linkage between the seat of agricultural production and market forces involved in the provision of goods to the consumers within India. A strong network communication must be established between the various stakeholders of agricultural trade to facilitate a balance between demand and supply. With the advent of mobile phones, internet, and other Information and Communication Technologies, new possibilities and multi-dimensional factors that create instant communication between the target groups have emerged and these ICT tools could be used as a source of agricultural information dissemination to the farmers. This paper analyses mobile based agricultural Market Information Services (MIS) that deliver critical market price information to farmers in Tamilnadu, India. The study also provides an overview of the ICT based mobile market linkage systems and analyses the operability of such projects. The study also assesses the benefits of such projects in providing relevant information to the farmers and the emerging opportunities for rural farmers to make constructive use of the e-agriculture projects.

The content of technical and technological equipment of the enterprise is revealed through the definition of potential production capacity by increasing production capacity in the conditions of a growing demand for high-tech products and services. Theoretical provisions and conclusions relate to the structural content of technical and technological development through the relationship with the conditions for the development of the technical and technological base. There are given the main elements of technical and technological equipment that can be measured and focused on the growth of the technological level of production. It is shown that the prospects for technical and technological equipment lie in the development of knowledge-intensive means of labor, the level of fundamental scientific and technical research, as well as technological integration of related processes. The stable dynamics of resource provision in the form of capital injections into technological re-equipment and modernization of production in the Russian and Western economies are revealed. The article offers a synthesis of innovative approaches to the technical and technological development of enterprises with the designation of special areas of the production process by technologization, structuring mechanisms of diagnostics data to inform management decisions, outsourcing services, corporate governance and the taxation of transnational associations. The article reveals the prospects for establishing relationships between industrial enterprises and financial structures based on the principle of supply chain financing. Further studies of technologization include the digitalization of production, knowledge economy, as well as schemes of platform cooperation between industrial companies and stakeholders. It is emphasized that the technical and technological equipment of enterprises has a high degree of dependence on the state of the resource base, which should be regulated taking into account deviations from the course of sustainable development.

The aim of the article is the theoretical justifcation and development of the organizational and economic mechanism for the formation and development of a regional intentional complex, where innovative components dominate. It should be noted that in recent years in the region there have been trends in the deepening of the newest forms of relations and interconnections based on the expansion of inter-sectoral and sectoral integration of industrial enterprises, the progress of the formation of forms of regional industrial systems is traced, prerequisites are created for the emergence of new forms of integrated cooperation of the subjects of the innovation process. In modern conditions, the current model of the competitive development of the industrial complex of the region is based on the broad and effective interaction of various participants in the development and commercialization of innovations, which requires a search for forms and directions of its strengthening. The need to strengthen the innovative component of the industrial complex, contributing to its innovative development, involves the search for new modifed organizational and economic mechanisms for the innovative development of the industrial system based on the assessment of trends and development features of new system interactions. Meanwhile, the process of transition to a model of innovative development is objectively closely related to the need to concentrate efforts on the formation of a systematic methodology for managing the innovative development of the region. The article focuses on the development of organizational and economic mechanisms for the innovative development of the regional industrial complex. In particular, attention is paid to the intensive factors of industrial production growth. To achieve the goal, several main tasks were set and solved in the article.. The state of fxed assets for the development of industrial production in the region has been studied. The region was also evaluated based on the influence of innovation and investment factors. The current state and trends in the development of industry in the Tashkent region are analyzed, the basic prerequisites for the creation of an innovative industrial system in the region are studied, and trends in the innovative development of industry in the Tashkent region are evaluated. The purpose of the article is to analyze the trends in the innovative development of the agro-industrial complex and outline further ways of this process. Research methods. Dialectical methods of cognition of processes and phenomena were used, monographic (analysis of the implementation of innovations in the agro-industrial complex), abstract-logical (theoretical generalizations and the formation of conclusions), comparative analysis (the reasons and differences in the development of innovative activity in the agro-industrial complex are determined), empirical (comprehensive assessment and analysis of the object of study). Research results. The indicators and development trends of key institutions of agrarian sector of the economy are analyzed, the state of scientific activity in the agro-industrial sector and its impact on the agrarian sector of the economy is assessed, the market infrastructure of the agro-industrial complex and its influence on the innovative development of the agricultural sector are investigated. Theoretical and practical provisions for assessing the state of innovative development of the agro-industrial complex have been further developed; the necessity of development of innovative infrastructure of agro-industrial complex is substantiated. The article provides a scientific and theoretical justification of strategic directions to ensure the investment attractiveness of rural areas on the basis of innovative development of agricultural production. It is determined that the specifics of innovation processes that take place in the agricultural sector, indicates the diversity of regional, sectoral, functional, technological and organizational features of rural development. It is noted that the elimination of factors that negatively affect the innovation process would ensure the accelerated development of innovation infrastructure and intensify innovation to invest in socio-economic, organizational, managerial and technical-technological re-equipment of production in rural areas. To understand the essence of innovation processes in agricultural production and to reveal some of their features, a scheme is proposed that reflects the stages, content and subjects of the innovation process in the agricultural sector. It is established that the innovative development of agricultural production and the mechanism of its management should consist in working out possibilities of stimulation of introduction of innovations for the purpose of radical transformation of rural territories for their orientation on innovative type of development. To do this, it is necessary to ensure financial investment in the development and implementation of innovations in agricultural production, both by the state and by private investors and large enterprises using the tools of public-private partnership. Develop a stable regulatory framework that allows you to clearly regulate the implementation of innovations and successfully address legal issues related to this activity. Provide training for highly qualified personnel capable of creating and implementing innovations, as well as effectively managing the innovative development of rural areas. Provide businesses with information support to better understand the latest developments in the agricultural sector, as well as to respond more quickly to changes and improve the efficiency of the management decision-making process.

This article examines the financial elements of agricultural production digital architecture in Russia during the transition to the fourth technological stage in order to compete and import substitution in the agro-industrial market of the country. The pandemic and its consequences have had a negative impact on the Russian economy, in the context of the country's insufficient food security and the inevitable increase in prices for imported goods, due to rising prices for hydrocarbons and the predominance of low-value-added food products in exports. Due to the weakening of the ruble against the falling oil prices, the economy may face the need for a new wave of import substitution. This study identifies the problems of the agricultural sector and the reasons for Russia’s high dependence on imports justify the need to develop high-tech technologies. Authors determined the development directions of agricultural production digitalization in Russia through innovative agricultural technologies based on the Internet of things, distributed computing, and artificial intelligence technologies. Increasing the level of the agro-industrial complex development, bringing it to a new independent stage, is vital. However, it is impossible without state support and the digitalization of technological processes.

Basing on the strategic approaches, the article investigates the role of innovative entrepreneurship in forming the knowledge economy. The importance of intensifying the development of the knowledge economy in the context of global changes and modern challenges has been substantiated. The need for the formation and development of the country’s knowledge economy, taking into account the deepening development of innovative entrepreneurship, is considered. The expediency of accelerating the commercialization of the results and discoveries of scientific research works is noted. Strategic directions of mutual activities of universities, research institutions, investment funds, industrial enterprises and other subjects of innovative entrepreneurship are given. The necessity of ensuring the effective and efficient application of the results, developments and innovations is substantiated. The progressive world experience in ensuring the development of the national innovation system and the formation of an innovationoriented economy of the country is considered. An objective approach is considered the creation and commissioning of modern technological parks, industrial parks and high-tech parks for an intensive transition to innovative development of the economy and deepening the basic principles of the knowledge economy. The essence and effectiveness of innovative entrepreneurship is revealed, which covers intellectual resources, more productive inventions and discoveries. The importance of developing the market for research services and thereby ensuring the dynamism of the market for science, technology and innovation was noted. The processes and approaches to the development of important elements of the knowledge economy and to strengthening the role of innovative entrepreneurship in this direction are analyzed. The multiplicative effect of targeted measures and the use of state support mechanisms for deepening the development of innovative entrepreneurship in Azerbaijan were assessed. The need to improve and develop organizational and economic factors, the institutional framework for accelerating the creation of an innovation system and multifunctional innovation zones in the country is considered. The role of digitalization and the use of elements of information and communication technologies for strengthening the processes of creating a knowledge economy is shown. Recommendations and proposals were prepared on the strategic role of innovative entrepreneurship in the formation of the knowledge economy in Azerbaijan.
