According to Chapter 2 of the Labour Relations Act 66 of 1995, employers, like trade unions, have a right to freedom of association. However, hardly any research has been conducted to establish the efficiency/effectiveness of employers’ organisations. The question thus is: To what extent do members (companies) make use of the services rendered by their employers’ organisations, and how satisfied are they with the service provided? From this study it is clear that a small percentage of companies avail themselves of the services of employers’ organisations. Popular areas of contact appear to be human resource management, labour relations and training. A number of problems in the area of client satisfaction have been identified and recommendations are made to increase the efficiency/effectiveness of employers’ organisations. It is clear that despite the limited use of their services, employers’ organisations continue to fulfil a key role in the labour dispensation in South Africa.

A major issue in international human resource management is the failure of expatriates. The failure rate of expatriates has been reported to range anywhere between 10 and 80 percent, costing multinational enterprises (MNEs) between US$40 000 and US$1 million for each failed assignment. In order to address the problem it is recommended that MNEs provide sufficient preparation, support and training to not only the expatriate but also to their trailing spouses and children. This research has, however, proven that not only are South African MNEs not providing the preparation, support and training required by their expatriates, they are also falling short in the preparation, support and training provided to expatriate’s trailing spouses and children. The research does, however, provide guidelines on the preparation, support and training that can be offered to expatriates, their trailing spouses and children.

The competency-based human resource management is a trend in the context of higher education reform in the 21st century. The quality of education is increasingly focused, and the improvement of the quality of educational managers and teaching staff becomes a goal in a university’s strategic plan. This leads to a necessary for universities to identify core competencies and build competency frameworks that are consistent with the institutions’ strategy to promote the implementation of innovation of all aspects of universities (Vakola, M., Soderquist, KE, Prastacos, GP, 2007). Depending on the socio-economic context and conditions of each institution, educational managers choose or combine paradigms of human resource management to enhance the efficiency in the development of quality of teaching staff, contributing to boosting universities’ capacity adapting for new requirements of education innovation. Based on the theory of human resource management, the paper analyzes the situation of human resource management, especially the development and training of teaching staff at two departments of 2 public universities in Ho Chi Minh City.
