The article aims at analyzing the impact of deliberation on the dynamics of the conflicts in the policy making processes. We shall argue whether and how deliberation succeeds in stopping the typical escalation of the conflicts, lowering protests, generating more open-minded institutional decisions, reducing stereotypes and developing a new constructive approach in decision making. The analysis is based on the comparison of three recent cases of deliberative processes dealing with conflictual issues: a deliberative process on the hypothesis to write a bill regulating the use and power of the living will; a public debate on a new highway stretch in the city of Genova; a citizens' jury on the building of a small plant to dispose of industrial waste in the small tuscan town of Castelfranco.

This paper questions the ‘seeing like a city’ vs. ‘seeing like a state’ opposition through a detailed discussion of urban politics in the city of Paris, France, a prime example of the ways in which the national remains a driving dimension of city life. This claim is examined by a consideration of the shortcomings of Paris’s recent and timid commitment local democracy, lacking recognition of the diversity of its citizens, and the ways in which the inclusion of more women in decision-making arenas has failed to advance the ‘feminization of politics’. A common factor in these defining features of the Hidalgo administration seems to be the prevalence of ‘femonationalism’ and its influence over municipal policy-making.

Foreign policy analysis (FPA) deals with the decision-making processes involved in foreign policy-making. As a field of study, FPA overlaps international relations (IR) theory and comparative politics. Studies that take into account either sex, women, or gender contribute to the development of knowledge on and about women in IR, which is in itself one of the goals of feminist scholarship. There are two main spheres of feminist inquiries when it comes to foreign policy: the role of women as sexed power holders involved in decision-making processes and power-sharing in the realm of foreign policy-making, and the role of gendered norms in the conduct and adoption of foreign policies. Many observers insist that feminism and foreign policy are linked only by a marriage of convenience, designed to either acknowledge the political accomplishments of women in the sphere of foreign policy such as Margaret Thatcher and Indira Ghandi, or bring attention to so-called “women’s issues,” such as reproduction rights and population control. Scholarship on women and/or gender in relation to foreign policy covers a wide range of themes, such as the role of women as political actors in decision-making processes and organizational structures; women’s human rights and gender mainstreaming; the impact of various foreign policies on women’s lives; and the concept of human security and the idea of women’s rights as a valid foreign policy objective. Three paradigms that have been explored as part of the study of women in comparative politics and IR are behavioralism, functionalism, and rational choice theory.

The future direction of China's approach to energy policy making is, of course, difficult to predict. This is due not only to the opaque and fragmented nature of Chinese energy policy decision-making, but also to the fact that energy policy is a new topic for China's leaders and the individuals they rely on for advice to master that impinges on the interests of actors throughout the Chinese bureaucracy. The wide range of participants in the energy policy debate indicates that more diversified views on it probably reach the top leadership. The impact of the multiplicity of opinions is two-fold. It can result in more informed decision-making, but it can also delay the process as decision makers must assess a larger number of competing and sometimes contradictory views.

Objective: In Greece, the old phenomenon of hiding cancer diagnosis and depriving cancer patients of their right to participate in decisionmaking remains a reality. The aim of this study was to assess the decision-making preferences of Greek cancer patients and their awareness of diagnosis. Methods: It was a cross-sectional study. The sample consisted of 229 adult Greek patients diagnosed with cancer, attending the oncology outpatient department (outpatients) or being hospitalized (inpatients), in one general hospital in Athens. Patients who were aware of cancer diagnosis (n=209) were administered at the Control Preference Scale (CPS), a tool, designed to elicit decision-making preferences. The IBM SPSS program, version 21.0 was used for statistical analysis. Results: One hundred and one patients (52.8%) were males. The mean [±standard deviation (SD)] age was 64.8 (±11.2) years. The vast majority of patients knew they suffered from cancer (n=209, 91.3%). Older patients (p=0.003), those who lived in suburbs of the city (p=0.01), those who had lower educational level (p=0.001), those with lower personal income (p=0.001) and shorter disease duration (p=0.001) stated that were unaware of cancer diagnosis. Seventy five (36.2%) patients chose the shared-decision role in decision-making procedures. Lower age (OR 1.04, 95%, CI: 1.00-1.08, p= 0.05) and higher education level (OR 2, 63, 95%, CI: 1.11-6.29, p=0.03) were significantly associated with the preference of patients to actively participate in decision-making regarding treatment. Conclusions: Although Greek cancer patients are aware of cancer diagnosis and treatment, nowadays, they still seem to hesitate in playing a more active role in the decision-making procedures, which portrays the impact of the dominating paternalistic model of doctor-patient relationship in the Greek medical encounter

The concept of multilevel governance was introduced to reveal the impact of regions on European Union (EU) policy making in Brussels. In this contribution, I show that multilevel governance also exposes regional involvement in EU affairs within the member states. In contrast to perspectives that focus on formal decision-making by central governments, multilevel governance uncovers significant sharing of authority between governmental actors within and beyond national states even in cases where the formal right to make a decision lies with national governments or the EU legislator. I argue that the concept of multilevel governance is key for understanding developments within a three-tiered EU polity because it directs scholarly attention to the incentives for regions to be involved in EU affairs and for national governments and EU institutions to share their authority with regions.

Over the last three decades the main issues of implementation of accrual based accounting government institutions in Indonesia. Implementation of accrual based accounting in government institutions amid debate about the usefulness of accounting information for decision-making. Empirical study shows that the accrual based of accounting information on a government institution is not used for decision making. The research objective was to determine the impact of the implementation of the accrual based accounting to the accrual basis of accounting information use for decision-making basis. We used the survey questionnaires. The data were processed by SEM using statistical software WarpPLS. The results showed that the implementation of the accrual based accounting in City Government Semarang has significantly positively associated with decision-making. Another important finding is the City Government officials of Semarang have personality, low tolerance of ambiguity is a negative effect on the relationship between the implementation of the accrual based accounting for decision making.

OBJECTIVES: To examine older people’s preferences for self-involvement in end-of-life care decision-making in scenarios of mental capacity (competency) and incapacity, and to identify associated factors. METHODS: A cross-sectional survey was conducted including 400 individuals aged 60+ years living in the city of Belo Horizonte, Brazil. RESULTS: Among 400 respondents, 95.3% preferred self-involvement when capable (due to the high percentage, associated factors were not calculated) and 64.5% preferred self-involvement when incapable through, for example, a living will. Considering that participants could choose multiple answers, the most frequent combinations in the capacity scenario were “yourself” and “other relatives” (76.8%) and “yourself” and “the doctor” (67.8%). In the incapacity scenario, the most frequent combinations were “yourself” and “other relatives” (usually their children and, less often, their grandchildren) (59.3%) and “yourself” and “the doctor” (48.5%). Three factors were associated with a preference for self-involvement in an incapacity scenario. Those who were married or had a partner (widowed; adjusted odds ratio [AOR] = 0.37; 95% confidence interval [CI] 0.19–0.68) and those who were male (female; AOR = 0.62; 95%CI 0.38–1.00) were less likely to prefer self-involvement. Those who were younger, as in age bands 60-69 years (80+; AOR = 2.35; 95%CI 1.20–4.58) and 70–79 years (80+; AOR = 2.45; 95%CI 1.21–4.94), were more likely to prefer self-involvement. CONCLUSIONS: Most participants preferred self-involvement in both scenarios of capacity and incapacity. Preference for self-involvement was higher in the scenario of capacity, while preference for the involvement of other relatives (usually their children) was greater in the scenario of incapacity.

This study focuses on the family, enabling data collection and processing to come to the conclusion that it spends on average a month in a family in the city of Vlora. The data was collected in written and electronic form with a form that was drafted following the study of many models performed in economically developed countries. Contribution was given by more than 100 families involved in the survey. This paper aims to look at the essence of decision-making by applying the mathematical methods that approximate the average cost per capita for the city of Vlora and are equal to 1 328 lek, the understanding of the basic concepts of these managerial and conceptual disciplines and to increase the level of application of these methods and principles among stakeholders in decision-making in all levels of politics, economy, society, etc.

AbstractThe article explores the complexity of the ecosystems that develop around data supported policy making. This complexity, which can be traced back to the multiplicity of actors involved, the roles they assume in the different steps of the decision making process, and the nature of the relationships they establish, takes on new connotations following the rising use of data for public policies. In fact, issues related to data ownership and the ability to collect, manage, and translate data into useful information for policy makers require the involvement of several actors, generating ecosystems where co-creation strategies are confronted with the limits of action of the public administrations within broader social and decisional networks. Based on this background, the article aims to provide, through the analysis of the direct experiences conducted by the pilot cities involved in the PoliVisu project, an overview of the opportunities and challenges related to the impact of data in the evolution of decision making networks and ecosystems in the data shake era.
