The objectives to which Common Agricultural Policy (cap) was intended have been deeply changed in the last fifty years. Today, the debate at national and European level is amplified in relation to the need to reshape agricultural policy after 2013. The awareness of the failure of the decoupled aid as well as it was conceived, focuses on the effects that a change of this intervention tool could generate both at farm and territorial scale. This study emphasizes these issues by proposing a cognitive analysis considering and studying the financial flows within the first pillar received by each farm in Tuscany. The first objective of this research is to analyze the current situation of the decoupled aid in order to highlight potential problems at farm or territorial scale. The second objective of this proposal is to simulate different scenarios to examine the effects of regionalization of the aid. As a matter of fact, on an even programming stage it is very important to provide strategic information to the public decisionmaker who must negotiate at political phase the final choices between the various proposals.

Agriculture becomes nowadays a multirole economic sector, with major implications on rural community's sustainability and on food security assurance. In this context, the transformations in European agricultural economy, rural communities and food sustainability in context of Common Agricultural Policy (CAP) reforms represent an important research topic in the context of EU-28 policy diversification from the larger context of Romanian approach.

The issue of assessment of absolute and comparative sustainability of major governing structures in agrarian and farming industries is among the most topical issues for researchers, farmers, investors, administrators, politicians, interests groups, and the public worldwide. Despite this issue, practically there are no assessments on the sustainability level of the major types of Bulgarian farming enterprises in the conditions of European Union Common Agricultural Policy implementation. This study applies a holistic framework and assesses the absolute and comparative sustainability of major governing structures in Bulgarian farming industry�unregistered holdings, sole traders, cooperatives, and companies of various types. In this paper, the method of the study is outlined, the inclusion of a novel “governance aspect” of sustainability is justified, and the overall characteristics of the surveyed farming enterprises are presented. Then, the integral, governance, economic, social, and environmental sustainability of the farming structures of different juridical types is assessed. Next, the structure of farming enterprises with different sustainability levels is analyzed. Finally, the conclusion from this study and the directions for further research and amelioration of sustainability assessments are presented.


Objective. The purpose of the article is to compare the levels and mechanisms of food security management in Ukraine and Poland, to identify the main factors influencing the processes of its formation and to determine the directions of increasing the level of Ukraine food security. Methods. The scientific results of the study were obtained using the following methods: theoretical generalization and comparison (for the study of meaningful aspects of the definition of «food security»), analysis and synthesis (for comparative analysis of Ukraine and Poland food security levels), abstract-logical method (for establishing the links between the level of economic development of countries and the levels of their food security and determining the directions of increasing the Ukraine level of food security). Results. On the basis of a comparative analysis of Ukraine and Poland food security levels, a significant gap in Ukraine’s provision of food security has been identified. Thus, with respect to all food security components identified by FAO, except for the «use» of sanitary and safe drinking water, Poland has reached far ahead of Ukraine. It has been found that for the period 2012–2018, the value of the Global Food Security Index for Ukraine decreased by 2.1 due to a decrease in the level of affordability and availability of food, while the Polish side increased its position on GFSI by 2.8 due to the increase in affordability and availability of food in the country. It has been found that the decisive influence on the level of food security in Poland, as well as high ranking in the ranking is carried out by the EU Common Agricultural Policy (CAP), the implementation of the Polish Rural Development Program and significant public spending on agriculture. It has been determined that the main directions for improving the level of food security of Ukraine should be: lifting the moratorium on the sale of agricultural land; financing the agri-food sector not only through public spending but also through EU programs; creation and implementation of the National Rural Development Program; full and unconditional implementation of Government programs on EU integration; adaptation to the EU Common Agricultural Policy standards.
