Introduction. Aviation psychology is a sphere of psychology that makes a significant contribution to ensuring aviation safety. The changes taking place at different levels of aviation psychology methodology require prompt reflection and critical assessment for prognostication of its further development. The purpose of this paper is to study the current stage of aviation psychology development in science and education, based on the materials from foreign and Russian sources. Materials and methods. The research materials represent a corpus of articles of foreign and Russian periodicals, collections of applied research conferences, monographs, and training toolkits. The research method represents the analysis of aviation psychology development directions, along with the consideration of peculiarities of the Russian aviation psychology development. Results. Aviation psychologists investigate the causes of aviation accidents caused by the human factor, improve the methods of psychological selection and simulator training, resolve the problems of optimisation of aircraft-specific work and find prerequisites for efficient operation of unmanned aerial vehicles in the conditions of the technological progress in the aerospace industry. Aviation psychology is taught at specialised higher education institutions and aviation training centres. Aviation psychology is in possession of inexhaustible cognitive resources for vocational guidance of young people. Conclusion. The current state of development of aviation psychology in science and education makes it possible to solve the pressing tasks aimed at increasing the reliability of aviation as a defence transport system. Most publications are related to engineering and psychological tasks involved in securing flight safety in the context of cockpit and control equipment ergonomics design, information support for pilots; improving the methodology of flight- and ground training of pilots based on digital technologies; development of interfaces for operators of remotely piloted aircraft. Russian aviation psychology is characterised by the orientation towards cultivating the cultural, historical, and moral foundations of professionalism in aviation.

The current state and problems of agricultural advisory organization in Ukraine on the basis of historical analysis of the evolution of the formation and development of agricultural knowledge and information in the world and in modern Ukraine, the involvement of peasants in the active use of innovative solutions in agricultural production, storage and processing of agricultural products was highlighted. The basic principles of the organization of agricultural advisory activity, features of interaction of advisory services with agrarian business, the government, a science and education were formulated. Forms of scientific-consulting and information support of the processes of transfer of innovative technologies in agro-industrial production were given. Ways to improve the organization of agricultural advisory activities in Ukraine using the potential of the National Academy of Agrarian Sciences of Ukraine were proposed. The edition is recommended for specialists of agricultural advisory services, scientists, teachers and students of agricultural education institutions, participants of the system of training and retraining of personnel of the agro-industrial complex of Ukraine.

The problem of ensuring high quality products in general, including for veterinary medicine, at this stage of economic development is perhaps the most important not only economic, sectoral, but also social component. Among other measures, an important role is given to information aspects of product standardization and quality management. In this important place is given to marketing as a mechanism of analysis and information support of the market of veterinary products. The essence of marketing is the collection, generalization and analysis of information about the market, products, their requests, assessment of the competitiveness of products, its range, compliance with standards in production, the effectiveness of advertising. This information allows you to track the strengths and weaknesses of competitors, the capabilities of their enterprises. The importance of marketing information is that it can provide data on the use of production resources, organization of supply of products in circulation, analyzes the potential of the market, including its share that belongs to the company, and assesses pricing, distribution and promotion. The practice and experience of leading foreign and domestic enterprises confirms the need for continuous improvement of information support for standardization and quality systems, which will contribute to better use of their resource potential and, accordingly, to ensure stable and efficient operation of enterprises.

The electric power industry is at the dynamic development stage, which is accompanied by reconstruction and modernization of fixed assets. It is necessary to understand that this process leads to the risks that the company will bear in the innovative projects implementation. In this regard, the issues on electric power enterprise efficiency management are relevant. In addition, in market economy, the factors of both external and internal environment can affect the efficiency of an enterprise. The set of these factors, as well as the strength of their influence can vary depending on the industry and enterprise’s activities. In this regard, the purpose of this study is to formulate a system of recommendations for managing the efficiency of an electric power enterprise. The object of research is the electric power enterprise of IDGC of the NorthWest, PJSC. The result of the study is an econometric model, which describes the influence of external and internal factors on the electric power enterprise efficiency. The recommendations developed on the basis of this econometric model are relevant for the construction of strategies and management systems for the efficient operation of electric power enterprises.

The article deals with the creation of training courses scenarios. The main objective of the development of software components of the training system is the ability to create an algorithmic structure of training fragments representing test tasks, workshops and just information support. On the basis of this instrumental environment a practical work on the topic of statistical analysis, modeling and forecasting of passenger flows in the urban route network has been developed. The study of passenger flows is considered as one of the important stages of designing and organizing the route network of the urban passenger transport. The purpose of this article is to develop a training scenario aimed at identifying hidden patterns of passenger flows at stopping points of bus routes with the subsequent development stage of associated models of random flows with specified autocorrelation properties .In addition to the auto-correlation estimation and spectral analysis, the main components analysis which allows to reduce significantly the dimensionability of the multidimensional time series of passenger flows at the stopping points of the route is carried out.

The article presents the results of a study of one of the components of typical scientific electronic libraries – electronic information resources. The structure of electronic scientific information and educational resources allocated to their structure. The distribution of electronic information resources for the essential attributes: their properties, typology, for the creation, formation and storage technology. Based on the fact that the most promising way of information support of science and education is the use of digital libraries, it is proposed to create a scientific digital library to take advantage of the above article results such studies as a representation of the structure, classification and types of scientific and educational electronic information resources.

AbstractThis study examines the cognitive resources underlying the attribution of stigma in substance use and misuse. A cultural model of substance misuse risk was elicited from students at a major U.S. state university. We found a contested cultural model, with some respondents adopting a model of medical risk while others adopted a model of moral failure; agreeing that moral failure primarily defined risk led to greater attribution of stigma. Here we incorporate general beliefs about moral decision-making, assessed through Moral Foundations Theory. Specifically, we examined commitment to each moral foundation in relation to stigma attribution while controlling for the specific model of substance misuse risk. We found an interaction between the purity moral foundation and the cultural model of risk. This suggests that broad moral orientations, along with more specific understandings of substance misuse risk, combine to orient an individual with respect to stigma attribution.

The goal of current study is to discern the antecedents of two airplane accidents involving the Boeing MAX 737. The theory of normal accidents serves as a lens to comprehend the hazard stemming from MAX design with dissonance between two critical systems: engine propulsion and flight control. Cooper’s framework further delineates lack of psychological safety during prototype development from the project’s inception along six dimensions: management/supervision, safety systems, risk, work pressure, competence, and procedures/rules. The analysis indicates dearth of leadership commitment for a safety culture under time pressure and budget constraint. Our results corroborate the paramount importance of the pilot’s extensive simulator training in order to test the interaction between the innovative Maneuvering Characteristics Augmentation System and human behavior response time. Lessons gleaned from the study include three insights. First, the importance of meticulously testing a prototype during the new product development stage and the hazard stemming from improvisation to extend the life of outdated engineering design. Second, the necessity of regulatory authorities, such as the Federal Aviation Administration, undergoing a modernization process by invigorating their ranks with data scientists attuned to 21st century skills in big data analytics. Third, FAA should diminish the delegation of self-certified permits to manufacturers.

Development of the global knowledge-driven economy requires the intensification of scientific, technical and educational cooperation in order to ensure competitiveness, technology transfer and improve the quality of life of the people. This task is particularly relevant in integration associations: over the past 20 years the European Union has proved the effectiveness of scientific, industrial and educational cooperation in the interests of economic integration. The Eurasian economic Union is only at the beginning of this promising path and faces a number of difficulties.The purpose of the article is to analyze the state and prospects of cooperation of the EAEU member States in the field of science and higher education. The main thesis of the author is that the launch of the process of the common Eurasian educational space will increase the effectiveness of achieving the goals of the Union Treaty, improving the quality and quantity of economic growth. The pilot projects of the Eurasian technology platforms, especially in the space field, not only serve as examples of successful interaction of mixed research teams, but also give a political signal of the readiness of countries to coordinate their national interests with long-term integration plans. Cooperation in the field of higher education lays the Foundation for a single market of qualified labor resources, contributes to the formation of the personnel potential of the Association, the development of relations between the youth of the "Eurasian five", the interpenetration of common values and ideas.Political and financial support for Russia gives an important impetus to the development of scientific and educational cooperation in the EAEU. However, many projects are hold up due to the lack of popularization of the ideology of Eurasianism and nationalist rhetoric rooted in the partner countries of Russia. The solution of these problems is in the adoption of joint measures to strengthen ties in the triangle «comprehensive information support of the Eurasian idea – scientific and educational cooperation – loyalty of the people to the integration project». If we extrapolate the neo-functional principle of «spillover» to the scientific and educational component of the integration processes, then with the effective implementation of such measures, if successful, this strategy will lead to the formation of a public demand for deepening integration cooperation, including the field of science and education, which, in turn, will bring benefits of economic integration and strengthen the international competitiveness of the EAEU.

Federal Research Centre for Projects Evaluation and Consulting Service (FRCEC) is one of the leading Russian institutes providing expertise, research, methodological, technological, organizational and information support of sci-tech and innovative activities in the country. In years, the Institute, now subordinate to the Ministry of Science and Higher Education of the Russian Federation, has developed the mechanisms of expertise and acquiring data on innovative achievements, their control and implementation. The Federal Register of Experts (FRE) has been continuously updated to include accredited authoritative scientists and professionals in priority sci-tech spheres. The FRE structure and functionality are described in detail. Beside FRE, several FRCEC information resources are also discussed in brief: information support of RF Presidential grants; system for controlling and monitoring minor innovative enterprises in science and education, information catalog of current innovative infrastructure of sci-tech activities in RF constituents, etc.

The main program events are discussed: the Conference opening ceremony and plenary meeting; the Central Discussion Site “Five Years of the Project “National and Centralized Subscription to International Indexed Databases and Full-text Resources”; open session Digital Libraries and Library and Information Resources: Trends, problems, prospects”, “Information Support of Science and Education” and “Innovations and New Functionality of Modern Library. New Software and Technological Solutions”; discussion site “Open Access, scientometrics and bibliometrics”; master class “Web of Science: New Opportunities for Russian Scholars”. It is highlighted that for the first time within the framework of the Conference the school discussion site “Ecological Education forRussia’s Sustainable Development”, and the discussion site “Kids. School. Library. Society: A Contemporary View” were held. The conclusions are made. The speakers at “LIBCOM–2019” final session indicated the special character of the Conference – interactivity of events (discussion sites, master classes, round tables), participants’ activity at discussions, discussion of vital issues.
