Introduction. The ongoing geopolitical and socio-economic global changes, undoubtedly, have a strong impact on educational systems in general and on the paradigm of pedagogical education in particular. The ability of educational ecosystems to anticipate possible changes, respond to them in a timely manner, and, ideally, to make these changes manageable, seems to be relevant. Materials and methods. Content analysis of pedagogical literature, source study method, comparative description, binary analysis, linguistic analysis. Results. The analysis of socio-cultural and educational tendencies, as well as the university trends and the actual trends in pedagogical education, let the authors conclude that pedagogical education faces an institutional crisis. Discussion. The post-critical phase of development of the pedagogical university’s institutional identity is represented by a stage of formation and implementation of a new institutional model of pedagogical education – Open Pedagogical Education of the Future (OPEF). The open transregional project-based educational institution trains personnel for constructing a knowledge economy; it is an innovational basic centre for improving pedagogues’ professional mastery, as well as a resource centre for advanced educational projects providing systemic training of innovation agents. Conclusion. The open pedagogical education of the future should become a basis for creating a new manageable educational and pedagogical reality which, in turn, will become a foundation of the new pedagogy.

Hermann Cohen on the Way to „Religion of Reason: Out of the Sources of Judaism” Breslau Stop On the way leading Hermann Cohen from his family Coswig to Marburg and — later — to Berlin, from a Jewish province to a multicultural metropolis, Breslau is a special point. The future philosopher came here in 1857, hoping for the future of fice of the rabbi, to begin studies at the newly established Jewish Theological Seminary. Here too, four years later, he enrolled at the university, opening up the prospect of an academic career. A special point, which allowed him to create in the next years an “impressive system” which is a bold attempt to present German and Judaism as identical or connected. Jewish and religious content was a permanent and constant component of Cohen’s works, and Religion of Reason and System of Philosophy form a whole. Already before the creation of works devoted to Kant, some features of Cohen’s philosophy of religion are revealed, which originated in his studies at Breslau, one of the most important Haskalah centers in the middle of the 19th century. Cohen found there an atmosphere conduciveto the later shaping of the science of the universal religion of reason. After many years, Cohen assessed the Jewish Theological Seminary as “the most important educational institution [of his] youth.”

The article raises topical issues related to the university of the future, which will be based on university consortia and alliances actively created around the world. This trend will ultimately provide an opportunity to build a platform for a single educational space, which will contribute to the development of civil dialogue between societies of different countries. A project related to the expansion of bilateral Russian-Spanish cooperation in the field of education was examined, opening up new prospects for academic development for universities in both countries: the Alliance of Russian and Spanish Universities. The author emphasizes the need to achieve higher levels of implementation of the processes of internationalization of modern higher education, revision of the criteria for the development of educational systems, the combination of which will offer future generations improved learning formats that meet the needs of young generations of today. It is noted that the formation of professional skills and personal qualities in the learning process at the higher education level poses the task of training international experts who are able to conduct a constructive dialogue based on the acceptance of differences and the ability to find interaction points for cooperation on mutually beneficial parity principles. The ability to think and make effective decisions, promote national interests in the international arena, understand the mentalities of the peoples of other countries are the distinctive qualities of professionals - graduates of the university of the future. The desire for unification, and not for separation, is one of the principles of existence that will allow humanity to successfully develop for the good and in the name of the bright principles of tomorrow.

In the current chapter are analyzed the main reasons for which it is necessary to count with a new profile in design, realization and assessment of the interactive systems. The whole of the observations and proposals is the result of theoretical research, experiences in projects of interactive multimedia systems in the public and private Spanish and Italian university context in the last two decades. Through all this time it has been seen how the lack of training among the professionals in the interactive systems, especially in some university environments, not only has increased the production costs but the detection of a low quality of design and communicability has discouraged the interaction of the novel users with these systems. One of the goals that we set ourselves is to determine the set of necessary knowledge and/or experiences that these professionals must possess to carry out satisfactorily the interactive systems of the present and the future, in the least possible production time, with reduced costs and a high final quality. Obviously, the key factor of these shortcomings lies in the university educational systems and in the organization of the contents in the study plans, leaving behind the business factor of university teaching. Therefore, we have structured the current work in the following way: study of the evolution of the multimedia systems, anchoring of the notions related to communication, determination of the main areas of knowledge of the future professional, analysis of the software quality, signalling of the business-oriented factors in the structuring of the university study plans, especially related to degrees, engineering titles and masters.

The article defines the place of information technologies in the system of strategic managing of the higher educational institution (HEI). The author analyzes the Russian regulatory requirements for the system of informational support for university management and proposed the architecture model of the typical informational system of university management. The market of software for automation of business processes within the university was also analyzed: platforms for building the systems of university management, platforms for building electronic information-educational systems, platforms for management informational support according to objectives. The article describes the architecture of the system of informational support for university management that has been embedded in Volgograd State University and the mechanisms of its integration, additional functionality implemented there, and development plans.

The University of Westminster is located in London and is celebrating 175 years as an educational institution this year. A key part of the University's vision is in "building the next generation of highly employable global citizens to shape the future" (University of Westminster, 2013). This vision inspired us to look at the digital literacy skills our students need in order to be highly employable. In Spring 2012, the Information Services department at the University of Westminster secured Jisc funding to run a one year project exploring students' attitudes towards digital literacy and its relationship to employability for our students. The work is being carried out by a project board and a delivery group, which include members of staff from across the University who have an active interest in this area. We named the Project "DigitISE" (Digital Information Skills for Employability) and colleagues involved with the project take turns in writing for its blog http://blog.westminster.ac.uk/jisc-employability/blog/ A questionnaire was circulated to find out about students' attitudes towards digital literacy and this was followed up by some focus groups. The headline findings from the survey are that 87.6% of students love digital technology and 81.5% believe themselves to be digitally literate. Attitudes vary significantly between subject areas. For example, with regard to the statement that the digital literacy skills needed in the courses get more complex as students progress through the course, students from the Business School agreed significantly more with this than did students from the School of Law, Social Sciences, Humanities and Languages or Architecture. The focus groups have supported the questionnaire findings and highlighted that students are largely unaware of the training that is already available to them. Ideas of how to market future training more effectively will therefore be an important outcome of this work. A further focus group is planned to ask students what they think a digitally literate graduate should be / will look like. A one day conference, "Get the Digital Edge", is being held in March for students to discover more about the links between their digital literacy skills and their employment prospects. Workshops on offer include "Using Facebook & LinkedIn for job seeking", "Learning from the media", "Researching companies for a job interview" and "Managing your e-reputation", and will be run by experts in these areas. We also have invited a leading corporate communications company to speak at this event. Although the project will come to an end in Spring 2013, the findings will inform other University initiatives, including a proposal looking at embedding information skills into the curriculum and Learning Futures @ Westminster, which is considering the future of teaching and learning at the University. Formulation of the problem. The need for a categorical interpretation of the thesaurus is due to methodological priorities for scientific, objectivity, systemic, integrity, unity, complexity and logic of the study. The correctness of the use of relevant concepts and categories is determined by the accuracy of their definitions, fully depends on the verification of the presented innovative culture concept of the leader. Consequently, there is a need for a comprehensive research analysis of conceptual and terminological apparatus of problem research of innovative culture development of the future manager of the general secondary educational institution in the master’s training process. Materials and Methods: Solving the highlighted aim, a set of methods of scientific research adequate to them were used, theoretical: a comparative analysis of conceptual and terminological apparatus of problem research of innovative culture development of the future manager of the general secondary educational institution in the master’s training process; a systematic analysis of conceptual and terminological apparatus of problem research of innovative culture development of the future manager of the general secondary educational institution in the master’s training process. Results. The article presents the innovation culture development of the future manager of general secondary educational institution as a systematically organized, respectively providing process in master's training, determined by the needs of society, state and customers of educational services and institutionalized, which substantiates the relationship and interdependence of innovation culture, which correlate with the content and pedagogically appropriate methodological systems of professional training at higher education. It is determined the IC development of the future manager of general secondary educational institution. Conclusions. Thus, modern theories of social development make it possible to identify the specifics of the innovative culture development and give grounds to conclude that the innovation and innovation culture development is a natural, necessary, historically determined and self-organized process of objectification and institutionalization of innovative content at the social and individual levels. It is important to understand that the emergence of innovation and innovation culture is possible only if the dialectical and synergetic nature of life is taken into account. For the innovation culture development is exceptional importance the openness of educational systems, the presence of the environment and mechanisms for the natural struggle of contradictory and opposing forces, the absence of authoritarian and artificial interference in the institutionalization of innovation culture.

The paper contains successful pedagogical experience of Samara State Technical University in the field of exceptional childrens advanced and accelerated training. On the basis of this experience possibilities of the advanced and accelerated training are analyzed. This kind of training is considered to be one of the most effective ways of gifted youths development. On the basis of the available theoretical and practical experience the authors note that technical universities with their multilevel structures of higher education can become very effective intellectual centers of the integrated systems of continuous education, including various educational institutions of pre-university and additional postgraduate training. The paper contains experience of an integrated educational system of continuous and differentiated (on abilities) education School - HEI in homogeneous groups. It is shown that training of gifted students in groups with equal mental capacities favorably influences their self-assessment and they in such situation should study wholeheartedly forces, feeling continuous stimulation from schoolmates. Characteristics of capacity of the academic college as the associated educational institution of the new type functioning on the basis of organizational and methodical merging of the university and school and at the same time being structural division of both founders are given as an example. It is noted that the considered models of structures of the integrated educational systems possess various degree of intensity of training, in communication with what rationing of average loading of students in the academic college acquires the special importance and relevance. Proceeding from the standard maximum permissible week educational loading of the young man caused by his psychophysiological opportunities, social conditions and cultural requirements the technique of her flexible rationing which efficiency is confirmed with long-term monitoring of the graduates of the academic college who have become subsequently successful scientists, inventors, experts is described.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.
