The article defines the role of the market of agricultural production services in the process of agricultural production. The works of domestic scientists devoted to the efficiency of agricultural production, services sphere and the market of agricultural production services are analyzed. A number of methods have been selected for this study. The essence of the concepts of production service and the market of agricultural production services is defined. There are established that the volume of use of production services in the agricultural production process depends on the area under crops in crop production and the number of heads in animal husbandry. The dynamics of changes in sown areas and livestock in Ukraine are analyzed. It is determined that all production operations in agriculture are carried out in accordance with the technological maps. The definition of the concept of “technological map” is given. Information on the composition of agricultural production services in the field of crop production is given. It is established that agricultural production services in crop production can be carried out both manually and mechanized. The importance of technical equipment of the agricultural enterprise for the implementation of the production process was showed. The presence of the main types of agricultural machinery in agricultural enterprises of Ukraine and households is analyzed. The peculiarities inherent only in production services in the field of agriculture are highlighted. The dependence of the volumes of production services on the total volumes of sown areas in crop production and animals in animal husbandry were shown. The concept of production outsourcing is defined and its place in the activity of agricultural producers is defined. The results of a sociological survey of consumers of agricultural production services are shown and analyzed.

The issue of food self-sufficiency in the region becomes the most relevant in times of crises and pandemics. To answer this question, it is necessary to analyze the current state of agriculture and identify trends inherent in the industry. The article assesses the role of agriculture in the economy of the region. The characteristics of the development of crop production and animal husbandry are given, quantitative and qualitative factors are analyzed, and production growth reserves are identified. The material and technical base of the industry is analyzed, the main directions of state support for agricultural producers are described, and a conclusion is formulated about the level of food self-sufficiency in the region under consideration. The directions of development of the industry to ensure the growth of gross agricultural production are proposed. The study is based on the statistical data of the Irkutsk region for the period 2005-2019.

Introduction. The current stage of development of the economy of the advanced countries of the world is characterized by high-tech agricultural production with a sufficiently high level of its provision with production resources. Timely updating of the main technical means guarantees sustainable economic development of the industry. For agricultural producers, the importance of quantitative and qualitative parameters of basic technical equipment and their timely updating is enhanced due to the impact on the productivity of agricultural production of natural and climatic factors. However, the problem of technical and technological renewal of agricultural production remains unresolved in Ukraine for a number of subjective and objective reasons that require identifying and finding ways to eliminate them. Methods. Theoretical and methodological basis of the article is the fundamental provisions of modern economic science, the work of scientists. In the course of the research, in particular, the following methods are used: analysis and synthesis – to study the object and object of the research; abstract and logical (theoretical generalizations and formulation of conclusions); constructive and experimental (formation of strategic directions of technological modernization of production modernization). Results. It has been found that the formation of a strategy of reproduction of fixed capital is adversely affected by the disparity of prices for agricultural products and industrial production resources and the significant risks associated with the specific features of agricultural production. The strategy of reproduction of fixed capital is substantiated, which should be aimed at radical technical modernization of agriculture and equipping of agriculture with systems of machines for complex mechanization of all technological processes of production production. Innovative developments of scientific institutions for the subjects of agrarian business are highlighted. A strategic SWOT-analysis of the development of the technical base of agricultural producers has been conducted. Innovations are classified by agricultural enterprises of Ternopil region. It is determined that the key factor for effective technical modernization in agriculture is stimulating scientific research on the development, promotion and development of technological and technological innovations in the agricultural sector. Discussion. The obtained theoretical and applied recommendations can be used to improve the existing approaches to creating strategic directions for modernization of technological modernization of production in agricultural enterprises. To ensure the development of agricultural production in modern conditions, it is necessary to pay more attention to nontraditional spheres of activity and production. One of these forms is viticulture. In the article the present state of grape production development in agricultural enterprise sisconsidered. Focuse dattention to there levance of the issue under investigation and itssignifican cein the agricultural production system. The maintendenciesof development of are asundervineyards, productivity and grosscollection of grapesin agricultural enterprises are determined. It is noted that agricultural enterprises devote much less attention to the development of grape production and horticultureprivate households and users of other categories.It has been established that the area of vineyards are decreasing (even without taking into account producers of the Autonomous Republic of Crimea), the yield is low. Reducing of land area under vineyards in agricultural enterprises and reducing their productivity has led to a reduction in the volume of grape production.One of the reasons of this situation is that viticulture is a highly capital intensive industry that requires significant investments. For the last years there was a rise in prices, a depreciation of the national currency and some other negative factors that negatively affected the ability of commodity producers to effectively provide the need for funds to carry out the production program. Consequently, enterprises reduced the use of productive resources, which negatively affected the yield of grapes.The main problems for solving this problem are the high capital intensity of the industry, significant amounts of initial investment for the production of grapes, obsolete production technologies, difficulties with the marketing of the resulting products.To ensure the effective development of grape production, it is necessary to pay more attention to the improvement of the organization of the system of sales of the ready products. There are two important problems in grape production sphere – low buying ability of most consumers and competitiveness of grape production. On the basis of the researches, the directions of effective development of grape production are offered. The solution of these issues requires attention from the governmental authorities: the development of appropriate support and development programs, the full or partial compensation of the cost of laying vineyards, the purchase of the necessary equipment for the care, harvesting and processing of grapes. The combination of efforts of state institutions and agricultural producers will ensure the sustainable development of viticulture in Ukraine.The research was carried out using a number of economic, mathematical and statistical methods. With the help of the dialectical method, the current state of development of grape production was explored and illuminated; the economic and statistical method is used to assess the dynamics of the industry's development; method of expert assessments and abstract-logical – in substantiating the main directions of ensuring the effective development of grape production in agricultural enterprises. The development of multi-vector economy, effective implementation of reforms in this sphere as well as improvement of living standards is impossible without a qualitative operation of financial controlling services, especially at agricultural enterprises. However, the lack of effective state support in this area as well as professional financial controllers in the agrarian sector had a negative impact not only on the resource provision, but also the whole profitability of enterprises in the industry. Therefore, at the present stage of development of Ukrainian agrarian sector the topical issue is definition of common principles for the implementation of effective financial and credit policy at the agricultural industry of the economy. Given the topicality of the above issue and lack of its study, the main purpose of this Research is a determination of the role of financial controllers staff in the formation of the credit policy of agricultural enterprises and measures for its enhancement. As a result of the analysis, we have found that financial controlling together with all its components provides for timely reflection and provision of information on financial and economic activities to external and internal users by experts for the purpose of further planning and implementation of their management decisions. In addition, taking into account the above approach, we have identified the main stages in the formation of the credit policy at agricultural enterprises with the participation of controlling services staff. They include both financial controllers’ analysis of an agricultural enterprise activity on the possibility of its crediting and scientific and practical approaches to the implementation of specific credit policies. We also have found that, first of all, it is necessary to involve financial controllers in all micro and macro credit development processes in order to increase the role of controlling services in the formation of the credit policy at agricultural enterprises. The above approach is comprehensive and provides the conditions for a differential study of the problem of the effective financial controllers’ performance at enterprises of the agrarian sector of the economy at both national and regional levels.

The definition of the concept of technical equipment and identification of the level of technical equipment of agriculture in the Novosibirsk region is dealt with in this paper. The analysis of the technical equipment of agricultural production with machinery and mechanisms has been conducted. The study of literature sources on definition of the concept of technical equipment of agricultural production has been carried out. Statistical data on the availability of agricultural machinery for agricultural producers in the region, and the structure of energy capacities have been analyzed. The data on the renewal of agricultural machinery and the volume of production of plant growing and livestock are graphically presented. The factors influencing the technical equipment of agricultural production and the degree of their influence on the efficiency of the agricultural production of the region are revealed. The ways of improving the system of technical equipment are suggested. The model of the dependence of the efficiency of agricultural production on its technical equipment is substantiated with the help of economic and mathematical modeling in order to obtain more accurate data on the region’s need for agricultural machinery.

Agricultural transnational corporations have always expressed interest in Ukraine as a state with a strong natural potential and good and reliable prospects for agribusiness. Under the influence of factors such as climate change, an unprecedented increase in the world's population and, as a result, a high demand for agricultural products, this interest will increase, and the role of agricultural transnational corporations will grow every year. Therefore, one of the most urgent research and practical problems that lawyers will have to solve is the definition of the key term “agricultural transnational corporations” and the identification of their features. This will allow the Ukrainian legislator to regulate complex and multidimensional relations with their participation in the agricultural sector as accurately as possible and, in particular, govern relations concerning the activities of these subjects of agricultural business, and eliminate gaps in the current legal regulation. Considering this, the purpose of this study was to attempt establishing the essence of agricultural transnational corporations as a legal phenomenon based on an in-depth analysis and to define this term, classify these corporations on certain grounds and establish the specific features of their activities. The study was conducted considering the existing legal support of these participants in agribusiness relations. Research methods included a set of philosophical, general scientific, and special legal methods. The synergetic research method was the fundamental method of understanding the legal support of agricultural transnational corporations. It was proved that an agricultural transnational corporation is a complex entity that engages in agricultural activities in two or more countries, is managed and controlled from a single centre and comprises a parent company, subsidiaries, branches, and departments. The study analysed positive and negative aspects of the activities of agricultural transnational corporations. It was established out that the following agricultural transnational corporations act in Ukraine: in the field of crop production, animal husbandry, processing, servicing agricultural producers, and with mixed activities (simultaneously engaged in both crop production and animal husbandry). Introduction. Technical potential is the key to innovative management and economic growth of agricultural production. In the conditions of poor quality and reliability of the machines, the dealer service of the manufacturing plants is poorly developed, the main task of which is the elimination of defects in machinery. In this regard, the task of modernizing the technical means of farms in the corporate sector of the agrarian economy arises. Methods. The following methods and techniques are used for realization of the set tasks: monographic, statistical groups, correlation and regression analysis, graphic – for comprehensive study of the current state of agricultural production and to determine the factors influencing its technical modernization. Results. In the conditions of decrease of technical support of agricultural producers of primary importance becomes the support in the working condition of the machine and tractor park, timely repair and restoration of technical resources, which implies the development of a system of complex engineering service. In turn, it became necessary to create a system of information and consulting and staffing for agricultural producers. Discussion. One of the effective ways of modernizing the technical base of agricultural producers involves the use of the program Trade in. This program is a system of offsetting, in which used equipment can be used as a means of partial payment for new equipment. The equipment, which was used and purchased from customers under the scheme Trade in, undergoes pre-sales training with the replacement of all defective components and assemblies, then it is offered for sale. Introduction. The importance of specialization research is due to its role in the economic growth of the country, as it contributes to the resources concentration on the production of competitive products, the provision of scientific and techno-logical development and increase the efficiency of agricultural enterprises. The purpose of the study is to develop mechanisms for managing commodity specialization of agricultural enter-prises. Results. The unique features of agriculture in the general structure of the national economy are identified. The deci-sive role of land resources has been determined. The influence levels on the management of commodity specialization of agri-cultural enterprises are broadened: nationwide, regional and local, for which the means of influence are allocated. The rea-sons for the imbalance in the structure of agricultural production are considered. The groups of factors that influence the resources reproduction as factors of agricultural production are distinguished: socio-political, socio-economic, priorities of state agrarian policy, using level of agricultural land and other resources, natural and climatic conditions, seasonality of production, energy and resource intensity, innovative technologies implementation. The structure of Ukrainian agriculture on 3 levels in terms of crop, livestock and hunting is offered. The necessity factors of systematic influence on commodity specialization management of agrarian enterprises are determined. The determinants of commodity specialization of agricul-tural enterprises are presented. Conclusions. The architecture of the organizational and economic mechanism for managing the commodity speciali-zation of agricultural enterprises is provided, which includes the internal environment of the enterprise, the direct mecha-nism, options for development, the conditions influence of the external environment functioning and the factors of influence on the specialization of the agricultural enterprise. The concept takes into account tendencies of economic potential for-mation, internal infrastructure of the enterprise, basic architectural decisions and standards, management model and re-quirements to management processes, and also defines principles of transition from the existing state of the enterprise to the target one. Introduction. Ensuring the sustainable development of domestic agricultural producers involves achieving and maintaining a sufficient level of economic efficiency and competitiveness for the implementation of expanded reproduction. This, first of all, implies the formation of an appropriate level of competitiveness through the creation of sustainable competitive advantages of products and manufacturers. This process is impossible without attracting investment resources and introducing innovations in order to create competitive advantages, strengthen market positions and increase the level of concentration of productive capital. The latter necessitates a comprehensive strategic planning, which would be based on the innovative orientation of investment activities. The purpose of the article is to form theoretical and methodological and applied principles of competitive strategies formation of innovation and investment development of agricultural production entities. Method (methodology). Methods of comparison, analysis, theoretical and logical generalization are applied in the course of research. The dialectical method of research became the methodological basis. Results. The author’s vision of the definition of “competitive strategy” is offered in the article. The classification of competitive strategies is developed. A model of a strategic rhombus is proposed as a theoretical basis for determining areas for improving the mechanisms of managing the competitiveness of agribusiness entities, which includes five elements: arena; conductor; differentiators; sequence; economic logic. The proposals of applied character concerning realization of competitive strategies of innovative-investment development of subjects of agricultural production are substantiated.
