Increasing the efficiency of resource potential usage is of particular importance, since it allows substantially increasing the level of resource use and the efficiency of the functioning of agricultural production. From this point of view, the study of theoretical, methodological and practical issues of assessing the resource potential, the effectiveness of its use allows us to substantiate the priority directions of the development of the agricultural sector of the economy and is extremely relevant. The research was conducted with the purpose of revealing the level of availability and the degree of efficiency of resource potential using of agricultural organizations in the Ulyanovsk region. To assess the availability of resource potential, the system of indicators was used: financial support, material security, labor supply, state support, cadastral value of agricultural land, humus content. The carried out regression modeling made it possible to identify three clusters of the region’s areas with varying degrees of efficiency in the use of the resource potential. The cluster trajectories of the study areas are analyzed, reflecting the dynamics of their distribution according to the traits under study: the typologies of the regions were analyzed according to statistical data for 2005, 2010, 2015. Based on the analysis, it can be noted that the regions of the Ulyanovsk region are rather heterogeneous according to the available resource potential of the agrarian sector of the economy and its implementation. Analysis of the dynamic characteristics of the resource potential use of the agrarian sector of the economy of the Ulyanovsk region showed that in 17 districts of the region during the analyzed period the cluster numbers did not change, which indicates stability in the current situation with the state and use of the resource potential. The article proposes the classification of agricultural organizations in terms of the level and effectiveness of using the resource potential and recommendations for increasing it for each cluster.

To assess the availability of the resource potential, a system of indicators was used: capital supply, material supply, labor supply, profit, humus content. The conducted study allowed us to identify three groups of municipalities of the Ulyanovsk region with different levels and degrees of efficiency in the resource potential use of agricultural organizations.

One of the most pressing issues at this stage of the development of the russian economy is the search for ways to effectively operate its agricultural sector, which is based on the development of a competitive food market. Among a number of reasons hindering the formation and development of agricultural organizations, the main ones are: the low level of the material and technical support system, the disparity of prices and the lack of healthy competition between different types of economic entities. In these conditions, there is a need to determine the methodology for assessing the competitiveness of agricultural organizations. The purpose of this work is to create a methodological basis for assessing the competitiveness of agricultural organizations. Testing of the methodology for assessing competitiveness was carried out on the example of agricultural organizations in the Ulyanovsk region.

Fossils of marine reptiles are a new jewelry and ornamental material and collected in the Ulyanovsk region from the Upper Jurassic deposits. They consist of (wt. %): calcite — 52, apatite — 24 and pyrite — 23, and also gypsum presents. The contents of radioactive and carcinogenic elements are close to background. The original bone structure of reptiles is preserved. Apatite replaces the bone tissue of marine reptiles, forming a cellular framework. According to the chemical composition, apatite refers to fluorohydroxyapatite with an increased Sr content. The size of the crystals is finely-dispersed. Calcite and pyrite fill the central parts of the cells. Calcite crystals of isometric and elongated shape, 0,01—0,05 mm in size, form blocks up to 0,3 mm during intergrowth. Calcite fills thin, discontinuous veins along the contour of cells with a width of up to 0,03 mm. In calcite, among the impurity elements, there are (wt. %, on the average): Mg — 0,30, Mn — 0,39 and Fe — 0,96. Pyrite forms a dispersed impregnation in calcite and apatite, content of impurities is, wt. %: Ni — up to 0,96 and Cu — up to 0,24. On technological and decorative characteristics of fossils of sea reptiles of Ulyanovsk region are qualitative jewelry and ornamental materials of biomineral group, allowing to make a wide assortment of jewelry and souvenir products.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.
