The author of the article has studied the scientific positions of scholars on understanding and classification of the principles of law. The characteristic features of the principles of preventive police activity have been distinguished. First of all, they are formed and developed in accordance with the contemporary requirements, expectations and needs of members of society and the state regarding the protection of their rights, freedoms and interests within the public and legal sphere; secondly, they determine the social purpose, nature, content and limits of preventive police activity; thirdly, it is obvious that all principles of preventive police activity form an objectively conditioned, normatively fixed, scientifically sound, relatively stable “coordinate system”, the elements of which do not act in isolation but, in a certain interdependence, do not contradict each other and have distinct character in the application of police preventive measures and the implementation of the preventive function by the agencies and units of the National Police of Ukraine. The principles of preventive activities, depending on the method of their regulatory consolidation, are classified into: 1) general legal principles that determine the principles of formation and implementation of state policy in the field of national security; 2) basic principles that characterize the purposefulness, content and limits of police activity and are enshrined in the provisions of the Law of Ukraine “On the National Police”; 3) special principles that characterize the specificity of preventive police activity. The principles of preventive police activity should be understood as objectively stipulated, pivotal, relatively stable, scientifically substantiated guiding principles, enshrined by the norms of national legislation and international legal acts, which are the basis for the activity of the National Police of Ukraine, as well as the authorized officials of its agencies and structural units carried out in the process of forecasting and preventing offenses through the use of preventive police measures permitted by national law, and complex of preventive actions.

Interaction is a necessary and important part of the work of the National Police, including in the field of public safety and order. Due to the interaction we achieve the coordination of actions and joint activities of the National Police with other entities. Existing forms and methods of the interaction between the National Police and the public do not meet the current requirements and need to be refined or finding new forms and methods. Therefore, there is the need to conduct a thorough study of the problems of the interaction of the National Police with other entities of ensuring public safety and order. The author of the article has analyzed the importance and legal principles of the interaction of citizens with the police in the field of public order protection and combating crime. The concepts and forms’ types of the specified interaction have been defined. It has been concluded that there is a lack of scientific research focused on the problems of the interaction of the National Police with the public in the field of public safety and order, in particular on finding its new forms. To achieve this purpose, the author has revealed the essence of the interaction of the National Police with the public in the field of public safety and order, their relations, as well as has defined the classification of forms of the interaction of the National Police with citizens and their associations in the field of public safety and order. The scientific novelty of the study is that it improves the understanding of the nature and types of forms of the interaction between the National Police and the public in the field of public safety and order. Summarizing the above, we can conclude that the effective implementation of the authorities in the field of public safety and order by the National Police of Ukraine requires the establishment of effective interaction with citizens and public associations. The author has offered some new forms of the interaction between the National Police and the public for the implementation, the use of which can improve the state of law enforcement and the fight against crime.

After having discussed the contemporary importance of the not-for-profit and social economy, the chapter builds on a cluster analysis of performances and roles of grant-making foundations, who are the essential node of the cooperation and coopetitiveness, today. This chapter aims to present worldwide grant-making foundations for their performances and profiling according to the latest accounting data and mission reports, which collect results of their projects according to the classification of pure grant-making, networking, leadership, partnership and pooling. With this in mind, the chapter adopts a typical approach of cluster analysis of industrial organization. The cluster analysis emphasizes the profiling of the sample and it allows to separate groups with significant features. The main focus remains on the issues of the finance of the social economy, when the Public Welfare State is too much indebted. Complementary and substitute roles of the Private Welfare State can emerge for the support the not-for-profit economy.

Public libraries, realizing their social functions, contribute to the social and cultural development of the region. One of their main functions is education, dissemination of knowledge that forms the culture of person and worldview attitudes. The article reveals the long-term activity of the Ryazan regional universal scientific library named after Gorky on the information resources representing the pages of life and work of Alexander Solzhenitsyn, the Nobel Prize laureate in literature, Honorary citizen of Ryazan, the world famous writer and publicist, educator, public and political person. The author reveals the significance of creative work of A.I. Solzhenitsyn in the public life of Ryazan and the region; analyses the experience of library work with the documents from the library holdings. As example, the author presents educational projects implemented in the partnership with organizations and institutions of the city: the Scientific and educational centre for the study of heritage of A.I. Solzhenitsyn, the Ryazan Solzhenitsyn society, as well as with writers and local historians. The article considers classification of types of resources on A.I. Solzhenitsyn, including personal documentary sources of the writer’s life, the documents of book collections of libraries, bibliographic databases, catalogues and card files, electronic resources created by librarians; provides examples of the above resource groups, including electronic ones collected through partner organizations and posted on the website of the Ryazan regional universal scientific library named after Gorky.

Forest fires are still a large concern in several countries due to the social, environmental and economic damages caused. This paper aims to show the design and validation of a proposed system for the classification of smoke columns with object detection and a deep learning-based approach. This approach is able to detect smoke columns visible below or above the horizon. During the dataset labelling, the smoke object was divided into three different classes, depending on its distance to the horizon, a cloud object was also added, along with images without annotations. A comparison between the use of RetinaNet and Faster R-CNN was also performed. Using an independent test set, an F1-score around 80%, a G-mean around 80% and a detection rate around 90% were achieved by the two best models: both were trained with the dataset labelled with three different smoke classes and with augmentation; Faster R-CNNN was the model architecture, re-trained during the same iterations but following different learning rate schedules. Finally, these models were tested in 24 smoke sequences of the public HPWREN dataset, with 6.3 min as the average time elapsed from the start of the fire compared to the first detection of a smoke column.

AbstractThis research analyzes the submission of the public facility and social facility by a developer in the city of Depok. This research also analyzes the implication of the submission inconsistencies in the implementation of public facilities and social facilities. This research is normative legal research method covering investigation of legal principles and law norms related to the submission of public and social housing facilities by the developer. The research results show that the developer has submitted the public housing facilities, but has not properly submitted the social facilities namely sport center and the mosque which have ever been promised or informed to the house owners. The deviation of submission give impact on the following project. The community does not trust the DeveloperIntisariPenelitian ini menganalisis penyediaan fasiltas umum dan fasilitas sosial yang dibangun oleh sebuah perusahaan pengembang di kota Depok. Penelitian ini juga menganalisis dampak perubahan penyediaan fasilitas umum dan fasilitas sosial perumahan terhadap keberlangsungan usaha pengembang. Penelitianini adalah metode penelitian hukum normatif yang mencakup asas-asas hukum dan kaidah hukum yang relevan dengan penyediaan fasilitas umum dan fasilitas sosial perumahan oleh suatu pengembang. Hasil penelitian menunjukkan bahwa Pengembang telah memenuhi kewajiban menyediakan fasilitas umum, namun tidak melaksanakan penyerahan fasilitas sosial berupa pusat olahraga dan masjid sebagaimana telah pernah dijanjikan dan dipublikasikan kepada para pemilik rumah. Penyimpangan tersebut berakibat terhambatnya kelangsungan usaha pengembang, Masyarakat kurang percaya kepada Pengembang.

The author of the article has studied the legal status of the agencies of the National Police of Ukraine as a subject of prevention and counteraction to corruption. On the basis of the analysis of the current Ukrainian legislation, as well as professional scientific sources, it has been established that the status of such a subject is defined either as “the subject of preventing corruption” or as “the subject of counteracting to corruption”, which does not quite accurately reflect the essence of the activities of the police in this direction. The author has carried out a comparison of legislation defining the legal principles for anti-corruption activities in general, as well as the principles of the police activity of Ukraine as a subject of prevention and counteraction to corruption in particular. As an example of the activities of the National Police of Ukraine as a subject of prevention and counteraction to corruption, the author has provided fundamental differences between the categories of “prevention of corruption” and “counteraction to corruption”. The expediency of using a single legal structure “the subject of prevention and counteraction to corruption” has been substantiated. In this regard, it has been emphasized that the activities of the National Police of Ukraine on preventing and counteracting to corruption are the only, integral area of the implementation of its powers. It has been clarified that the agencies of the National Police of Ukraine, acting as a subject of prevention and counteraction to corruption, realize their powers both in internal relations and externally. Due to the analysis of procedural legislation, the author has established the types of corrupt and corruption-related offenses, which should be addressed by the agencies of the National Police as a subject of prevention and counteraction to corruption. The author’s vision of the essence of the agencies of the National Police of Ukraine as a subject of prevention and counteraction to corruption has been presented. The author has determined some shortcomings of the legal regulation of the legal status of the National Police agencies as a subject of prevention and counteraction to corruption. The ways of solving such shortcomings have been offered.

The article is devoted to the implementation of gamification methods in the educational process. The characteristic features of light and hard gamification are presented. The appropriateness of using gamification when applying e-learning technology is considered. Classification of courses based on hard gamification taking into account the technological features of development is proposed: courses-presentations, courses — computer games, VR/AR courses. The article also illustrates the use of various game elements of easy gamification using the example of the module “Level up! — Gamification” of the Moodle LMS. The capabilities of this module can be used in an electronic course by any teacher who has the skills of working with the Moodle.The authors present the analysis of the development of a training course in sales techniques using hard and light gamification technologies, where the course development was assessed for its complexity, manufacturability, and resource requirements. The results of the analysis showed that the development of courses using hard gamification requires much more financial and time-consuming than the development of courses using light gamification.The article evaluates the results of the educational intensiveness intense “Island 10–22”, held in July 2019 in Skolkovo, in which 100 university teams, teams of research and educational centers, teams of schoolchildren — winners of competitions, olympiads, hackathons (“Young Talents”) participated. The results of the intense confirmed the effectiveness of the use of light gamification methods in adult training. Thus, the conclusions presented in the article reveal a number of advantages that light gamification has in comparison with hard gamification.
