The fundamental purpose of this paper is to assess the efficiency of port in West Africa and selectively select the best transit port for landlocked West African countries and for that matter data envelopment analysis will be used for this research. Seven (7) ports were selected out of twelve (12) using container throughput level for the basis of their selection, whiles DEA model was used for the determination of their relative efficiencies and their over time efficiencies through window analysis. It is noted that. The study noted that based on the operational efficiency of the port of Tema in Ghana, port Lomé and port of Douala, they should serve and standout as the transit port when it comes to West African landlocked countries selecting of transit port. It is recommended that there should be an expansion in infrastructure which is which should be the target so as to improve operational efficiency in West African port. Ports authorities should look more into that because is the beacon of ports efficiency and performance, because infrastructure propels ports mass production once those infrastructures are properly utilized.

Purpose Researchers have noticed that in efficiency assessment, some attributes exhibit specializations including non-discretionary, non-controllable or undesirable. This paper aims to focus on other special factors which have target levels to achieve, i.e. the inputs (outputs) are no longer the-less-the-better (the-more-the-better). Design/methodology/approach In this paper, the authors further study the target variables when some attributes have multiple levels of targets. Such a situation can be found in many operational efficiency evaluations with various targets or bounded scale in inputs or outputs. They suppose that decision-making units (DMUs), reaching any target level, are identical efficient. To some extent, it is mitigation between common targets and individual targets. Using the closest target rule, the authors propose a target-level-oriented method to evaluate DMUs locally. Findings First, the authors found that some factors have multiple levels of targets to improve its efficiency in real world practice. Second, the proposed technique is able to deal with the multiple-levels-targets problems in data envelopment analysis (DEA) framework. Third, the decision-maker can select the improvement directions more freely than that in the traditional setting. Originality/value First, this is the first paper to discuss the multiple-levels-targets problems in DEA framework. Second, the proposed technique can help the decision-maker to select the best improvement strategies. Third, the technique developed in this paper can be used in many areas. For example, it can support the environmental efficiency evaluation with different standards of pollution emission.

The aim of the paper is to apply Data Envelopment Analysis (DEA) method in measuring and analyzing the efficiencies of ports on the river Danube. DEA window analysis is used to determine the efficiency of ports and to observe the possibility of changes in the port efficiency over time. A study is conducted to evaluate the efficiencies of ports on the territory of Serbia in order to identify the sources of inefficiencies and formulate proposals for improving the services of those ports and their operations through a four-year window analysis with port efficiency trends and average efficiencies. The progress is made in the measurement of port efficiency in relation to port productive activities - total area of warehouses, quay length, number of cranes and port throughput, for the Serbian river ports. We used a data envelopment analysis (DEA) to examine the efficiency and performance of transport systems of landlocked African countries (LLACs). We conducted a comparative performance efficiency analysis of transfer transport systems for LLACs’ corridors. Three different types of DEA models were proposed and used to measure the relative efficiencies of transit transport using a 6-year data set (2008–2013) of some selected LLACs. The results show that the average pure technical and scale efficiency scores are 90.89% and 37.13%, respectively. Two units (13.33%) are technically efficient (technical and scale efficiency) while four units (26.66%) are only purely technically efficient over the observed period. Swaziland was the most efficient corridor while the Central African Republic corridor was the least efficient throughout the monitored years. The results indicate the relevance of minimising trade costs to stimulate landlocked countries’ exports.

In December 2015, as part of the First African Dialysis Conference organized in Dakar, Senegal, 5 physicians from West African countries who have participated in the Saving Young Lives Program reviewed their experiences establishing peritoneal dialysis (PD) programs to treat patients with acute kidney injury (AKI). Thus far, nearly 200 patients have received PD treatment in these countries. The interaction and discussion amongst the participants at the meeting was meaningful and informative. The presentations highlighted the creativity, conviction, and determination of the physicians in overcoming the various barriers and challenges they encountered to establish PD/AKI programs. Hopefully, these successes and the increased awareness of the importance of early diagnosis and treatment of AKI will inspire much needed support from government, hospital, and international organizations.

The aim of this study is to analyze the operational efficiency of tourism firms usingweights-restricted Data Envelopment Analysis (DEA) in a mathematical optimizationframework. The use of weight restrictions has been applied in several studies onefficiency and performance evaluation, in order to account for the decision maker’sinformation. In this study, a non-standard approach to operational efficiency evaluationis applied, in an attempt to overcome certain limitations in tourism analysis; namely, thefact that the analyst may choose to consider only a few rather than all of the inputvariables. One of the main findings of this study is that total weight flexibility can leadto non-rational weights due to the fact that certain inputs are effectively ignored.Furthermore, total weight flexibility can result in too many units being assessed as efficient, reducing the discriminatory power of the model. This problem can be solvedby applying weight restrictions. A first practical implication is that the weighted DEAmodel yields better efficiency estimations. Moreover, since a high number of efficientunits could be considered an unrealistic result, the findings of this study demonstratethat the choice of weighted or restricted DEA model produces more accurate efficiencyresults.

The measurement of the container port throughput and efficiency of China and 5 West African ports was the objective of this study. The DEA model, which is a non-parametric methodology, was applied to a number of inputs of port production and a single output. The results show that although China’s ports are the largest in terms of throughput and size, they are relatively inefficient due to over-capacity. In West Africa, it was revealed that the Tema port in Ghana was the most efficient although it displayed some operational inefficiencies with the Cotonou port in Benin been the least efficient. The results will therefore, add value to future port planning and management and performance ratings.

This chapter examines the politics of the currency in West Africa from the beginning of the twentieth century. A public series of debates over the nature of the currency occurred in West Africa during both the colonial and independence periods. Since 1983, West African countries have been pioneers in Africa in developing new strategies to combat overvaluation of the currency and reduce the control of government over the currency supply. The chapter charts the evolution of West African currencies as boundaries and explores their relationship to state consolidation. It shows that leaders in African capitals managed to make the units they ruled increasingly distinct from the international and regional economies, but the greater salience of the currency did not end up promoting state consolidation. Rather, winning the ability to determine the value of the currency led to a series of disastrous decisions that severely weakened the states themselves.

The article presents a new view on the problems of political stability in West African countries. For the first time was carried out a comparative analysis of the sustainability of the political systems of the two Francophone fastest growing countries in West Africa, Côte d’Ivoire and Senegal. The author analyzes the factors negatively influencing political stability social order, and those that reduce conflict potencial in these States. Internal and external threats to the political systems of Senegal and Сôte d’Ivoire are examined. The response of both countries to internal and external challenges is shown. The study proves that while external threats indanger Senegal’s political stability, such as the penetration of religious extremism, the crisis in Casamance, maritime piracy, drug traffic, for Côte d’Ivoire, on the contrary, main risks are internal: electoral, socio-political crises, the split of elites, arms smuggling, banditry. The study demonstrates that the level of social governance in Senegal is higher than in other West African countries, including Сôte d’Ivoire, due to the dualism of the political system: the coexistence of Western-style political institutions with local faiths (tariqas), as well as policy pursued by President M. Sall. aimed at achieving mutual compromise that ensure the peaceful settlement of conflicts and contradictions. The author concludes that a new approach to the development of a security strategy is required.

Forensic Document Examiners (FDEs) examine the physical morphology and performance attributes of a line trace when comparing questioned to specimen handwriting samples for the purpose of determining authorship. Along with spatial features, the elements of execution of the handwriting are thought to provide information as to whether or not a questioned sample is the product of a disguise or simulation process. Line features such as tremor, pen-lifts, blunt beginning and terminating strokes, indicators of relative speed, splicing and touch ups, are subjectively assessed and used in comparisons by FDEs and can contribute to the formation of an opinion as to the validity of a questioned sample of handwriting or signatures. In spite of the routine use of features such as these, there is little information available regarding the relative frequency of occurrence of these features in populations of disguised and simulated samples when compared to a large population of a single individual’s signature. This study describes a survey of the occurrence of these features in 46 disguised signatures, 620 simulated signatures (produced by 31 different amateur forgers) and 177 genuine signatures. It was found that the presence of splices and touch-ups were particularly good predictors of the simulation process and that all line quality parameters were potentially useful contributors in the determination of the authenticity of questioned signatures.
