Since Aceh Besar Regency has limited funds, it should focus more on road transportation services on improving existing roads. This study aims to determine the condition of existing roads, analyze the level of development of the sub-regency, analyze and develop road management plans and strategies in Aceh Besar Regency. Descriptive analysis methods, GIS, and scalogram to identify the level of development in the sub-regency and methods to get decisions about road management plans and strategies in this study used the AHP and SWOT methods. The results of the study show that the existing road conditions are around 1,644.36 KM in good condition, 330.48 KM and 387.08 KM in moderate condition, while the rest are still in a damaged condition, for the type of asphalt surface around 761.91, while the rest is still in the form of gravel and soil. The scalogram results show 3 regency are service centers (Hierarchy I), 9 regency are service sub-centers (Hierarchy II), and 11 sub-regency are hinterland areas (Hierarchy III). Based on the AHP analysis, it is found that the potential for tourism objects is more dominant in determining road handling, namely there are 5 priority sections and in the SWOT analysis using the ST (Strenght-Threats) diversification strategy (1) Road handling is carried out by the regional government of Aceh Besar Regency in developing regional potential such as regional tourism objects, markets and agriculture, (2) The government focuses on building damaged road infrastructure for smooth accessibility, (3) Aceh Besar Regency Government utilizes the private sector or investors in road handling (4) The regional government aims to maintain road quality for convenient access to all territory.

This research is based on Regulation of the Minister of Home Affairs Number 76 of 2012 concerning on Guidelines for Boundary Confirmation and Regulation of the Minister of Home Affairs Number 141 of 2017 concerning on Regional Boundaries. This research method was a descriptive analysis with a triangulation method and a triangulation of sources for testing the data of this research. The data of this research were analyzed by using a SWOT analysis. The results of this research revealed that S-O Strategy (1) Clarifying the boundaries between the two Local Governments in realizing a clear government administration; (2) Optimizing the role of the Community in Realizing the Development with the clear territorial boundaries; W-O Strategy (1) Coordinating with related parties to realize the good government administration services; (2) There is guidance and supervision to the Regional Government through the Provincial Government and the Central Government; S-T Strategy (1) Building the government cooperation by taking an agreement through the Provincial Government; (2) Building the good communication with the community at every deliberation; W-T Strategy (1) Strengthening the regulations by disseminating every decision from the Ministry of Home Affairs; (2) Mediating every meeting through the conflicting parties.

The purpose of this research is to plan a creative and workable strategy for PT. Garuda Indonesia Tbk in an effort to respond to competition in the aviation market. This type of research is descriptive qualitative. Methods of data collection using literature study and data analysis used is a SWOT analysis. Based on the analysis of the Cartesian diagram shows that PT. Garuda Indonesia Tbk is included in quadrant II, which is supporting the Diversification strategy. The result of SO strategy analysis is that PT. Garuda Tbk must maximize the government's financial assistance program to restore the company's financial condition as well as to maintain the company's big name. The results of the ST strategy analysis are PT. Garuda Indonesia Tbk must maintain excellent facilities and services in order to face other aviation competitors. The results of the WO strategy analysis, namely the existence of a financial assistance program from the government, can also be used to improve the competence of company human resources. The results of the WT strategy analysis, namely PT. Garuda Indonesia Tbk must reduce operational costs while maintaining quality in order to be able to compete in the world of aviation.

Natuna regency is a rich area of natural resource products, but still includes underdeveloped areas in Riau Islands Province. Local governments have to make fundamental changes in building the infrastructure aspects, economic, and human resources to eliminate underdevelopment and reduce dependency on central government. The aims of this research are: (1). to evaluate the effectiveness and stakeholders’ perception of the CD program, in terms of participation and partnership; and (2) to formulate a strategy for synergizing the CD Program of Star Energy with the local government’s development program. The analytical methods that are used in this research are descriptive analysis and SWOT analysis. This research was undertaken in Palmatak Sub District and Siantan Sub District of Natuna District of Kepulauan Riau Province, from June until October, 2008. The results indicated that the government stakeholders perceived that the participation of the CD program’s beneficiaries was adequate, and that the partnership between Star Energy and the local government was inadequate. The result of SWOT analysis suggested that Star Energy needs to focus its CD program on sustainable activities, such as economic development and education programs. The strategy for increasing synergy with the local development programs is to intensify communication between the company and the local government through the formation of community development partnership forum.Keywords: Community Development (CD), Effectiveness, Policy Strategy

This study aims to describe the current state of the implementation of waste management as part of public service provision in Pontianak Municipality, West Kalimantan, Indonesia. For this purpose, this study employed a qualitative descriptive approach by applying SWOT analysis accompanied by lessons learned from Japan. The findings indicated that there has been an increase in waste transportation services year by year and that the waste management carried out by Pontianak Municipality still primarily relies on landfill. Waste reduction efforts through 3R programs such as integrated waste treatment plant and waste bank have not shown significant results in reducing the generation of waste. Using SWOT analysis, several factors that affect the performance of waste management in Pontianak Municipality were identified. By considering those influencing factors and learning from best practices executed by Kyoto City, this study suggests that the government needs to develop an integrated waste management based on priority scale with measurable and realistic objectives, particularly those related to reduction and recycling activities as well as stakeholder‘s engagement.

This type of research uses a combination research method. Namely by combining quantitative and qualitative research methods. Data analysis techniques are the SWOT analysis method, regional financial capacity analysis (KKD), regional capability level analysis and Full Cost Recovery (FCR) analysis. The results showed: 1) PDAM Barru Regency Program Plan after obtaining capital participation from the Regional Government of Barru Regency is a) plan for funding activities for urban drinking water grant, free water connection for low-income communities (MBR), b) provision of water meters, c) construction of intake wells, d) construction of pump housings, e) installation of 5lt / sec cap intake pumps, f) procurement of Ø 6 ”GIP pipes, intake pumps and accessories, g) roof rehabilitation and additional space for Marolly installation operation houses and h) land acquisition Marolly intake well., 2) Regional Financial Capability of Barru Regency in distributing grant assistance in the form of Equity Participation to PDAM Barru Regency and 3) PDAM Barru Regency contribution to Regional Original Revenue is the contribution of PDAM Barru Regency to Barru Regency Government if Regional Government Capital Participation is implemented namely assisting the government in achieving Sdg's 100-0-100 targets and achieving SPM 100%. ak ses clean water.

This study aims to find the strategy of developing MSMEs based on potential and opportunities in the period of covid-19. The research object is the MSME unit in Bandar Lampung City, especially MSME banana chips. This study used qualitative descriptive analysis with SWOT analysis. Based on the results it is known that the position of MSMEs is in quadrant I. The strategy of developing MSMEs is to increase the potential and take advantage of opportunities. One of the strategies is the utilization of information technology and social media in the development of MSMEs of the region's flagship banana chip products. The results of this research are expected to be useful as consideration for MSMEs to develop their businesses even during the COVID 19 pandemic. Likewise, for the government to actively socialize the use of digital media for MSMEs so that MSME development will increase. The limitation of this research is that it has not quantitatively calculated the role of social media and information technology in MSME development. This could be an opportunity for further research

Abstract. Community empowerment is one of the efforts undertaken by the community and the government in order to improve the standard of living by enhancing the potential and independence of the community, therefore, the local government is now intensively conducting community empowerment, for example the Purworejo district government. The purpose of this research is to analyze the factors that influence the success of Purworejo District Government's community empowerment program through the digital market. This study uses descriptive qualitative methods that can explain the process of community empowerment through digital market destinations. Data in this study were collected using observation techniques and literature study. Based on descriptive analysis, community involvement and participation in community empowerment programs through the digital market in Purworejo Regency must still be increased and strengthened to be able to achieve sustainability during the empowerment process. The conclusion from the results of this study is the SWOT Analysis (Strengths, Weaknesses, Oppurtunities, Threats) can be used as a consideration by local governments in developing community empowerment through digital markets.

Online transportation is a transportation service that utilizes technological advancements, whose aim is to facilitate all human activities that are carried out daily. The problem that will be discussed in this research is the arrangement of online transportation in terms of Law No. 22 of 2009 concerning Road Traffic and Transportation. This normative law research uses a conceptual approach and a statue approach with qualitative descriptive analysis. Research Results, Law No. 22 of 2009 concerning LLAJ has not yet regulated online-based transportation, however, the safety, security and comfort requirements in UULLAJ are still being observed and the government has issued regulations that can become legal umbrella for the implementation of online-based transportation, namely: Government Regulation No. 74 of 2014 concerning Road Transportation; Minister of Transportation Regulation No. 32 of 2016 concerning the Implementation of Transportation of People with Public Motor Vehicles Not in Route revised to Permenhub No. 108 of 2017; Permenhub No. 118 of 2018 concerning the Implementation of Rental Vehicles; Permenhub No. 12 of 2019 concerning Safety Protection of Motorcycle Users Used for the Interest of the Community.Keywords : Arrangement, Transportation, Online, Law

This study aims to determine the Management of Village Fund Management in Jungke Village Permata District Bener Meriah Regency and the factors that influence it to achieve these objectives used qualitative research methods by breaking down the data descriptively. Data collection techniques were carried out by interview, document and archive observation using qualitative descriptive analysis techniques. The results of the study show: First the management stages of Village Fund Management in Jungke Village include Planning and Implementation of Reporting and Accountability Administration. Management of Village Fund Management is carried out by the Government of Jungke Village, Permata District, Bener Meriah Regency, and has followed the technical guidelines that have been regulated in the legislation. But in the process is still not optimal. This can be seen from the process of reporting and accountability that is experiencing delays. For the Reporting Process of Realizing the Use of Village Funds not in accordance with the predetermined schedule, causing delays in disbursing funds for the next stage. Likewise with the Responsibility for the use of village funds so that the community cannot evaluate the results of the work of the village government and the Accountability to the Regional Government which is not carried out in a timely manner. Second: Factors that influence the management of village funds include supporting and inhibiting factors. Supporting factors are community participation, facilities and infrastructure, while the inhibiting factors are human resources, technical guidelines for managing village funds that change every year and communication.

One of the ways for the government to find out the level of economic growth is by calculating the value of national income, especially which is the focus of the government to be able to increase the per capita income of the community in each region so that it can contribute to local revenue which will also increase national income, the government's strategies and efforts to increase it. This research method uses descriptive analysis presented with statistical data, statistical data used in the form of tables, diagrams, graphs and others. Descriptive analysis using various sources of literature and articles as material for analyzing research problems to describe the investment contribution of Central Java province to increasing national income. The conclusion that can be drawn from the results of the analysis of the article is the strategy of the regional government of Central Java Province to increase local revenue and support efforts to increase national income through investment by setting up investment licensing regulations for both PMA/PMDN easily and transparently as well as promotion and training to increase regional investment figures, besides that the most important point to increase investment realization is the consistency of innovation and creativity of the government and the community to form new ideas that can compete with the global market.
