Formulation of the problem. This article reveals the theoretical aspects of the implementation of the process of modeling the socio-economic aspects of society, taking into account the developed development strategy of the Republic of Uzbekistan in the foreseeable future. The aim of the research is to characterize the process of modeling socio-economic processes in the Republic of Uzbekistan. The object of the research is the processes of development of environmental economics in Uzbekistan. The methods used in the research are logical, comparative, analytical, scientific and methodological. The hypothesis of the research is the assumption of the dependence of the size of the cost of recovering the ecological balance on the volume of national non-financial production assets. The statement of basic materials. The degradation and depletion of natural resources requires capital investments to develop new resources and enhance the exploitation of existing ones. The originality and practical significance of the research lies in the fact that the author substantiates the interrelation of the diseases of modern man with unfavorable environmental conditions arising through his own fault. The corresponding state of the environment determines up to 20% of morbidity and 50% of oncological diseases. A multiple correlation-regression analysis of the development of the national economy has been carried out. Conclusions of the research consist in justifying the fact that ecologically oriented structural reorganization involves a large-scale redistribution, overflow of resources from primary (agriculture and extractive industries) to secondary sectors of the economy (processing industry, construction, transport, communications), and then to tertiary (intellectual activities and services).

Formulation of the problem. The article substantiates the hypothesis that in the modern conditions of the development of the world the conceptual basis of environmental economics is precisely the concept of sustainable development. The aim of the research is to characterize the prospects of the environmental policy in the context of sustainable development of environmental economics. It has been proven that adverse environmental conditions lead to an unprecedented reduction in the life expectancy of the population.

Subject. After the collapse of the USSR, smaller countries chose different paths in their economic policy during the globalization and the multipolar world. The EU, USA and Russia made a palpable contribution to the economic policy of smaller countries. Some countries of the former USSR failed to find their course, while the others immediately followed their development strategy and stuck to it persistently. Objectives. I examine the economics of the monodirectional strategy of smaller countries of the former USSR. I also evaluate how the countries found their position among different leading countries as points of attraction. The study is based on the assumption that the single direction of the national development and adherence to the same point of attraction will ensure the sustainable development. However, the economic development level depends on the health of a certain economy as a point of attraction. Methods. The study is based on the systems approach, comparative and statistical methods for analyzing macroeconomic data series. Results. I investigated the dynamics of key macroeconomic data in the Republic of Belarus, Latvia and Estonia, such as GDP per capita in current values, unemployment rate and Purchasing Power Index. Given the current phase of globalization and multipolar world, it is crucial for smaller countries to choose a development strategy to follow persistently and achieve proper macroeconomic indicators that depend on the economic stability of counties they treat as their benchmarks. Conclusions and Relevance. I should mention the successful economic policy of Estonia and Latvia, which followed the same course as the other EU countries, as opposed to the Republic of Belarus tending to the policy of the Russian Federation. Nevertheless, the monodirectional development strategy also helps smaller countries ensure their economic stability.

Some recent development of the fast multipole boundary element method (BEM) for modeling acoustic wave problems in both 2-D and 3-D domains are presented in this paper. First, the fast multipole BEM formulation for 2-D acoustic wave problems based on a dual boundary integral equation (BIE) formulation is presented. Second, some improvements on the adaptive fast multipole BEM for 3-D acoustic wave problems based on the earlier work are introduced. The improvements include adaptive tree structures, error estimates for determining the numbers of expansion terms, refined interaction lists, and others in the fast multipole BEM. Examples involving 2-D and 3-D radiation and scattering problems solved by the developed 2-D and 3-D fast multipole BEM codes, respectively, will be presented. The accuracy and efficiency of the fast multipole BEM results clearly demonstrate the potentials of the fast multipole BEM for solving large-scale acoustic wave problems that are of practical significance.

During the years of Soviet power, principal changes took place in the country’s wood industry, including in spatial layout development. Having the large-scale crisis in the industry in the late 1980s — 2000s and the positive changes in its functioning in recent years and the development of an industry strategy, it becomes relevant to analyze the experience of planning the spatial layout of the wood industry during the period of Stalin’s modernization, particularly during the first five-year plan. The aim of the article is to analyze the reason behind spatial layout of the Soviet wood industry during the implementation of the first five-year plan. The study is based on the modernization concept. In our research we conducted mapping of the wood industry by region as well as of planned construction of the industry facilities. It was revealed that the discussion and development of an industrialization project by the Soviet Union party-state and planning agencies in the second half of the 1920s led to increased attention to the wood industry. The sector, which enterprises were concentrated mainly in the north-west, west and central regions of the country, was set the task of increasing the volume of harvesting, export of wood and production to meet the domestic needs and the export needs of wood resources and materials. Due to weak level of development of the wood industry, the scale of these tasks required restructuring of the branch, its inclusion to the centralized economic system, the direction of large capital investments to the development of new forest areas and the construction of enterprises. It was concluded that according to the first five-year plan, the priority principles for the spatial development of the wood industry were the approach of production to forests and seaports, intrasectoral and intersectoral combining. The framework of the industry was meant to strengthen and expand by including forests to the economic turnover and building new enterprises in the European North and the Urals, where the main capital investments were sent, as well as in the Vyatka region, Transcaucasia, Siberia and the Far East.

Purpose. Experimental studies of the interaction of blast-furnace and steel-making slags with open pit waters during their direct contact and assessment of the volume of filling of the formed man-made cavities during mining of mineral deposits. Methods. Based on the analysis, the current low level of metallurgical slag and the lack of real and effective directions of their large-scale utilization were determined. The laboratory studies of the interaction of metallurgical slags with open pit water at a certain time of interaction, generally accepted methods for studying the chemical composition and concentration of substances in water, computer-aided design software packages and drawings to determine the volumes of the open pit mined-out area were used. Results. The dynamics of changes in the products of interactions of steel-smelting slags with open-pit waters at a certain ratio and period of interaction was investigated. It was found that the concentration of pollutants upon contact of water with steel-making slag changes according to polynomial dependences on the time of their interaction, decreasing by the 30th day, which eliminates the danger for the aquifer. The safest type of metallurgical slag was recommended for the formation of the bottom layer of the backfill massif. The volumes of the mined-out area of the open pit were determined in detail to assess the volumes of placement of the backfill material based on metallurgical slags. Scientific novelty. The safety of the contact of backfill materials based on steelmaking slags with open pit water was scientifically proven, which is confirmed by the established polynomial patterns of changes in concentrations and pollutants from the ratio and time of interaction. Practical significance. The formation of the backfill massif on the basis of blast-furnace dump and steel-smelting slags will allow achieving an environmental effect, such as their safe disposal as a reclamation of technologically disturbed lands by mining and restoration of the economic value of the land plot, as well as preventing the formation of new dumps.
