The article deals with issues related to the problem of vocational rehabilitation of disabled people. The competence of the Russian Federation in the fi eld of rehabilitation of disabled persons in the person of its Federal authorities and management, subjects of the Russian Federation and local self-government bodies is specifi ed. The content of such concepts as "services for professional rehabilitation of disabled people" in accordance with the state standard GOST R 53873-2010 Rehabilitation of disabled people is disclosed. Professional rehabilitation services for the disabled; "professional rehabilitation program" and "options for professional rehabilitation". Despite the fact that professional rehabilitation and adaptation in the workplace is an integral part of the state policy in the fi eld of social protection of persons with disabilities, there are many unresolved problems and diffi culties in this area.

The author presents theoretical perspectives of the state of the field at present. The point that blindness is a singular and often traumatic phenomenon adds weight to the author's stance that: 1) categorical services are essential to fully help the blind and visually impaired population maintain what progress has been made; and 2) the rehabilitation system cannot disregard the fact that unique needs exist and must be addressed by specialized professionals.

This paper offers an overview of the psychiatric vocational rehabilitation system using brief descriptions of Canadian program models to describe employment preparation services and vocational programs. The psychiatric rehabilitation literature clearly demonstrates that persons with psychiatric disabilities are potentially employable if they are provided with appropriate services, employment programs, and support. Although vocational programs are proliferating in all provinces across Canada, there are strong indications that more programming and funding is urgently needed.

This study investigated how older successful clients in the state-federal vocational rehabilitation program differ from successful clients in other age groups. Analysis of the data revealed that older clients tend to be different from younger and middle-aged clients on some personal characteristics, time spent receiving different services, and certain measures of outcome. Implications of the findings are discussed, and suggestions for future research are given.

Purpose: This article includes a study that sheds light on the implications of the Workforce Innovation and Opportunities Act (WIOA) mandated VR knowledge and skills requirements for VR counselors in the state VR program. It is also a commentary on current training, accreditation and intraprofessional challenges in the larger counseling field. Our study investigated VR directors’ perceptions of the importance and counselor preparedness in specific WIOA mandated knowledge areas. Findings revealed that VR directors consider WIOA mandated knowledge areas (e.g., employment-related and case management) to be very important, and they see room for improvement in the preparation of VR counselors to execute these functions. Our commentary provides readers with information related rehabilitation counseling history, intraprofessional practice, and guidelines for the future of rehabilitation counseling and the larger counseling profession.

This study presents results of research that examines the psychological effects on industrially injured workers of Mexican origin of early versus late referral to the California workers' compensation vocational rehabilitation system. The findings of this study showed that depression, self-esteem, and dependency as measured by the Minnesota Multiphasic Personality Inventory-168 (MMPI-168), the Tennessee Self-Concept Scale (TSCS), and the Personality Research Form E (PRF-E) respectively were significantly affected by the length of time of referral between injury and vocational, rehabilitation services. Depression and dependency scores were significantly lower and self-esteem scores were higher for the early referral group compared to the late referral group.

Screening for problems related to substance use occurs routinely in many systems of care and human services. However, at present, there is no universally accepted process for performing such a screening in the state-federal vocational rehabilitation system. This exploratory study analyzes data obtained from rehabilitation counselors participating in a substance use disorder screening implementation initiative. The responses provide preliminary information regarding rehabilitation counselors' perceived readiness to undertake such an initiative and potential barriers to its successful implementation.
