BACKGROUND: The design of Patient Management and Information Systems during outbreaks of highly infectious diseases in low resource environments poses special challenges. Such systems necessitate special functional and design requirements to support patient care under austere conditions. A primary concern is to minimize spread of the disease to caregivers and non-infected individuals. Patient management in these conditions requires the design and development of systems customized for complex patient and caregiver workflows. OBJECTIVE: Design and develop a Patient Management and Information System for healthcare facilities on the frontlines of outbreaks of highly infectious diseases in low resource environments. METHODS: A team composed of clinicians with experience in Ebola care in affected areas of Africa and informaticians developed detailed hardware, software and functionality requirements. These were translated into hardware designs, software architectures, screen and interface designs and implemented using Common Off-The-Shelf hardware. An experimental app development system was used to develop mHealth software modules. RESULTS: The system was developed and implemented as a proof of concept. Acceptance testing showed that the system met functionality requirements. CONCLUSION: Useful Patient Management and Information systems can be developed and implemented for frontline use in low-resource environments during outbreaks of highly infectious diseases.

In general, land information includes all information that is related to the land and its resources. Among the necessary considerations in the design and development of a land information system, the topological aspects are fundamental as they refer to the interconnectivity of the information. Graph and information theoretic considerations, based on the natural topology of the information, are also required for system analysis, optimization and other purposes. Some practical aspects of these considerations are briefly discussed with suggestions for further studies and investigations.

Continuous change of business environment of information system requires it timely respond and support these changes. A major challenge faced by information system is system reconfiguration, namely capability to quickly respond to changes of the system. Based on description of the concept of reconfigurable information systems, the idea of component was introduced into design and implementation of Reconfigurable Information System (RIS). Overall architecture and implementation method of reconfigurable information system based on component was analyzed in detail. Specific design of RIS based on component was provided combining with design and development of specific document transmitting system based on CORBA middleware platform.

Process-managed organization has much in common with the management of the information system. Management of the company can therefore be compared to the management of the system, while it is necessary to ensure information and communication flows. Effective information processing and knowledge base building are the basis for the functioning of the organization and its strategic intent. The means to achieve this goal is the information system. Informatization is the process of penetrating ICT into all areas of society in order to make it work effectively. An important part of building the information society is eHealth. The Internet, information systems, information technology and healthcare electronisation are important aids to improve and streamline the functioning of the entire health system, as they enable faster and more effective communication between all actors in the health sector (ie pharmacies, patients, healthcare facilities and insurance companies). The aim of this paper is to analyze hospital information systems in hospitals on the territory of the Slovak Republic, to identify the modules they consist of and to define interconnections of these systems with other information systems, not only within the given organization but also from the external environment.

The main focus of this Chapter is a brief overview of Health Information Systems and the description of the techniques that can be used to develop the health information systems. There are various emerging tools and technologies in creating and managing HIS like data mining and geographical information system. Developing HIS can improve access for geographically isolated communities; provide support for health care workers; aid in data sharing; provide visual tools linking population and environmental information with disease outbreaks.

Bootstrap is an open source CSS framework by providing CSS classes that are already integrated with JQuery. The design responsive layout support on bootstrap will create a website that automatically adjusts to the width of the user's browser so that the website created by bootstrap is compatible with all smartphone, tablet, laptop and desktop PC devices. The design of library information system in this research using Web Development Life Cycle (WDLC) method. WDLC is a method that used to design web-based information systems, stages of system design on WDLC ranging from Planning, Analisys, Design and Development, Testing and Implementation and maintenance. This research produces a responsive web-based information system that enables members and librarians for doing book searching, lending and book returning.

Financial information system is an information system that provides information to individuals or groups of people, both inside and outside the company that contains financial problems and information about the flow of money for users in the company. Financial information systems are used to solve financial problems in a company, by meeting three financial principles: fast, safe, and inexpensive.Quick principle, the intention is that financial information systems must be able to provide the required data on time and can meet the needs. The Safe Principle means that the financial information system must be prepared with consideration of internal controls so that company assets are maintained. The Principle of Inexpensive, the intention is that the cost of implementing a financial information system must be reduced so that it is relatively inexpensive.Therefore we need technology media that can solve financial problems, and produce financial information to related parties quickly, safely and cheaply. One example of developing information technology today is computer technology and internet. Starting from financial problems and technological advances, the authors make a website-based financial management application to facilitate the parties that perform financial management and supervision.Method of development application program is used Waterfall method, with the following stages: Software Requirement Analysis, Software Design, Program Code Making, Testing, Support, Maintenance.

The distinctive quality of the new social structure is that information becomes the only factor of production. In today's organizations, public administrators are directly responsible for applying information to administrative processes. In addition to his managerial responsibilities, a knowledge based organization requires every employee to take responsibility for achieving efficiency. This has increased the importance of information systems in the decision-making process. Information systems consist of computer and communication technology, data base management and model management and include activity processing system, management information system, decision support systems, senior management information system, expert systems and office automation systems. Information systems in the health sector aim at the management and provision of preventive and curative health services. The use of information systems in healthcare has the benefits of increasing service quality, shortening treatment processes, maximizing efficiency of the time, labour and medical devices. The use of information systems for clinical decision making and reducing medical errors in the healthcare industry dates back to the 1960s. Clinical information systems involve processing, storing and re-accessing information that supports patient care in a hospital. Clinical information systems are systems that are directly or indirectly related to patient care. These systems include electronic health/patient records, clinical decision support systems, nurse information systems, patient tracking systems, tele-medicine, case mix and smart card applications. Diagnosis-treatment systems are information-based systems used in the diagnosis and treatment of diseases. It consists of laboratory information systems, picture archiving and communication system, pharmacy information system, radiology information system, nuclear medicine information system. This study aims to evaluate the effectiveness of health information system applications in Turkey. The first part of the study focuses on the concept of information systems and the types of information systems in organization structures. In the second part, clinical information systems and applications for diagnosis-treatment systems in Turkey are examined. Finally, the study evaluates applications in the health sector qualitatively from the new organizational structure, which is formed by information systems.
