The rapid progress in urban construction and informatization, especially the recent ubiquity of portable devices and intelligent infrastructures, has rapidly aggravated the concentration of pedestrians in built environments. These smart environments, which have been driven close to their limitation in daily operations, can be vulnerable during emergency situations and amplify the losses in lives and property. However, like every coin has two sides, the extra resources brought by smart equipments enlarge the optimisation space of an emergency search and rescue process and provide opportunities for new system frameworks and algorithms. In this paper, we review the current state and opportunities of the pedestrian search and rescue problem. key factors including system design, pedestrian dynamic modelling, and algorithm development are reviewed and summarised.

The article presents brief results of the analysis of the subscriber segment of the international space search and rescue system COSPAS-SARSAT. Proposals on the nomenclature of emergency subscriber emergency terminals and direction finders are presented, which are necessary for development and production in batch production in Russia, in order to prevent a backlog in this area and to implement the import substitution program. The recommendations are developed taking into account the materials discussed at the working technical groups, the Joint Committee and the COSPAS-SARSAT Council in recent years, as well as the results of the technical analysis of the nomenclature of terminals produced and developed by foreign companies. In addition, the development of recommendations takes into account the main current and prospective directions for the development of Russia's economy and industry.

AbstractThe study describes the current state of knowledge on nanotechnology and its utilization in medicine. The focus in this manuscript was on the properties, usage safety, and potentially valuable applications of chitosan-based nanomaterials. Chitosan nanoparticles have high importance in nanomedicine, biomedical engineering, discovery and development of new drugs. The manuscript reviewed the new studies regarding the use of chitosan-based nanoparticles for creating new release systems with improved bioavailability, increased specificity and sensitivity, and reduced pharmacological toxicity of drugs. Nowadays, effective cancer treatment is a global problem, and recent advances in nanomedicine are of great importance. Special attention was put on the application of chitosan nanoparticles in developing new system for anticancer drug delivery. Pre-clinical and clinical studies support the use of chitosan-based nanoparticles in nanomedicine. This manuscript overviews the last progresses regarding the utilization, stability, and bioavailability of drug nanoencapsulation with chitosan and their safety.

В статье рассмотрена возможность внесения изменений в лицензионные требования, касающиеся подтверждения квалификации работников, состоящих в штате соискателей лицензии (лицензиатов). Выполнение указанных требований обязательно при намерении осуществлять (осуществлении) деятельность по тушению пожаров в населенных пунктах, на производственных объектах и объектах инфраструктуры, а также деятельность по монтажу, техническому обслуживанию и ремонту средств обеспечения пожарной безопасности зданий и сооружений. Проведен анализ введенных в действие в рамках реализации «регуляторной гильотины» положений о лицензировании видов деятельности в области пожарной безопасности, утвержденных постановлениями Правительства Российской Федерации. Кроме того, с использованием положений нормативных правовых актов Российской Федерации и нормативных документов проанализирован общий механизм формирования системы независимой оценки квалификации, в том числе в области пожарной безопасности, рассмотрены перспективы внесения изменений в лицензионные требования. Сделан вывод о том, что характер прогнозируемых изменений должен соответствовать общему направлению развития Национальной системы квалификаций. В статье исследовано также современное положение дел с формированием профессиональных стандартов в области пожарной безопасности, разработка которых закреплена за Советом по профессиональным квалификациям в области обеспечения безопасности в чрезвычайных ситуациях. The article considers the possibility of amending the licensing requirements regarding the confirmation of the qualifications of permanent employees who are the license applicants (licensees). Fulfillment of the specified requirements is mandatory if it is intended to carry out (implement) fire fighting activities in settlements, at industrial facilities and infrastructure facilities, as well as activities for installation, maintenance and repair of fire safety facilities for buildings and structures. The analysis of regulations on licensing of fire safety activities, approved by the resolutions of the Government of the Russian Federation is carried out. These regulations are implemented as part of realization of “regulatory guillotine”. Furthermore, the general mechanism for formation of the system for independent qualification assessment, including in the field of fire safety is analyzed as well as the prospects for amending licensing requirements were considered. The above mentioned analysis is carried out using the provisions of regulatory legal acts of the Russian Federation and regulatory documents. It is concluded that the nature of predictable changes should correspond to the general direction of development of the unified National qualification system. The article also considers the current state of formation stages of professional standards in the field of fire safety. The development of such standards is assigned to the Council for professional qualifications in the field of safety in emergency situations.

AbstractChina ishas a rich record of Holocene volcanism that is relatively little known outside the country. It is encountered in home to a number of volcanoes that have erupted in the Holocene. These range from large stratovolcanoes in the northeast, linked to subduction of the pPacific plate (e.g., Changbaishan); in , more diffuse volcanismsmaller volcanoes on the edges of the TibetTibetan margin, linked toassociated with the collision of India and AEurasia (e.g., Tengchong, Ashishan), and more isolated regions of volcanismcentres possibly linked topossibly resulting from mantle upwelling (e.g., volcanoes in Hainan island). This makes China a natural laboratory for studyingstudies of intraplate volcanism, yet the study of volcanology in China is young, with a significant increase in research only over the last 25 yearsand significant progress in understanding its nature and origins has been made over the past quarter century. To highlight recent advances and the current state of knowledge, thisHere, we introduce the first publication in English to provide a comprehensive survey of the state of knowledge and research highlights. special volume presents the first compilation of research on the active volcanoes of China in English. A performative introduction, by Kuba Mikurda, to Johan Grimonprez’s Double Take (2009). Based on the themes of duality, playing for both sides, and doppelgänger fantasy, the tells not only the tale of Alfred Hitchcock’ lifelong fascination with such motifs, but also of the Cold War (and its influence on our contemporaneity) as a Hitchcock-esque reality. Using archive footage of Alfred Hichcock Presents, where the author of Psycho impersonates various alternative versions of himself, Grimonprez shows that the two sides of the Iron Curtain are actually two sides of the same coin – perfect mirror images of its double. The same is true for Cold War paranoia, the returning phantom of a global conflict, or atom war – it is ultimately difficult to say whether the films of the master of suspense, such as Birds and North by Northwest are its manifestation or is it maybe that in the current state of late modernity, our experience of the world took on the features of a Hitchcock film. Grimonprez – an artist known for gallery projects and theoretical interests, offers a story of the duplexity of a divided world – a slightly histo/erical one and full of distance and games. All the same, as Karen Beckmann reminds us, “the sameness of a twin is based on the repressed memory of division, breakage, and a sudden partition”.

Now a day, fashion design and clothing manufacturing is going to update day by day. Modern fashion designers are interested to work with the new color, trend, design, pattern, cutline. “Motif Design" and its application may have been a positive way to deal with the ideal tasteful look, while social confirmation and diversification have been considered as key factors. In this study, the author tries to investigate the cultural elements motif between Bangladesh and china (Han). The author investigates different Blogs, magazines, journals, and websites used for the analysis. In order to make this research authentic and credible different local and international published books and articles have been studied. Different websites helped by representing historical progress and reference of the information which adorned in this research. Few Bangladeshi and Chinese apparel fashion brands those who worked with traditional costume were also a way to understand today's influence of Cultural elements. After the analysis, the author finds some features of motif like style, positioning, color and pattern. The research team analyzes those points from the view of two sides. Then the authors finally find out the key similarities from the analysis between the two countries. From the finding, the author designs (flat sketch) a series of dresses for the Contemporary market for future sustainability.

The main disadvantages of the existing methods of managing the current state of technical systems are revealed. A non-standard approach is proposed for managing the functionality of the system in emergency situations. The character of the dynamics of the recovery processes of the technical system is determined as its state approaches the emergency one on the basis of the recommendations of the theory of self-organized criticality (SOC). The physical criteria for assessing the current state of the technical system are revealed. The rationale for using the physical indicator of the functional destabilization of the system is given. The signs of the pre-emergency state of the technical system are considered. A grapho-analytical model for the development of an emergency situation has been developed. The fact of the inevitable increase in the entropy of the system upon its transition to an emergency state is established. Structuring of the system development process in an emergency situation is carried out in three stages. The methodology for estimating the pre-emergency state of complex open systems is presented. The advantages of the proposed approach to managing the state of technical systems in comparison with traditional ones are established.

This article discusses methods of assessment of the trunk "Customers" for the ISUP re-engineering. We have used two tools: • Current state assessment of service quality using tree chart of indicators on four trunks: Customers, Process, Owners and the State. • Action plan development based on the Kobayashi PROF methodology. Evaluation of the trunk "Customers" (q1) is conducted in three branches: P1 - functionality, P2 - convenience, P3 - emotional background. Functionality is evaluated by type of work and sufficient level of Reliability, Responsibility, Availability and Sociability of each of them in relation to all applications. Convenience is estimated by means of survey of customers by means of questioning on the website by criteria (leaves): comfort, the interface, conflict situations, feedback, emergency situations and functionality Emotional background is assessed by analyzing changes in the emotional background of communication and is based on the content analysis of the text. All messages from the user are considered to be text. The proposed tree-like information model of structure construction of indicators makes it possible to assess the quality of services in the field of ISUP support at the enterprises of the radio-electronic industry.

To ensure the safety of miners, reliable and continuous monitoring of underground mine environment plays a significant role. Moreover, such a reliable communication network is essential to provide speedy rescue and recovery operations in case of an emergency situation in a mine. However, due to the hostile nature and unique characteristics of underground mine workings, emergency response communication and disaster management are very challenging tasks. This chapter presents an overview of evolving technology wireless robotics networks (WRN) which may be a promising alternative to support search and rescue (SAR) operation in underground mine emergencies. The chapter first outlines the introduction followed by a detailed discussion on the current state of the art on WRNs and their development in the context of underground mines. Finally, this chapter provides some insights on open research areas targeting the current wireless research design community and those interested in pursuing such challenging problems in this field.

In recent years, agricultural electronic order financing has developed rapidly, and cooperation between banks and B2B platforms has become the main mode of operation. In the process of cooperation, there are moral hazards caused by information concealment. On the basis of analyzing the business characteristics and the behavior strategies of both sides, this paper discusses the cooperation mechanism between the two sides by using the game analysis method. The results show that the strategy choice of the banks and the B2B platforms is not only affected by the credit of financing customers, but also by the concealment cost and the concealment income. When the concealment cost is less than the concealment income, the profit distribution ratio and the default compensation ratio can be the key factors of affecting the strategy choice of the B2B platforms and the banks. When the concealment cost is greater than the concealment benefit, the change value of the income distribution caused by the different strategies has an important impact on the strategy choice of the banks.
