In this paper, the decision-making problem of speed-up scheme for existing high-speed railway is studied. Considering the different running speed of different parts of high-speed railway, the speed-up scheme of existing line is formulated. Taking the factors affecting the decision-making of railway speed-up scheme into consideration, the efficiency, cost and influence are determined as the evaluation indexes, and the grey target decision-making method in grey system theory is selected to evaluate each scheme. In this problem, qualitative analysis can be used for the optimal decision-making of the initial scheme. The corresponding situations under each index are comprehensively considered and sorted. The value is assigned to each qualitative evaluation to form the effect vector of each situation. In the spherical grey target formed by grey target decision method, the optimal scheme can be obtained by comparing the off-target distance of each effect vector corresponding to the scheme. It is proved that the grey target decision-making method can also obtain the optimal scheme through qualitative analysis when it is difficult to make quantitative analysis.

PurposeTo remedy the inherent defect in current research that focuses only on a single type of participants, this paper endeavors to look into the situation as an evolutionary game between a representative Logistics Service Integrator (LSI) and a representative Functional Logistics Service Provider (FLSP) in an environment with sudden crisis and tries to analyze how LSI supervises FLSP's operations and how FLSP responds in a recurrent pattern with different interruption probabilities.Design/methodology/approachRegarding the risks of supply chain interruption in emergencies, this paper develops a two-level model of single LSI and single FLSP, using Evolutionary Game theory to analyze their optimal decision-making, as well as their strategic behaviors on different risk levels regarding the interruption probability to achieve the optimal return with bounded rationality.FindingsThe results show that on a low-risk level, if LSI increases the degree of punishment, it will fail to enhance FLSP's operational activeness in the long term; when the risk rises to an intermediate level, a circular game occurs between LSI and FLSP; and on a high level of risk, FLSP will actively take actions, and its functional probability further impacts LSI's strategic choices. Finally, this paper analyzes the moderating impact of punishment intensity and social reputation loss on the evolutionary model in emergencies and provides relevant managerial implications.Originality/valueFirst, by taking both interruption probability and emergencies into consideration, this paper explores the interactions among the factors relevant to LSI's and FLSP's optimal decision-making. Second, this paper analyzes the optimal evolutionary game strategies of LSI and FLSP with different interruption probability and the range of their optimal strategies. Third, the findings of this paper provide valuable implications for relevant practices, such that the punishment intensity and social reputation loss determine the optimal strategies of LSI and FLSP, and thus it is an effective vehicle for LSSC system administrator to achieve the maximum efficiency of the system.

<p>At present, Chinese high-speed railway operating mileage has exceeded 20 thousand km, and the proportion of the bridge is nearly 50%. Moreover, high-speed railway design speed is constantly improving. Therefore, controlling the deformation of the bridge structure strictly is particularly important to train speed-up as well as to ensure the smoothness of the line. This paper, based on the field test, shows the vertical and transverse absolute displacements of bridge structure by field collection. What’s more, resonance speed and dynamic coefficient of bridge were studied. The results show that: the horizontal and vertical stiffness of the bridge can meet the requirements of <b>Chinese “high-speed railway design specification” (HRDS)</b>, and the structure design can be optimized. However, the dynamic coefficient may be greater than the specification suggested value. And the simply supported beam with CRTSII ballastless track has second-order vertical resonance velocity 306km/h and third-order transverse resonance velocity 312km/h by test results, which are all coincide with the theoretical resonance velocity.</p>
