The paper considers the impact of the indicative cost of education (the minimum amount of tuition fees on the contractual basis (contract) at the expense of individuals/legal entities) in state higher education institutions on the Ukrainian market of educational services. It demonstrates that the introduction of the indicative cost of higher education by the state institutions of higher education was accessible through the application of the dumping strategy – by using the budget funds to educate fee-paying students. Under such conditions, the share of private higher education was not more than 10 percent of the total number of fee-paying students. The present paper aims to assess the impact of the introduction of the indicative cost of education on the relationship between private and public higher education, and the shift of the equilibrium cost of education. It is determined that this indicator is calculated according to a simplified algorithm individually for each state higher education institution and does not fully consider all the actual costs of the educational process. At the same time, such an implementation does not allow public institutions to use the dumping strategy and over time will change the ratio of quantitative indicators of private and public higher education in Ukraine. The sample flowchart displaying the supply and demand for the speciality “Economics” illustrates how the ratio of students studying on a contractual basis in private and state higher education institutions will change at different ratios of the indicative cost and the equilibrium cost of education in the speciality “Economics” according to the 2019 data. It was concluded that, in general, the introduction of the indicative cost of education would subsequently lead to significant changes in the ratio of private and public higher education institutions, their student population under contract (fee-paying students) where the main factors will be the customer’s fiscal capacity and the income, they provide. As a result, there will be a shift of the equilibrium point for most in-demand specialities in the direction of increasing the cost of training and reducing the volume of final contracts between the applicants and higher educational institutions.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

The article presents an analysis of the developments of higher education laws and regulations in the Western Balkans for the period 1990–2015, with the aim of mapping the regulatory arrangements for the private higher education sector and to explore the relationship between public and private higher education in the region. Based on a conceptual framework highlighting the competitive and complementary regulatory design options available in current governance arrangements, the study finds much ambiguity in policy designs regarding how private and public higher education should co-exist in the Western Balkans. As such, it is argued that the study contributes to a better understanding of the unclear role private higher education is playing in the development of the region.

Most public higher education institutions in Africa, in response to historical conditions, have enrolled students in excess of their capacity, resulting in massification and negative consequences on educational quality. Increased enrolment has addressed issues of equity; but the equally important issue of ensuring equity in success for the enrolled students has received limited attention. Apparently graduation rates in higher education in Africa remain fairly low. Higher education institutions have taken several corrective measures to address the consequences of massification. Governments have also created new institutions and put quality assurance systems in place. There have also been continental responses. Sub-Saharan Africa has the lowest tertiary enrolment of any world region, a handicap in its development. It must also meet the demands of its rapidly increasing secondary school graduates. There is a compelling need to further increase tertiary enrolment, a situation that challenges both institutions and countries. The growth in private higher education, if regulated and quality-controlled, could relieve this pressure.  Pour des raisons historiques, la majorité des établissements d’enseignement supérieur d’Afrique admet plus d’étudiants qu’elle ne peut en accueillir. Ceci conduit à la massification de l’enseignement supérieur et a des conséquences négatives sur sa qualité. L’augmentation de la participation a permis de répondre à des problèmes d’équité, mais la tout aussi importante question de l’équité dans la réussite des étudiants admis a reçu une attention limitée. Le taux de réussite dans l’enseignement supérieur en Afrique reste faible. Les établissements d’enseignement supérieur ont mis en place plusieurs mesures visant à corriger les conséquences néfastes de la massification. Les gouvernements ont aussi créé de nouvelles institutions et mis en place des systèmes d’assurance qualité. Des réponses ont par ailleurs été proposées à l’échelle du continent. Cependant, l’Afrique sub-saharienne a le plus faible taux d’inscription dans l’enseignement supérieur du monde, un handicap pour son développement. Elle doit aussi répondre aux demandes d’une population de diplômés du secondaire qui augmente rapidement. Il est impossible de nier la nécessité d’augmenter les admissions dans l’enseignement supérieur, une situation qui pose des problèmes aussi bien aux établissements qu’aux nations. La croissance des établissements privés pourrait permettre de relâcher la pression, s’ils sont correctement régulés et contrôlés en termes de qualité.

The article is devoted to the study of competitiveness management and higher education institutions, the study of factors influencing its formation, and the development of a mechanism for managing the competitiveness of higher education institutions, taking into account management approaches and competitiveness factors. The main theoretical approaches to the determining of the category "competitiveness of higher education" were considered and analyzed. It is substantiated that higher education institutions of Ukraine operate in difficult conditions of uncertainty, which implies constant adaptation to the challenges of the external environment. Higher education institutions are increasingly applying the principles of management and development that exist in business organizations, thus adapting to market conditions. In the coming years in the market of educational services of Ukraine, the decrease in the number of free educational institutions and the number of applicants for higher education will continue. These trends dictate the need to form an effective system for managing the competitiveness of higher education institutions in the market of educational services. The classification of factors of competitiveness of higher education institutions on various grounds has been developed. Managing the competitiveness of higher education institutions is seen as an activity aimed at forming a number of management decisions, which, in turn, should be aimed at resisting external influences to achieve leadership in accordance with the strategic goal. Strategic competitiveness management of higher education institutions is based on the principles of strategic management, scientific approaches to competitiveness management and should be aimed at creating sustainable competitive advantages related to the market situation of educational services, development of innovative components of the educational process, efficient use of all available resources. Effective organizational and managerial structure of the institution of higher education has been proposed.

Physical Recreation of Students of Selected Warsaw Non-Public Higher Education Institutions - Preferences and MotivationsThe creation of conditions within the teaching and educational system of higher education institutions that shape up rational, pro-health free-time behaviours is one of the key goals of the studies discussed in this paper. The starting point for every planned educational process is to investigate the present state of affairs, i.e. to perform a diagnosis. This paper presents the diagnosis results which indicate, based on the empirical research findings, the forms of leisure activities most often pursued and the motivations behind them. The method we used in our research was a diagnosis survey which covered 1,119 students.The dominant leisure-time activities preferred by the students we surveyed were watching TV and meeting friends. The third most popular student leisure activity was in the case of men spending time in front of a computer and in the case of the women walking. Nearly half of the female students and a little more than half of the male students practise their recreational activities outside the official school physical education classes. The men practise a little more often than the women. Football, cycling and swimming are the most popular sports among the men. The women prefer bicycle riding, gymnastic exercises, aerobics and volleyball. Both the male and female students gave as their first two most important motives for recreational physical activities their health and fitness aspects. The third motive varies, depending on sex. The female students appreciate rest and relaxation which they achieve through recreational physical activities. The men highlight the value of being in touch with nature. Although the students from the surveyed group say they do not engage in physical activity in their free time in any planned way, nearly 50% of them do so on a regular basis.

Research on this journal ontology that many private higher education institutions in Jakarta cover the impact of the policies of the Ministry of Research, Technology and Higher Education of the Republic of Indonesia as public officials to make and issue regulations that are very burdensome for the management of private higher education institutions. The purpose of this research is to criticize for improvement to the government of the Republic of Indonesia. This research used a qualitative method, while the research object was private universities in Jakarta that lack resources. The research subjects were resource persons who were aware of the constraints of the bankruptcy of private universities in Jakarta. The results of the study show that it has been proven that the state, in this case, the Ministry of Research, Technology and Higher Education of the Republic of Indonesia, makes and issues regulations that are very detrimental to the management of private higher education which is minimal in resources. The suggestion from this research shows that the government, by the constitution of the Republic of Indonesia, must be able to provide resource assistance efforts for private universities that are deficient.

Introduction. Working conditions of the teaching staff of higher education institutions are not static, as they reflect the changes taking place in the outside world. The increase in the role of informatization, the acceleration of the information flow, the changing of the information field, the introduction of scientometric indicators, the recognition of the impact of stress in the workplace on the health of an employee – all this accompanies the work of the teaching staff. The analysis of these phenomena makes it possible to single out three large groups of working conditions for the teaching staff of higher education institution, which today are undergoing changes, to identify the prerequisites for their occurrence and to formulate their consequences for the entire educational process. The purpose of the study was to conduct a comprehensive analysis of the working conditions of higher education teachers, which are currently undergoing changes. Methods and methodology. The work used the methodology of a comprehensive study, including methods of document analysis, comparative analysis, secondary use of sociological, economic and medical data. The results of the study show that the digitalization of vocational education, including higher education, is carried out in different conditions than the digitalization of schools, which leads to the emergence of a new paradigm of interaction between higher education teachers and students. As a result of research, the absence of a centralized acquisition of skills in the use of digital technologies by teachers was confirmed: 45% of respondents carry out advanced training on their own, 41% – using online platforms, 31% – ask for help from colleagues in their educational institution, 30% – exchange experience with colleagues from others vocational institutions. In the absence of legislative regulation of the issue of mastering new digital competencies by the teaching staff of higher education institutions, the ways of solving this issue are proposed. The results of the research revealed that meeting the scientific productivity requirements for the teaching staff is one of the main sources of stress in the workplace (40% of respondents). It is concluded that in order to achieve quality indicators in the field of scientific activity, in order to prevent opportunistic behavior of the teaching staff, higher education institutions need to develop tools of internal motivation. The authors believe that an integrated approach to regulating the emotional burnout of teachers could also be applied in relation to minimizing the risks of professional burnout, that is, to adopt acts of legal regulation at the federal and local levels in order to prevent professional burnout.

This article is about the essence of the concept of «educational service», its specific features and differences from other types of services. Particular attention was paid to the classification of services provided by higher education institutions. Taking into account all the specificity of the education market, services provided by institutions of higher education can be divided into educational, scientific and educative institutions. The essence of educational, scientific and educative services provided by institutions of higher education was considered. It was determined that the acquisition of higher education is one of the main directions of intellectual, cultural, spiritual, social and economic development of society. The legislative regulation of providing paid services in institutions of higher education of Ukraine was analyzed. It was determined that modern development of market relations is closely connected with the formation of the educational services market. The world experience of educational establishments activity clearly proves that the provision of high-quality scientific and educational services and skillful management of them are the guarantee of successful activity of higher educational institutions in modern conditions. The ability to form modern educational programs, to navigate the difficult and unstable conditions of market competition, to develop management mechanisms which aimed at the efficiency and quality of the educational process, allows implementation of the marketing concept of higher education institutions in practice. Nowadays it is known that marketing tools are the most effective ways of defining and researching social needs,demands and requirements. This suggests that the process of marketing incipience in education area is one of the main steps towards more qualitative and professional provision of educational services to the consumer, as well as to the market success and competitiveness of educational organizations. There are few unresolved aspects of the problem of services development in the education area left today despite the fact scientists paid a lot of attention to this problem. This leads to the study of the current state of the services market that provide institutions of higher education, the development of a modern model of cooperation in the labor market and education services market. Also, should be improved the economic mechanism of regulating the educational services market and the management system for this market.
