The author gives his reflections on the changes in the Swiss landscape in answer to questions posed by the editor. But beforehand he establishes the fact that there are two relationships to the forest, the sentimental and the practical, and that these two correspond in no respect. The change in the landscape has two causes: the intensification of use and our prosperity. Approximately two million more inhabitants plus double the surface required for habitation equals urban sprawl. The laws governing land use planning are helpless to prevent this. They are nothing but an attempt to carry out urban sprawl in an orderly fashion. Only a consistent levy on the added value and cost transparency could stop urban sprawl. This is however prevented by the political coalition of the promoters of urban sprawl. The clearance ban must continue to be in force. Only projects tied up with a given location can be permitted. This must be understood as places offering locational advantages. Should forest be cleared for urban development then, in addition to reforestation, the same surface area of building land won by the clearance must be rezoned as non-building land in the agglomeration. We have too much money, that is what does most damage to the forest.

In the last decade access for disabled people to public buildings has become an important part of the political agenda. Yet, one of the main forms of discrimination which still persists against disabled people is an inaccessible built environment. In particular, statutory authorities have been slow to acknowledge the mobility and access needs of disabled people, and the legislative base to back up local authority policies remains largely ineffectual and weak. In this paper, the interrelationships between disability and the built environment are considered by focusing on the role of the UK land-use planning system in securing access provision for disabled people.

Urban sprawl is a global phenomenon in the contemporary era. It is mostly taking place in the less developed countries due to natural increase and consistent movement of people into the mega cities and large urban centers. The phenomenon has globally gained attention from diverse researchers in the field of urban geography, environmental studies, city and region planning in view of its significant influence on the urban environment. However, the effect of sprawl on urban livability and economy in Nigerian cities is scarcely investigated especially in Northern Nigeria. This research explores the social and economic effects of urban sprawl in Kaduna metropolis. Remote Sensing and Geographic Information System (GIS) Technologies were applied for the analysis. The study found that Kaduna metropolis has experienced a progressive increase in the built-up area; in 2006 it had an aerial coverage of 13,980 hectares, a rise of 107.91% from 2001 aerial coverage of 6724 hectares. In 2012, the city had an aerial coverage of 15,808 hectares, an increase of 13.08% from 2006. Conversely, there has been a remarkable decrease in percentage of vegetation (1,458 hectares) and agricultural (11,739 hectares) land areas. In turn, such changes has adversely affected urban facilities or utilities such as pipe-borne water, electricity, health facilities, schools, security, transportation, wastewater infrastructures and fire safety services, which has become overstressed. Economic crisis has manifested in the rise of unemployment and escalating number of urban poor. Residential land use has encroached into open spaces while commercial activities overrun residential areas. Increase in distance and journey time make travel cost unbearable to the common man. These and social fragmentation retard livability in the city. Thus calls for a balance sustainable development in Kaduna metropolis and effective management of urban growth by the Kaduna Capital Development Board Authority. In due course, smart growth policy, growth management, urban containment, effective land use planning and public facility adequacy have been recommended to foster viable urban growth in Kaduna city and elsewhere.

Rapid urban expansion is a significant contributor to land cover change and poses a challenge to environmental sustainability, particularly in less developed countries. Insufficient data about urban expansion hinders effective land use planning. Therefore, a high need to collect, process, and disseminate land cover data exists. This study focuses on urban land cover change detection using Geographic Information Systems and remote sensing methods to produce baseline information in support for land use planning. We applied a supervised classification of land cover of LANDSAT data from 1987, 2002, and 2017. We mapped land cover transitions from 1987 to 2017 and computed the net land cover change during this time. Finally, we analyzed the mismatches between the past and current urban land cover and land use plans and quantified the non-urban development area lost to urban/built-up. Our results indicated an increase in urban/built-up and bare land cover types, while vegetation land cover decreased. We observed mismatches between past/current land cover and the existing land use plan. By providing detailed insights into mismatches between the regional land use plan and unregulated urban expansion, this study provides important information for a critical debate on the role and effectiveness of land use planning for environmental sustainability and sustainable urban development, particularly in less developed countries.

Interest in land-use planning and control in the United States has recently shifted to a variety of non-conventional tools in an attempt to attain results that have eluded older techniques such as traditional zoning. A major land-use objective has been to continue certain existing land uses in the face of market pressures to convert to more intensive uses. This has been the case, for example, with ecologically fragile areas such as wetlands, or environmentally valuable areas such as scenic land, which are also economically attractive for development into housing or industrial property. In recent years interest has also turned to preservation of agricultural land, particularly in areas near urban concentrations that are feeling the effects of urban sprawl.

The policy of urban containment has lain at the heart of British land-use planning for over fifty years. The author examines the political dynamics underlying the commitment to this policy through the lens of public choice theory. The analysis suggests that macroelectoral shifts in favour of environmental protection have provided a push towards restrictive land-use planning and an emphasis on urban containment in recent years. Evidence of a ‘voluntary’ approach to regulation in other areas of environmental concern, however, suggests that the peculiar focus on containment is attributable to the political power exerted by a coalition of special interests and public sector bureaucrats who benefit most from this core of the British planning system.

In the framework of land use planning 2016-2030, the general population growth and needs of social infrastructures in conjunction with the amount of land required for urban development had been estimated. Based on the overall estimation of the total population of Darkhan-Uul province in 2030, the statistical number will be 104426 inhabitants in total and there were estimated the population growth of administrative units population: Darkhan district 85230 inhabitants, Orkhon 3856 inhabitants, Sharyin gol district 9086 inhabitants, Hongor district 6579 inhabitants. In our research, had been used the needs assessment method, where estimated required area and main needs for secondary schools, kindergartens, hospitals and commercial services in accordance with the number of the projected population and district capacity.

AbstractThe ever increasing pressure for infra-structural development in the UK heightens the conflict between the different land use demands placed on an area. This is reflected in the need for planning authorities to assess the relative suitability of potential land uses. Such assessments are important in guiding urban development away from good quality agricultural land. It is manifest that such planning decisions should be made on the basis of a comprehensive review of all relevant factors, and in particular, this includes the pedological soil conditions with their controlling influence on the ability of the land to support different land uses.Past pedological studies have tended to concentrate on the evaluation of land suitability for agricultural uses. However, such studies are also of value when assessing the suitability of other potential uses including, forestry, recreational uses, natural resources or general infrastructure development.In site investigations for infrastructure or resource development pedological studies have a role to play both at the feasibility and detailed investigation stages. During a feasibility study, particularly when used in conjunction with a programme of geotechnical mapping, a pedological approach to the examination of point samples can be an important aid in the determination of the areal extent of engineering soil units. In detailed investigations pedological assessments during pitting operations can determine such items as the depth of topsoil to be removed and stored during stripping, if a profile has developed through in-situ weathering of bedrock or a derived superifical cover and will assist in the identification of poor drainage areasIn this paper examples are presented of soil surveys used to assess the suitability of areas for recreational use, urban development and forestry. Also, by comparing the approaches to soil description contained within BS 5930, Code of Practice for Site Investigations (British Standards Institution 1981), and the Soil Survey Field Handbook (Hodgson 1974), some recommendations are made for adopting pedological description techniques in geotechnical site investigations.
