The article looks at how cultural constructs of “urban” and “rural” are used in policy measures. The question is opened by analyzing twenty-five short films submitted for the competition Once upon a Time in Our Village organized by the Estonian Ministry of Agriculture and Just Film (a nonprofit organization). The competition calls for young people to “depict the future and possibilities of rural life.” The aim was to prevent out-migration of young people from the rural areas. As the data show, the films echo cultural constructions that depict the rural as opposed to the urban: traditional, quiet, and a haven of the national past. The future and technological possibilities are something that are constructed as an urban phenomenon, and thus, not present in the films.

This study looks at young people's accounts of life in communities in rural northern Scotland, and considers in what ways affective and social aspects of community are bound up with well-being, over and above young people's concerns for the future, rural youth transitions, and out-migration. Interviews were held with 15–18 year-olds in four study areas (16 groups, N = 60+) and a parallel survey of 11–16 year-olds was conducted in eight study areas (N = 2400+). Themes to emerge from the interviews included: opportunities locally, the future and staying on, as well as local amenities and services; but older teenagers also spoke at length about their social lives, family and social networks, and their community, both as close-knit and caring and as intrusive and controlling. Rural communities were seen as good places in childhood, but not necessarily for young people. In parallel with that, the survey data paints a picture where feelings of support, control, autonomy, and attachment were all associated with emotional well-being. Importantly, links between emotional well-being and practical, material concerns were outweighed by positive identifications of community as close-knit and caring; and equally, by negative identifications as intrusive and constraining, where the latter was felt more strongly by young women. Certainly, beliefs about future employment and educational opportunities were also linked to well-being, but that was over and above, and independently of, affective and social aspects of community life. Additionally, migration intentions were also bound up with sense of self and well-being, and with feelings about community life; and links between thoughts about leaving and community life as controlling and constraining were, yet again, felt more strongly by young women. Thus, gender was a key dimension affecting young people's feelings about their communities with significant implications for well-being, and out-migration. The study illustrates the importance of understanding the experiences young people have of growing up in rural areas, and how they evaluate those experiences: particularly, how life in rural communities matters for young people's well-being; and especially, for young women.

Euroregion Baltic faces strong depopulation pressure, with Poland and Lithuania both experiencing marked population declines, especially in rural areas, in the last 20 years – thanks to immigration abroad. Internal immigration to these countries’ cities is also taking place. While Germany, Sweden, Russia and Denmark have achieved temporary improvements in population indicators, this was thanks to their willingness to take in war refugees – a factor therefore incidental in nature, and not impacting upon an overall trend seeing people move out of rural areas in large numbers. With a view to this challenge being addressed in a more permanent way, research described here assessed whether the introduction of youth-policy measures might allow for better revamping of regional policies so as to persuade young people to remain in their regions. An assumption underpinning this work was that departure from a region reflects deficits in spatial justice, first and foremost an unequal distribution of infrastructure vis-à-vis education, housing, recreation, jobs, and so on. To determine which spheres critically underpin a decision to leave, young people’s preferences for their futures were studied under the CASYPOT project, involving 6 localities in four of the Euroregion’s states. In the event, the research was able to confirm a capacity on the part of youth surveys to deliver information on factors critical to decision-making that can be regarded as of value as regional policies are reorientated to try and ensure a higher level of spatial justice. The survey showed that factors most likely to prompt out-migration among young people relate to insufficient educational services and the inadequacy of the labour market.

For several decades, demographic forecasts had predicted that the majority of Germany’s cities and rural areas would experience population decline in the early 21st century. Instead, recent trends show a growing population size in three out of every four German districts. As a result, there are currently severe shortages of housing and childcare in regions that were projected to decline but have instead grown in recent years. Other regions, by contrast, continue to lose young people in particular. Most of these differences between regions stem from within-country as well as international migration. An important question for both regional demographic research as well as local policy-makers is thus how well net migration rates in cities and rural districts can be predicted several years into the future. In this study, we develop models that predict migration (both within-country as well as international migration) at the level of municipalities for two demographic groups, namely young people aged 18 to 24 years, and families (people aged 30 to 49 years and underage children). We collect data on economic, demographic and other characteristics such as distances to large cities or universities for around 3,000 German municipalities (Gemeinden). The model is trained on a subset of these data from the period 2005-2009 and predicts net migration rates among young people on an unseen test dataset in the future (i.e. for the period 2011-2015). The results show that the model can predict future net migration by young people aged 18 to 24 years reasonably well (R² > 0.5), although there were quite significant changes during the period under study, for example refugee immigration to Germany. Family migration, on the other hand, cannot be predicted equally well (R² = 0.25). Some important lessons emerge concerning the predictability of regional and international migration and the usefulness of demographic forecasts for local policy-makers.

The South African youth faces multiple challenges that range from illiteracy, drug and alcohol abuse, crime and HIV/AIDS, to unemployment. These challenges and many other ills in society have led to interventions by government, and private and other civil societies. The government has established and initiated a number of programmes that aim at building capacity and helping the youth to cope with these multiple challenges. Some of the programmes are aimed at building leadership capacity among the impoverished youth in rural communities. A lot of money is being invested in these programmes, which are meant to develop young South Africans. However, there are some young people who do not participate in these programmes. They are also not in the formal education system, self-employed or employed elsewhere. And they are despondent. The government, private sector and non-governmental organisations are trying hard to bring these youths and others into the developmental arena, so that they can be active participants in the economy of the country in the near future. However, little research has been conducted to assess the broad impact of the various programmes in the country. The contribution that these programmes are making toward improving the livelihoods of young people has to be determined on a larger scale. Nevertheless, this article reports on an investigation that was conducted on a smaller scale, at the Lepelle-Nkumpi Local Municipality. The aim of the research was to explore the perceptions young South Africans have of the leadership development programmes that they have participated in. A mixed research approach was used to collect data and the key findings indicated that knowledge accumulated through participation in the programmes does not always translate into practical applications. However, the programmes were deemed to be valuable in instilling a positive life-view. The study recommends that support systems be established in the rural areas to assist young people with life challenges.

This article provides a review of the Australian labour market in 2020. It outlines the monetary and fiscal responses to COVID-19 (including JobKeeper, JobSeeker and JobMaker policies), describes trends in employment, unemployment and underemployment and summarises the Fair Work Commission’s 2020 minimum wage decision. Data show that in the year to September 2020, total monthly hours worked fell by 5.9% for males and 3.8% for females. Job loss was proportionately larger amongst young people (aged 20–29) and older people. It was also disproportionately higher in female-dominated sectors such as Accommodation and Food Services. Unlike the earlier recession (1991), when more than 90% of jobs lost were previously held by males, a significant share (around 40%) of the job loss in the 2020 recession (year to August 2020) were jobs previously held by females. Notwithstanding a pick-up in employment towards year’s end, the future remains uncertain.

Until recently, addressing the environmental externalities associated with the use of the private car and single occupancy vehicles has been the focus of the airport ground access policies worldwide. However, with the emerging unprecedented challenges of the COVID-19 pandemic, which have already changed the way we live, work, and travel, encouraging a change in commuter behavior has become even more important. This has necessitated that existing strategies be reconsidered in favor of adapting to a highly uncertain “COVID-19 world.” Historically, there has been a dearth of literature relating to airport employees’ ground access even though as a group employees represent an important segment of airport users with complex access requirements. This paper therefore focuses on airport employee related airport ground access strategies considering an emerging understanding of the future impacts of COVID-19 on global air travel. Pre-COVID strategies are investigated by conducting a documentary analysis of the most recent ground access strategies of 27 UK airports. The findings reveal that airport ground access strategies were mainly focused on setting targets and producing policy measures in favor of reducing car use and increasing the use of more sustainable transport modes including public transport, car sharing, and active travel (walking, cycling). However, measures encouraging public transport and car sharing will be more difficult to implement because of social distancing and fear of proximity to others. Instead, initiatives encouraging remote working, active travel, and improved staff awareness will be at the forefront of the future ground access strategy development.

The future of the energy sector depends on the younger generation. The paper presents the results of the study, the aim of which was to determine to what extent younger generation is pro-ecological and pro-social, and whether they will include pro-ecological and pro-social activities in the management of energy companies. It is especially important to implement sustainable management in the energy sector. The study found that only 33.9% of young people are highly pro-ecological and 28.6% highly pro-social. As many as 83.0% of the younger generation show low and medium interest in environmental protection. Declarations of young people concerning high degree of inclusion of pro-ecological and pro-social activities in management are at the level of 49.9% and 58.1%. However, in many cases, these intentions do not coincide with the high pro-ecological and pro-social attitude of young people. This means that their future activity for sustainable management may be low. According to the survey, the younger generation to a large extent is not prepared to continue efforts for sustainable development in the future in the energy companies.
