Leadership in Policy Innovation: A Conceptual Map

Policy innovation is necessary for many environmental issues such as climate change and water management. Highly motivated individuals, who are both willing and able to take the lead and press home innovative proposals and as such transform existing policy, are vital in this process. This article focuses on such individuals. An exploration of the literature is confronted with the findings of an empirical study among local policy makers with a reputation for daring. The result is a conceptual map that can be used to further explore and understand the role of leadership and particularly daring decision making in environmental policy innovation.

This paper explores the past, present and future role of broadcasting, above all via the medium of television, in shaping how societies talk, think about and act on climate change and sustainability issues. The paper explores these broad themes via a focus on the important but relatively neglected issue of material demand and opportunities for its reduction. It takes the outputs and decision-making of one of the world's most influential broadcasters, the BBC, as its primary focus. The paper considers these themes in terms of stories, touching on some of the broader societal frames of understanding into which they can be grouped. Media decision-makers and producers from a range of genres frequently return to the centrality of ‘story’ in the development, commissioning and production of an idea. With reference to specific examples of programming, and drawing on interviews with media practitioners, the paper considers the challenges of generating broadcast stories that can inspire engagement in issues around climate change, and specifically material demand. The concluding section proposes actions and approaches that might help to establish material demand reduction as a prominent way of thinking about climate change and environmental issues more widely. Social, political and commercial organisations are stakeholders in the environmental policy decision making. Their mobilised power and counter power determine to a large extent the content of the decisions taken. Lately, the environmental movement in Flanders has grown stronger in members, professionals, financially,... but it remains relatively weak in comparison with the traditional, strong and aften pillarised intermediary organisations like unions, farmers and employers organisations. Especially its limited informal access tothe policy makers is incomparable with the exclusive and privileged access of those big organisations. Nevertheless the environmental movement is becoming a policy insider instead of an outsider, but this threatens the movements independence and its movement functions.

The flow of water in rivers is of paramount importance to maintain supply of food and energy requirements to a great extent. The minimum flow in perennial rivers is subjected to groundwater availability, it is further replenished by the water added through precipitation. Climate change not only increases the melting of glaciers and sea level rise, but also influences the surface water flow and quality. As agriculture is directly affected by changing precipitation pattern, the reduction in water resources and untimely addition of water, both act havoc to the food production process. This interconnection makes agriculture even more vulnerable to the scenarios of global warming and climate change. Studies on food-energy-water nexus has opened new avenues of research in sustainable water management. The role of sustainable flow of water in rivers is highlighted which needs to be understood in era of climate change.

Climate change is of great importance in modern times and global warming is considered as a significant part of climate change. It is proved that human’s emissions such as greenhouse gases are one of the main sources of global warming (IPCC, 2018). Apart from greenhouse gases, there is another kind of matter being released in quantity via emissions from industries and transportations and playing an important role in global warming, which is aerosol. However, atmospheric aerosols have the net effect of cooling towards global warming. In this paper, climate change with respect to global warming is briefly introduced and the role of aerosols in the atmosphere is emphasized. Besides, properties of aerosols including dynamics and thermodynamics of aerosols as well as interactions with solar radiation are concluded. Over the past three decades, the relationship between ecology and public policy has changed because of the increasing role of scientific uncertainty in environmental policy making. While earlier policy questions might have been solved simply by looking at the scientific technicalities of the issues, the increased role of scientific uncertainty in environmental policy making requires that we re-examine the methods used in decision-making. Previously, policymakers use scientific data to support their decision-making disciplinary boundaries are less useful because uncertain environmental policy problems span the natural sciences, engineering, economics, politics, and ethics. The chapter serves as a bridge integrating environmental ecosystem, media, and justice into policy for public health and safety. The chapter attempts to demonstrate the linkage between the environmental policy from a holistic perspective with the interaction of air, water, land, and human on public health and safety.

Policy refers to the commitment of people or organization to the laws, regulations, and other green mechanisms concerning environmental issues. Community participation has become important in government, policy makers, and environmentalists over last few decades, and as a result, it is now an established principle as it is widely used not only in academic literature but in policy-making documents, international discussions, as well as in local debates when considering issues dealing with decision-making to achieve sustainable development. Implementation of green policy and community participation programs through representatives—organization, groups of individuals—enhances the benefits of polices and program and adds value to policy as well as making the policy's results and responses more effective and stronger.

The participation of stakeholders in policy formation has increased, based on the recognition that policy-makers today face increasingly complex and non-linear problems, requiring flexible modes of governance. In this chapter, I analyse the role of formalised stakeholder consultations in EU energy policy and their potential of integrating climate change issues. More specifically, I empirically investigate how stakeholder consultation processes influenced the formation of the EU Energy Communication of 2007. The analysis shows that there was limited diversity of participation in consultations, as actors from civil society or NGOs were not included. Moreover, the role of scientific knowledge in the consultations was minimal. Actors at the regional and sub-national level are generally ignored in such formalised consultation processes. Recommendations for EU policymakers and organisers of consultations are provided.
