This article analyzes a series of litigations that began with the Aguinda v. Texaco Inc. case as a site of production of new legal subjectivities for indigenous communities in the region of the Ecuadorian Amazon polluted by oil extraction activities. They engage in the transnational and local legal structures, contribute to and generate legal and scientific knowledge and expertise, and articulate multiple legal subjectivities that position them not only as homogenous plaintiffs in a highly publicized lawsuit, but also as legal actors in complex relation to each other, and to the state. Through such engagements with this legal process, indigenous actors are recrafting their collective representations in ways that challenge the ‘ecoprimitive’ stereotypes of indigeneity, historically associated with the ‘paradox of primitivism.’

The article considers the state of things in Russian oil refining. The options for its modernization are analyzed, as well as the effects of tax reforms in the sector. It is noted that current tax reforms mostly touch upon refining, not oil extraction, so one can expect further reforms in the sector and their impact on the industry.

The state of plant communities in areas located in the Tersko-Sulak lowland was studied by assessing phytocenotic indicators: the structure of vegetation cover, projective cover, species diversity, species abundance and elevated production, as well as automated decoding methods. There are almost no virgin soils and natural phytocenoses here; all of them have been transformed into agrocenoses (irrigated arable lands and hayfields, rice-trees and pastures). The long-term impact on pasture ecosystems of natural and anthropogenic factors leads to significant changes in the indigenous communities of this region. Phytocenoses are formed mainly by dry-steppe types of cereals with the participation of feather grass, forbs and ephemera, a semi-desert haloxerophytic shrub - Taurida wormwood. At the base of the grass stand is common coastal wormwood and Taurida wormwood - species resistant to anthropogenic influences. Anthropogenic impacts have led to a decrease in the number of species of feed-rich grain crops and a decrease in the overall productivity of pastures. Plant communities in all areas are littered with ruderal species. The seasonal dynamics of the land cover of the sites was estimated by the methods of automatic decoding of satellite images of the Landsat8 OLI series satellite for 2015, dated by the periods: spring - May 20, summer - July 23, autumn - October 20. Satellite imagery data obtained by Landsat satellite with a resolution in the multispectral image of 30 m per pixel, and in the panchromatic image - 10 m per pixel, which correspond to the requirements for satellite imagery to assess the dynamics of soil and vegetation cover. Lower resolution data, for example, NDVI MODIS, does not provide a reliable reflection of the state of soil and vegetation cover under arid conditions. In this regard, remote sensing data obtained from the Internet resource https://earthexplorer.usgs.gov/ was used.


This interdisciplinary volume presents nineteen chapters by Roman historians and archaeologists, discussing trade in the Roman Empire in the period c.100 BC to AD 350, and in particular the role of the Roman state, in shaping the institutional framework for trade within and outside the Empire, in taxing that trade, and in intervening in the markets to ensure the supply of particular commodities, especially for the city of Rome and for the army. The chapters in this volume address facets of the subject on the basis of widely different sources of evidence—historical, papyrological, and archaeological—and are grouped in three sections: institutional factors (taxation, legal structures, market regulation, financial institutions); evidence for long-distance trade within the Empire, in wood, stone, glass, and pottery; and trade beyond the frontiers, with the East (as far as China), India, Arabia, and the Red Sea, and the Sahara. Rome’s external trade with realms to the east emerges as being of particular significance to the fisc. But in the eastern part of the Empire at least, the state appears, in collaboration with the elite holders of wealth, to have adapted the mechanisms of taxation, both direct and indirect, to support its need for revenue. On the other hand, the price of that collaboration, which was in effect a fiscal partnership, in slightly different forms in East and West, in the longer term fundamentally changed the political character of the Empire.

Can diaspora houses be used as a site to explore transnational citizenship? Based on ethnographic fieldwork in Eritrea, this article shows that different kinds of remittance houses reify different categories of transnational citizens with various sets of rights and duties. Drawing on studies on state–diaspora relations and remittance houses, I illustrate the key role that housing plays in the Eritrean state’s efforts to build a loyal diaspora. By looking at housing projects (state-led and individual) over the last thirty years, the article shows how different groups of emigrants – based on their relationship to the state of origin as well as their status in their country of residence – have been more or less able to realise their aspirations to build a house back home. By doing this, I show the importance of considering remittance houses as not only transnational cultural artefacts but also political claims to membership.

This author suggests new avenues for thinking about the relationship between formerly stateless societies and the state. It does so through a detailed study of one particular group, the Shuar, indigenous to the Ecuadorian Amazon. Formerly an acephalous society of hunter-gardeners, the Shuar now constitute a federation with a democratically elected, hierarchical leadership and are at the forefront of indigenous movements in Latin America. The author analyzes this transformation in the context of colonialism but argues that colonialism involves far more than the movement of people from one place to another or the extension of state authority over new territory. Rather, he reveals colonialism to hinge on the transformation of sociospatial boundaries. Such transformations were critical not only to Shuar ethnogenesis but also to Ecuadorian state-building. That is, colonialism involves a dialectical reorganization both of the state and of its new subjects.

The many usages of the term ‘secularism’ have generated an ambiguity in the word; as a political guise, it may be used to engender anti-religious fervor. Particularly in regards to veiling among female Muslim adherents, the attainment of a secular state and touting of the necessity of dismantling religious symbols have functioned as linguistic shields. By calling a “burka ban” necessary or even egalitarian secularization, legislators employ ‘secularization’ as jargon for political ends, enacting a stance of supremacy under the semblance of progress. Secularization has come to function as a political tool - in the name of it, governments may prescribe which cultural symbols are normative and which are of ‘other’ cultures or religious origins. As such, the identification of some religious symbols as foreign and others as normative is a usage of secularization for normalization of dominant religious expression. In this, there is an implicit neocolonialism; by imposing standards of cultural normalcy which are definitively nonMuslim, such policies attempt to divorce Muslims from Islam.  Further, I intend to investigate the gendered aspect of secularization politics. By critiquing clothing and body policing of women, I will demonstrate how secularization projects use the female body and dress as a site for display. By rendering the female physically emblematic of the honor and virtue of an ‘other’ culture, those enacting secularization norms target women’s bodies to act as visual exhibitions of the dominant culture’s hegemony. Here, we see gendered secularization at work - female bodies become controlled by the antireligious zeal of the state, while the state carries out this control on the predicate that it is the religious group enacting unjust control. As such, the policing of female Muslim bodies is symbolic of the policing of Islam as a whole; it acts as an illustration of an imposed, gendered secularization project.

The article is devoted to the problems of the legal status of the prosecutor’s office in the system of separation of powers. In the study, the author uses grammatical (philological, linguistic) logical, systematic and other methods of scientific knowledge. The author proposes to separate the prosecutor’s office into a separate (supervisory) branch of government, which will not belong to either the executive branch or the judicial branch, as a result of which the state will receive an independent state structure that will be able to exercise its supervisory functions independently of anyone, which will allow for better and faster suppression of possible violations by any branch of government, as well as improve the work of the state apparatus as a whole.

It is sad and paradoxical that Muslims, who were once the precursors and torchbearers of the scientific knowledge that culminated in modern civilization, are today wallowing in a state of backwardness, ignorance, and domination. Despite their global numerical strength of over one billion people,1 only a few Muslim countries are currently making any significant strides in shaping contemporary civilization and the state of the world. This paper examines how the Islamic concept of khilafah (vicegerency) can be employed to revive Islamic science so that it can sustain human and other creatures in a wholesome manner. It argues that teaching secular sciences according to Islamic principles, as is being done today at the International Islamic University, Malaysia (IIUM) and Nigeria’s Crescent University, Abeokuta (CUA) will reverse such negative trends.

The book examines the trajectory of the state sponsored novel in Iraq and considers the ways in which explicitly political and/or ideological texts functioned as resistive counter narratives. It argues that both the novel and ‘progressive’ discourses on women were used as markers of Iraq’s cultural revival under the Ba‘th and were a key element in the state’s propaganda campaign within Iraq and abroad. In an effort to expand its readership and increase support for its pan-Arab project, the Iraqi Ba‘th almost completely eradicated illiteracy among women. As Iraq was metaphorically transformed into a ‘female’, through its nationalist trope, women writers simultaneously found opportunities and faced obstacles from the state, as the ‘Woman Question’ became a site of contention between those who would advocate the progressiveness of the Ba‘th and those who would stress its repressiveness and immorality. By exploring discourses on gender in both propaganda and high art fictional writings by Iraqis, this book offers an alternative narrative of the literary and cultural history of Iraq. It ultimately expands the idea of cultural resistance beyond the modern/traditional, progressive/backward paradigms that characterise discourses on Arab women and the state, and argues that resistance is embedded in the material form of texts as much as their content or ideological message.
