This project examines alternative measures to charging at-risk youth and the importance of transitional programs due to the ineffectiveness of punitive approaches. Punitive approaches are known for worsening issues with delinquent youth, such as recidivism. Youth are optimal to examine when tackling socioeconomic issues such as these because they are young enough that intervention can be done to set them on the right path. This intervention can prevent harms that would otherwise define them for the rest of their lives. There are shortcomings in the way society handles delinquent youth, and many are trapped in their criminal label. Because of this, they often continue to offend and ‘rebel’ against the system. Alternative measures to charging youth and transitional programs could make the difference in the way delinquent youth choose to move forward as adult members of society, potentially preventing criminal career formation.

This article seeks to reclaim for property law and theory the centrality of two hitherto neglected questions: when does property matter and, to the extent that it does, precisely how. I argue that, in some cases, the property owner’s entitlement to exclude others has virtually nothing to do with the right to property; property, then, is epiphenomenal. At other times, an entitlement to exclude cannot exist independently of having a right to property. But even then – and this is where the second question concerning how property matters kicks in – there are important differences between excluding others for housekeeping purposes (say, ‘not now’) and denying access categorically (say, ‘not for you’). I therefore argue that the conventional identification of property with exclusion, or with exclusion and inclusion, obscures the difference that the right to property could, and should, make. Addressing the questions of when, and how, does property matter change the way we understand in theory and determine in practice what rights to exclude, and duties to include, do we have.

Abstract Background Adults with significant childhood trauma and/or serious mental illness may exhibit persistent structural brain changes within limbic structures, including the amygdala. Little is known about the structure of the amygdala prior to the onset of SMI, despite the relatively high prevalence of trauma in at-risk youth. Methods Data were gathered from the Canadian Psychiatric Risk and Outcome study. A total of 182 youth with a mean age of 18.3 years completed T1-weighted MRI scans along with clinical assessments that included questionnaires on symptoms of depression and anxiety. Participants also completed the Childhood Trauma and Abuse Scale. We used a novel subfield-specific amygdala segmentation workflow as a part of FreeSurfer 6.0 to examine amygdala structure. Results Participants with higher trauma scores were more likely to have smaller amygdala volumes, particularly within the basal regions. Among various types of childhood trauma, sexual and physical abuse had the largest effects on amygdala subregions. Abuse-related differences in the right basal region mediated the severity of depression and anxiety symptoms, even though no participants met criteria for clinical diagnosis at the time of assessment. Conclusion The experience of physical or sexual abuse may leave detectable structural alterations in key regions of the amygdala, potentially mediating the risk of psychopathology in trauma-exposed youth.

أمام العديد من القراءات التفريقية السائدة لحديث افتراق الأمة، التي تكرس الفرقة وتشيع الفتنة والصراع بين أبناء أمة التوحيد، تظهر الحاجة الملحة لدراسة هذا الحديث دراسة توحيدية على ضوء القرآن الكريم والسنة النبوية، ومحاولة الخروج بقراءة معاصرة للعلاقة بين الفرق الإسلامية تعظم الجوامع وتبحث عن الكلمة السواء. فادعاء تفرد فرقة معينة من المسلمين بالنجاة وبهلاك أتباع الفرق الأخرى يوشك أن يكون ظاهرة عامة في تاريخ الفرق الإسلامية. وأمام هذه الإشكالية يسعى هذا البحث إلى دراسة مرتبة الحديث والمعاني الأساسية لمتنه، وتناول الفرق الإسلامية المختلفة له، والمقصود بالأمة في نص الحديث، والدلالات الخاصة بعدد الفرق المذكور في الحديث، وإمكانية تعيين الفرقة الناجية، وخطورة القراءة التفريقية في دراسة الفرق الإسلامية، وأبرز ملامح القراءة التوحيدية في هذه الدراسة    Unlike most of the prevailing readings of the "Hadith of sects of Muslim Ummah", which establishes a discord and conflict that disturbs the unity of Muslims, there is an urgent need to study this Hadith differently, to give a better understanding of the relationship between Muslim sects; an understanding that maximizes denominators and common word. The claim of uniqueness of a certain sect to be right and to consider others to be wrong and deserves hell, is about to be a general phenomenon in the history of Muslim sects. This paper aims to explain the reliability of the Hadith and its meanings, the way in which the Hadith addresses the difference between the various Muslim groups, the indicators related to the number of groups, the possibility of identifying the right one, the dangers of the sectarian reading of the Hadith, and main features of a monotheistic reading of the study of Muslim sects.

This paper will analyze the right to association and the limits of the exercise of the legislative function in the Romanian Parliament, including the difference in legal treatment applied to the legislative initiatives of the citizens versus those of parliamentarians. Also, the subject of the inadmissibility of the legislative initiatives in the fields regulated by art. 152 of the Constitution, the need to extend the category of persons who can exercise the right to refer a matter to the Constitutional Court, as well as the obligation of the Constitutional Court to carry out ex officio constitutionality checks for initiatives aimed at de facto and de jure revision of the Constitution. The final part is dedicated to the principle of subsidiarity, as well as to the way in which certain provisions of international law frequently invoked in the field of protection of national minorities and justification of territorial autonomy, have already been transposed into the Romanian legal order.

Abstract The paper aims at finding an answer to the question whether abandoning a child or applying for hidden identity makes the way of the child to a substitute family by adoption easier. Further, an attention is paid to surrogate motherhood in connection with the child’s rights, including the right of the child to know his/her origin. The final part is focused on protection of the child endangered by domestic violence.

Bruno Snell has made familiar a certain thesis about the Homeric poems, to the effect that these poems depict a primitive form of mindedness. The area of mindedness concerned is agency, and the content of the thesis is that Homeric agents are not agents in the fullest sense: they do not make choices in clear self-awareness of what they are doing; choices are made for them rather than by them; in some cases the instigators of action are gods, in other cases they are forces acting internally on the agent and over which he has no control. Homeric heroes act in the way Descartes thought an animal acts: agitur, non agit. Such agents ‘handeln nicht eigentlich (d.h. mil vollem Bewuβtsein eigenen Handelns), sondern sie reagieren’. The model of the agent which we nowadays have is roughly of a self which determines, rather than is determined to, action; the self arrives at this determination by considering available reasons for action in the light of its overall purposes, and it moves to action in full self-consciousness of what it is doing, and why. This model of action, Snell claims, is not met in Greek literature before the tragedians. I think anyone ought to concede that there is some difference between the way Homer portrays decision-making and the way it is portrayed in tragedy (with further differences among the tragedians themselves); but has Snell located the difference in the right place? I shall argue in this paper that he has not.

The fullest credit must be given to our members, Mr. Reid Moir, F.G.S., and Mr. S. Hazzledine Warren, F.G.S. (and others also) for their efforts to solve this problem by experiment. This is obviously the right line to adopt, but, after all, experiments (including my own, for I have been experimenting for years on similar lines) are only proof that (given suitable conditions) the sharp edges of split flints will chip under “Force,” whether this is applied by Nature or Man. Experiments can prove the difference between the results of the forces of “Percussion” and “Pressure”: but it is doubtful, in my opinion, if it can be proved by experiments whether Nature or Man has applied the force, as the same forces are used by both Nature and Man, the only difference being the intensity with which the force has been used and the way that force has been applied.

Abstract The accurate measurement of hip motion is critical when one rates impairments of this joint, makes an initial diagnosis, assesses progression over time, and evaluates treatment outcome. The hip permits all motions typical of a ball-and-socket joint. The hip sacrifices some motion but gains stability and strength. Figures 52 to 54 in AMA Guides to the Evaluation of Permanent Impairment (AMA Guides), Fourth Edition, illustrate techniques for measuring hip flexion, loss of extension, abduction, adduction, and external and internal rotation. Figure 53 in the AMA Guides, Fourth Edition, illustrates neutral, abducted, and adducted positions of the hip and proper alignment of the goniometer arms, and Figure 52 illustrates use of a goniometer to measure flexion of the right hip. In terms of impairment rating, hip extension (at least any beyond neutral) is irrelevant, and the AMA Guides contains no figures describing its measurement. Figure 54, Measuring Internal and External Hip Rotation, demonstrates proper positioning and measurement techniques for rotary movements of this joint. The difference between measured and actual hip rotation probably is minimal and is irrelevant for impairment rating. The normal internal rotation varies from 30° to 40°, and the external rotation ranges from 40° to 60°.

Abstract. Background: Given challenges that exceed the normal developmental requirements of adolescence, deaf and hard-of-hearing (DHH) youth are believed to be at elevated risk for engaging in suicide-related behavior (SRB). Unfortunately, little is known about the mechanisms that put these youth potentially at risk. Aims: To determine whether peer relationship difficulties are related to increased risk of SRB in DHH youth. Method: Student records (n = 74) were retrieved from an accredited educational center for deaf and blind students in the United States. Results: Peer relationship difficulties were found to be significantly associated with engagement in SRB but not when accounting for depressive symptomatology. Limitations: The restricted sample limits generalizability. Conclusions regarding risk causation cannot be made due to the cross-sectional nature of the study. Conclusion: These results suggest the need for future research that examines the mechanisms of the relationship between peer relationship difficulties, depression, and suicide risk in DHH youth and potential preventive interventions to ameliorate the risks for these at-risk youth.
