Annotation. Introduction. According to the principles of the program-target method of budgeting, the diagnosis of budget efficiency of territories is the key goal of assessing the implementation of regional policy and improving the efficiency of budget funds, which, in turn, will not only determine the effectiveness of this process Therefore, assessing the level of budget efficiency of territories is a mandatory element of financial management at the local level. The purpose of the article is to study the methodological approaches of scientists to assess the budget efficiency of territories and on their basis the formation of the author’s directions of assessment of the object of study. Results. It is investigated that in recent years there have been positive trends in the socio-economic development of the state as a whole and its regions in particular, but still the development of individual regions remains asymmetric due to the inability of territories to accumulate the necessary financial resources to local budgets. places, which, in turn, does not contribute to providing appropriate conditions for the structural development of the regions. The existing methodological approaches are systematized, their advantages and disadvantages are analyzed and it is found that they are based on traditional methodological principles and provide for the analysis of absolute, relative indicators, integrated indices and rankings, etc.; do not have a single vision for a set of indicators; mainly focus on assessing the structure of the budget and the individual components of its revenue and expenditure parts. The necessity of improvement of a technique of diagnostics of budgetary efficiency of territories which will provide the analysis in the following directions is substantiated: the state of the budget; financial capacity of the budget; intergovernmental relations; financial independence; budget load; budgeting efficiency; budget management. Conclusions. The system of the formed directions will allow to estimate a level of budgetary efficiency of territories of Ukraine in the conditions of decentralization and to develop long-term budgetary strategy on places. Introduction. In the course of this research attention was paid to the study of theoretical and practical aspects of the development of electronic payment systems in the world and in Ukraine. The general scheme of electronic payment system work is considered. The dynamics of payments by means of electronic payment systems on the territory of Ukraine is determined. The basic principles of electronic payment systems activity are substantiated. The advantages and disadvantages of electronic payments are considered. The results of the study can be used as practical recommendations for improving the electronic payment activities in Ukraine. Purpose. The purpose of this article is to study the development and status of electronic payment systems and their development in Ukraine. Method (methodology). The main tasks of the research are to consider the general theme of the work of electronic payment systems on the territory of Ukraine; analyze the dynamics of electronic settlements in Ukraine; to substantiate the basic principles of the activity of electronic payment systems; to identify the advantages and disadvantages of electronic payments. Results. The use of electronic payment systems is an extremely positive step towards the economic development of the state. After all, the rapid and effective development of electronic payment systems in Ukraine with the use of international advanced information has a number of advantages for the state economy as a whole and for the individual user in particular: reduction of cash circulation, increase of credit resources, development and wide access to the financial system, etc. It should also be noted that one more important advantage of electronic payments is saving time and minimizing fraud risks.

Banking sector is one of the most powerful financial management agencies which have a major role in the economic growth of India. Each bank has its own culture, as every organization different in their culture. Organizational Culture includes everything that influences an employee in an organization. This may reflect in their stress levels, which may in turn reflect in the individual productivity as well as the organizational. In the literature, there were different studies of organizational culture and work stress among bank employees, but very few studies which tried to explore the relation between organizational culture and work stress in India especially in the state of Kerala. This study was intended to find the nature of organizational culture and work stress of banks employees of northern Kerala.

Introduction. More than five years in Ukraine is the reform of decentralization of power, an important component of which is financial decentralization. The purpose of this reform is to improve the financial independence of local budgets and strengthening the role of local government. It is in the process of introducing the reform in 2015 in Ukraine was adopted the Law of Ukraine "On Voluntary Association of Territorial Communities", according to which envisages establishing of united territorial communities and the formation of their budgets. As a result of financial decentralization is transferring of significant amount of financial resources to the local level, allowing better fund the needs of the residents of the territorial community. Given this, it is relevant and important, is to research the peculiarities of legal regulation of the formation of the combined budgets of territorial communities in Ukraine and creating of favorable conditions for their financial solvency. The aim of the article. The purpose of this article is to elucidate the role and importance of budgets of the united territorial communities in the budgetary system of Ukraine, revealing features of their legal regulation in the context of financial decentralization, evaluation of methods of achieving their financial viability, development of proposals on improvement of legislation in this area. Results. Amendments to the Budget Code of Ukraine, according to which budgets of the united territorial communities were included to the budgetary system of Ukraine, were adopted in 2015. The basis for mentioned above amendments to the Budget Code of Ukraine was adoption on the eve of the Law of Ukraine "On Voluntary Association of Territorial Communities". The notion of "the united budgets of territorial communities" has been determined in the Budget Code of Ukraine since 2017 as the combined budgets of territorial communities established in accordance with the law and a long-term plan of formation of territories of communities, as well as the budgets of the consolidated territorial communities recognized by the Cabinet of Ministers of Ukraine in the manner prescribed by law. Definition of "capable territorial communities" as territorial communities of villages (settlements, cities) that, through voluntary association, are able to provide, on their own or through the relevant local authorities, an appropriate level of service provision, especially in the fields of education, culture, health, of social protection, housing and communal services, taking into account the human resources, financial support and infrastructure development of the respective administrative-territorial unit, is contained in the Methodology of formation of capable territorial communities. When forming a promising unified territorial community is an important preliminary calculation of its financial viability, which allows you to evaluate the benefits and risks of such associations, to determine the need for additional funds and streamline costs. Methodological recommendations for the calculation of the financial solvency of united territorial community were prepared for the proper assessment of the said ability. It gives the possibility to model the prospective budget of the community, determines the necessity of analysis of reserves to balance revenues and expenditures, and encourages association in financial viable community. Conclusions. As a result of financial decentralization is appearance in the structure of the budget system of Ukraine a new important element – the budgets of united territorial communities. Such the structural changes of budget system are in line with the trends in the developed democratic states of the world, and therefore should be considered as important, progressive and aimed at achieving financial solvency of local self-government. The budgets of the united territorial communities have number of special characteristics of the formation, must be financially solvent, that today is one of the important problems that need to be resolved. One of the main features of formation of budgets of the united territorial communities is that they have direct interbudget relations with the State Budget of Ukraine. To the budgets of the united territorial community (hereinafter mentioned as UTC), in addition to their main income, is credited 60 percent of the tax to incomes of physical persons. The budgets of the UTC, in addition to the cost of exercising self-governing powers, also finance the expenditure delegated by the state. To improve the efficiency to resolve budget issues of united territorial communities it is extremely important to urgently develop of Methodical recommendations on planning and execution of the budget, control the accounting and financial management, and so on. The issues of ensuring the financial viability of UTC budgets are extremely important and need further refinement of the mechanisms to achieve this.

Currently, an important item on the global agenda is the achievement of sustainable development, which is impossible without a transition to sustainable production and consumption patterns. Effective business models for ensuring more efficient resource use are offered by the concept of a circular economy (circular economy). Indicators other than those used in linear economics are needed to monitor progress in the transition to a circular economy. The article presents the results of an analytical review and comparison of the most common methodological approaches in English and Russian-speaking scientific research to assessing the circular economy at the local level. The advantages and disadvantages of these approaches, their areas of possible application are indicated. The conclusion is made about the narrowness of the interpretation of the concept of circular economy in the analyzed works and the need to develop a special tool for assessing the circular economy of an enterprise.

The study examines all aspects of individual investment accounts as a long-term financial instrument. The authors analyze the advantages and disadvantages of this tool for private investors and the state, give the main indicators of the development of IIA and the stock market. The paper gives the forecast of the dynamics of the development of the Russian stock market and compares it with the stages of development of the American one. The authors define the new conditions of the “game” and give characteristics of qualified and unqualified investors. The authors pay special attention to the regional aspect, determine the key directions of the development of IIA at the local level. In the conclusion, the ways and prospects of its development are proposed. Individual investment account is investigated as a long-term financial instrument.

Introduction. TThe degree of satisfaction of public interests depends on the efficiency of managing the processes of formation, distribution and use of state funds of funds. Awareness of this led to the development of scientific and methodological approaches to diagnosing the status of state finance management by both individual scientists and practitioners, as well as scientific-research institutions and organizations of national and international levels. Purpose of the paper is to investigate world and domestic scientific and methodological approaches to determining the efficiency of state finance management, which will reveal the shortcomings and gaps that affect the accuracy of the results. Results. The approaches used to assess the effectiveness of state administration and state service in general, as well as state finance management and the state budget, in particular, are characterized. The criteria used to calculate the International Civil Service Effectiveness Index are defined. The indicators of the countries of the world for this index for 2019 are analyzed. The criteria for assessing the state of public administration used by the World Bank are investigated. Such result indicators of Ukraine for 2007-2017 are analyzed. The methodology for assessing the effectiveness of public finance management (PEFA), which was tested by the World Bank with a group of partners USAID, EU, GIZ in Ukraine in 2011 and 2015, is demonstrated. The result indicators of individual criteria of management efficiency are given, such as: Open Budget Index, Global Competitiveness Index, Index of Globalization. A matrix of scientists' views on the composition of the criteria for the effectiveness of budget management is shown. The criteria and indicators of the financial management efficiency of the state sector of the economy, which in the studied methods are not included in the composition of state finances, are determined. Conclusions. The analysis showed that the scientific and methodological approach used to evaluate the effectiveness of state finance management depends on the performers understanding of the content of efficiency, the set analytical goals, the level of analysis, sources of information, the chosen methodology. It is revealed that none of the analyzed approaches allows a comprehensive assessment of the effectiveness of state finance management.

The phenomenon of managerialisation, whose impact is being felt by the state, as well as its elites, helps bring about the emergence of the individual. The military is not immune to the organisational transformations that follow in its wake. By analysing the career path of French officers, this study explores the effects of this managerialisation. The research question as formulated sets out to determine whether it is the individual or his institution that drives the career of the French officer. The empirical study is based on very dense primary data collected from actors who play a key role in forming the French military elites: general officers, in some cases, directors of military schools, who have, in turn, been students, instructors and designers of this career path of the military leader. The results reveal that despite an unprecedented process of civilianisation within the military institution, the career of military leader is proving to be more immutable. The career path of the French officer can thus be read as a marker of military institutional identity. Points for practitioners As an institution, the military may seem to mirror the major evolutions of society, in particular, the phenomenon of managerialisation, which is making its impact felt on the state, along with its corollary, individualism. Analysing the career of French officers makes it possible to explore the effects of this managerialisation. The study results reveal a mitigation of the effects of this phenomenon, also called civilianisation in the case of the armed forces, and, on the contrary, reveal the invariant character of the career of military leader, pillar of the military institutional identity.

<p>Albert Jay Nock (1870–1945) was a prominent opinion journalist of the first half of the 20<sup>th</sup> century, considered a representative of the first generation of libertarianism. The article is aimed at finding an answer to the question: Whom – according to Nock – does law serve? A key element of the problem is the internal dichotomy of the concept of law, which not only can be seen through the prism of the positivist-legal paradigm, but also constitutes the pillar of the jusnaturalistic concept. To properly arrange the object of study, the thesis was used according to which in Nock’s doctrine the existence of radically different assessment of the nature of man and his individual goals from the nature of the functioning of the State allows us to demonstrate the dichotomy of two opposing legal orders that serve the welfare of different entities (the individual and the State). To systematize the argument, the concept of the individual and his relations with the State was first presented, and then the dichotomy of the government and the State was discussed, which ultimately finally allowed to analyze the relationship between natural law and positive law.</p>

Purpose. In modern times, every country acts as a provider of sustainable socio-economic development of its regions, effectively using the potential of natural resources. Among these resources, tourism resources attract more attention. Thus, the potential of tourism resources is higher and plays a direct role in the development of the regions. Tourism provides a basis for high income and quick return on investment. In a broader sense, tourism is a means affecting the formation of the state budget, the improvement of villages and cities, the preservation of historical and architectural monuments, and the development of small and medium enterprises. The purpose of the article is to study the existing tourism potential in Tovuz region and to identify opportunities for effective use of this potential. In addition, it is to analyse the tourism facilities operating in Tovuz region and make recommendations for the organisation of new tourist routes. Methods. Comparative approach, historical-territorial, typological, field research, systematic analysis, and cartographic (GIS) method have been used during the study. Results. The article studies both natural and anthropogenic tourism resources of Tovuz region, analyses hotel industry, and provides tourist routes and their advantages. The article also identifies opportunities to use the tourism potential of Tovuz region, and finally gives the results and proposals developed on a scientific basis. Scientific novelty. The state programs adopted in connection with the development of the tourism sector in Azerbaijan have been analysed, the natural-climatic conditions in terms of tourism organisation in Tovuz region have been studied, as well as the advantages and disadvantages of accommodation enterprises operating in the region have been revealed. For the first time, both natural and anthropogenic monuments of Tovuz region have been analysed in a complex way, and a map reflecting “Tourism objects and tourist routes of Tovuz region” have been provided. The organisation of the following tourist routes in Tovuz region have been proposed: Tovuz-Govlar-Abdal-Aghdara-Aghabashlar; Tovuz-Dondar Gushchu-Vahidli; Tovuz-Yukhari Oysuzlu-Alibeyli; and Tovuz-Gushchu-Azafli-Bayramli-Asrik Jirdakhan. The practical significance. The obtained results can be used in the Tourism Agency of the Republic of Azerbaijan, the tourism information centre operating in the region, as well as in the implementation of tourism-oriented activities.

The article examines the trends of anthropologization and anthropocentrism in constitutional law, which act as a fundamental trend in the development and improvement of the constitutional and legal status of man, individual and citizen. Emphasis is placed on the importance of these trends through their assistance to the state in meeting the intentions, aspirations, needs, interests, attitudes of man, manifested at the local level of functioning of state-organized society, within the territorial community, in local government and in everyday life through establishment, development and improvement of the constitutional and legal status of a person (individual) and a citizen. It is argued that in the process of implementing the trends of anthropologization and anthropocentrism in constitutional law, the state applies a number of methodological approaches to man (personality) through the development, formation, legalization, application, protection, protection, guarantee and implementation of its constitutional status, namely: a) the constitutional and legal status of a person (individual) and a citizen organically passes into the municipal legal status of a person (individual) and is realized through the phenomenology of municipal human rights; b) an individual approach to each person (personality) that exists and functions in the territory of the state is possible in the praxeological sense – only under conditions of public self-government (municipal) power and the application of municipal legal status of a person (individual); c) the adjustment of public administration and state rule-making should take into account the above paradigmatic guidelines. It is proved that the basis of these trends in constitutional law is the philosophical maxim "man is the measure of all things", which is transformed into a paradigm of management and rule-making activities of the state through the establishment of appropriate constitutional status of man (person) and citizen (including other legal states), foreignness, statelessness, refugees, etc.), which determines the essential aspects of human- state interaction, as well as demonstrates the real relationship of the state to man.
