The author emphasizes that ongoing global changes in society, new directions of sociocultural development have led to the necessity of making changes in requirements of the quality of education on every level. It is noted that these new requirements imply not only pupils’ subject knowledge development but also their metasubject and personal competence formation. Educational institutions faced difficulties while establishing educational process in accordance with the introduced state directions. The author comes to the conclusion that in search of the solution, educational institutions started to form networks and communities that let integrate both resources and abilities to succeed in fulfilling of the tasks given by the government. The concept of a “service state” is considered; principles of service activities of educational institutions are defined; client focus of educational institutions is reviewed; the main provisions of the network interaction of educational institutions are presented; regulatory acts, projects in which the network interaction in the field of education is fixed are analyzed; an independent assessment of the quality of education is given; educational institutions that occupy leading places in the opinion of service consumers about network interaction, taking into account the focus on the need of direct service consumers are considered. In the course of the study, the following methods were used: analysis and synthesis, comparison, interviewing. The result of the study was a network interaction project taking into account the focus on service by the Humanitarian Lyceum in Tomsk and Tomsk State University.

Based on the analysis of educational and regulatory documents, the main pedagogical principles of the State Service for Education Quality of Ukraine (SSEQU) are summarized: a) basic pedagogical principles of SSEQU’s activity, which are defined by the legislator as basic principles of state educational policy (people orientedness; primacy of the law; ensuring the quality of education and equal access to education; humanism; democracy; unity of teaching, upbringing and development, etc.); b) principles that determine the legal sphere of the SSEQU’s activity (institutional separation of control functions and functions ensuring the activities of educational institutions; transparency and publicity of management decisions; responsibility and accountability of education authorities and educational institutions to society; public administration; public partnership etc); c) pedagogical principles that guide and structurally organize SSEQU’s activities (universal design and reasonable adaptation; scientific nature of education; diversity of education; integrity and continuity of education; integration with the labor market; freedom of choosing the types, forms and pace of education, educational program, educational institution; academic integrity; academic freedom, etc. Empirical data analysis based on the educational process participants’ views on the factors, which comprise educational quality, revealed that the interviewees valued most the level of qualification, experience, knowledge and skills of their teachers, educational and methodological support, the use of new technologies and innovations in teaching for achieving quality education. Interaction and cooperation between education stakeholders was identified as important by teachers and students, and less important – by parents. Interviews with students - prospective educational experts revealed that they valued the sequence of communication skills, knowledge and skills of expert activity, experience and knowledge of pedagogical activities. An insufficient level of legal awareness of Russian citizens is a serious problem of ensuring law and order and forms a general destructive background for the development of corruption. Important factors influencing the formation of anti-corruption justice are the quality level of upbringing and training in educational institutions, the consolidation and development of the principles of legal awareness among students, the change in the quality of education and training of educational institutions, including the consolidation and development of the principles of anti-corruption legal awareness among students, and traditions of respect to the law as the predominant model of social behavior, as well as overcoming legal nihilism. It is at school age that active legal socialization occurs. The main burden in the formation of value attitudes towards anti-corruption behavior should be taken by school legal education. The purpose of the study was to study the laws of the educational process on the formation of anti-corruption legal awareness among students, the development of value orientations on the inadmissibility of corruption in the future.

There have been many efforts made by the government in improving the quality of education such as issuing Republic of Indonesia Regulation No. 19 of 2005 concerning national education standards. Educational institutions hold scientific activities that can improve the ability or potential of educators so that professional educators can be created who can later improve the quality of learning in schools. This article discusses the factors that can improve the quality of education, elements and strategies in improving the quality of education.

The low quality of education in Indonesia is actually a long-standing discussion. But until now permasalahn the quality of education is also finished. Quality education is the expectations and demands of all stakeholders in education. Everyone will certainly prefer menntut science at an institution that has a good quality. On this basis, schools / educational institutions should be able to provide good service and quality in order not to be abandoned and unable to compete with other educational institutions. From a variety of views, criteria and indicators that we can take that quality education could be improved if the school has one) support from the government, 2) Leadership Principals effective, 3) Performance good teacher, 4) relevant curriculum 5) graduates quality, 6) culture and climate of effective organization, 7) the support of the community and parents. Implementation of management in improving the quality of education is a real solution is to be hope in order to manage the indicators of the quality of education to create a synergy in efforts to improve the quality of education. Abstrak Rendahnya mutu pendidikan di Indonesia sebenarnya merupakan diskusi yang telah lama ada. Namun hingga saat ini permasalahn mutu pendidikan tidak juga kunjung selesai. Pendidikan yang berkualitas merupakan harapan dan tuntutan seluruh stakeholder pendidikan. Semua orang tentunya akan lebih suka menntut ilmu pada lembaga yang memiliki mutu yang baik. Atas dasar ini maka sekolah/ lembaga pendidikan harus dapat memberikan pelayanan dan mutu yang baik agar tidak ditinggalkan dan mampu bersaing dengan lembaga pendidikan lainnya. Dari berbagai pandangan, kriteria serta indikator yang dapat kita ambil bahwa pendidikan yang bermutu dapat ditingkatkan apabila sekolah memiliki 1) dukungan dari pemerintah, 2) Kepemimpinan Kepala sekolah yang efektif, 3) Kinerja guru yang baik, 4) kurikulum yang relevan, 5) lulusan yang berkualitas, 6) budaya dan iklim organisasi yang efektif, 7) dukungan masyarkat dan orang tua siswa. It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

Este artículo propone una reorganización de la institucionalidad educativa, en Ecuador, en función de conseguir una articulación de los servicios educativos que permita mejorar la cobertura y calidad de la educación sin necesidad de nuevas inversiones. Esta propuesta confronta el paradigma de que cada unidad educativa debe contar con todos los recursos en su interior para llevar a cabo el proceso educativo. Desarrolla aspectos de gestión para implementar la articulación propuesta. Concluye que, con una visión de articulación y redes educativas se supera el falso dilema entre unidades educativas grandes y pequeñas. AbstractThis article proposes a reorganization of educational institutions in Ecuador, in order to achieve an articulation of educational services that allows improving the coverage and quality of education without the need for new investments. This proposal confronts the paradigm that each educational unit must have all the resources within it to carry out the educational process. It develops management aspects to implement the proposed articulation. It concludes that, with a vision of articulation and educational networks, the false dilemma between large and small educational units can be overcome.

The article is a generalization and analysis of some of the results of the monitoring of the satisfaction of graduates of the Russian State Social University, conducted in 2020. The results of similar monitoring carried out in other higher educational institutions are also considered. The article pays great attention to the relationship of various factors of graduates' satisfaction, corresponding to the prospects for improving the educational process based on the results of monitoring studies. The article may be of interest both for researchers of the educational process in universities and for a wide range of specialists in the field of university pedagogy.

In recent years, a frequently discussed problem is the guideline of training on the educational result and the formation of students' competence. These factors form the prerequisite for improving the quality of education. Higher educational institutions of the republic pay special attention to the question of the formation of students' competence. In order to build students' competence, the educational process should be based on a competency- based approach. The article explores the issue of the formation and development of the problem of competence in education. The development of the problem is divided into three stages. The role and significance of the competency-based approach in training is revealed, the point of view of scientists on competence is analyzed.

The current situation in secondary education is characterized by the development of various educational institutions, which differ not only in educational programs and curriculum, but also in the conditions for training and educating, which make up the educational environment of modern educational institutions. The importance of studying the processes of forming the educational environment in a modern school is relevant, since the quality of education and upbringing of modern students who spend most of their time in the educational environment of schools will depend on its organization. Studying the problems of organizing the educational environment is also important in the sense that it is the qualitative approach to this process that will determine in the future if it is possible for students to receive high-quality educational services. The influence of the educational environment on the modern student is determined today, first of all, by the students' perception of the educational process, their involvement in the process of its creation and improvement. The effectiveness of the educational environment may also depend on how the student perceives it. So, the educational environment can be an effective means of developing the potential of the student, but if it is an integrated space for the interaction of children and adults (parents, teachers).

In a modern technogenic society, the education system is undergoing significant transformations, determined by global changes in the socio-cultural situation. In these conditions, a demand for education is formed, affecting its most important aspects. Taking into account the nature of social changes, modern education should be focused not only on acquiring professional skills, but also on the development of personal, general cultural competencies. The purpose of the article is to accentuate the introduction of the axiological approach into the educational process to solve the key tasks of modernizing education in higher education.
