Developments in the field of smart education – trend in the world educational space. Smart education is the result of the evolution of the application of information and communication technologies (the first personal computers), e-learning (personal computers for working in the Internet), m-learning (laptops) and u-learning (smartphones) in education. Key elements to support smart education: mobile computing, smart electronic textbooks, and cloud computing. The model, architecture and scenario of context-dependent system-assistant for smart education, able to analyze the individual characteristics of the student, the environment, adapt their work when conditions change are presented in the article. The novelty of the approach lies in the formalization of the context model so that the context-dependent system-assistant «computes on the fly» a specific scenario taking into account the individual characteristics of users and the current educational situation. When building a content management system, it is proposed to use a model based on biologically plausible machines. Context-dependent smart system should be able to personalize the best learning style, help to choose the optimal educational trajectory. For this purpose the device of Bayesian networks and biologically plausible methods are used. Prospective developments aimed at expanding the research base of smart education are the creation of adaptive systems that support an individual approach to learning, content management systems that provide for the possibility of contextual use of educational resources repositories and provide mobility and deep personalization of educational services. In Russia, nowadays there are the necessary prerequisites for the successful implementation of the smart education system: the focus in training are educational, social, civil, professional competencies, forms and methods for the individualization of the educational trajectory change, focus on open world intellectual resources, the emphasis is shifted to self-control and self-assessment of students, to assessment the education quality by employers, professional communities.

The results of a cross-cultural study of volitional regulation in Komi-Zyryans and Russians are presented. Two samples of 100 representatives of Komi (Syktyvkar) and 100 representatives of Russian (Moscow) was compared. The samples were balanced by gender, age and other socio-demographic characteristics. To diagnose the individual characteristics of volitional regulation of the respondents, the following methods were used: “Action-control scale” by Yu. Kuhl, “Questionnaire for revealing the expression of self-control in the emotional sphere, activity and behavior”, self-evaluation of volitional qualities. The significant differences between Komi-Zyryans and Russians in behavioral (p=0,05) and social self-control (p=0,01), self-appraisals of volitional qualities: disciplined (p=0,01), persistent (p=0,01), strong-willed (p=0,05), initiative (p=0,05), restrained (p=0,05), patient (p=0,01), stubborn (p=0,01), calm (p=0,01), attentive (p=0,01) were showed. The obtained results confirm the hypothesis about the presence of cross-cultural differences in the parameters of volitional regulation and confirm the ideas of the volition as a higher mental function.

The paper analyses the ethnocultural factors of volitional regulation from the cultural-historical perspective. A hypothesis is put forward about the relationship between the specifics of volitional regulation and national self-consciousness of the individual. The aim of the work is to study the relationship between ethnic identity and features of volitional regulation among representatives of various ethnic groups (Russians, Komis, Tuvans, Kabardians, Mari, Koreans). A total of 600 people aged 18 to 30 years took part in the study (the samples were gender balanced). To evaluate the individual characteristics of volitional regulation in the respondents, the following techniques were used: the Action Control Scale by J. Kuhl; the "Questionnaire for revealing the expression of self-control in the emotional sphere, activity and behavior"; the technique for self-assessment of volitional qualities; the Purpose in Life Test. The features of ethnic identity were evaluated using the “Types of Ethnic Identity” technique (by S.V. Ryzhova, G.U. Soldatova). The study revealed significant positive correlations between the intensity of volitional self-control and the overall score of volitional self-esteem and positive ethnicity in groups where nationality occupies an important place in the structure of the subject's self-consciousness (Tuvans, Koreans, Kabardians).

This article analyzes the existing terminological and methodological personnel management apparatus and as a result, it turned out that the application of the project-oriented management approach leads to the conclusion and indicates that the employment agreement (contract) for the voyage, the ship's crew are all signs of the project, and the project team. It should be noted that shipping companies are management oriented organizations through projects. Despite the absolutely correct conclusion that the minimum crew should be determined on the basis of the conditions for ensuring the safe operation of all ship systems and mechanisms. Specific techniques and methods for calculating the required number of crew not previously represented. The project-oriented context of modern project management in a turbulent environment and the need for appropriate transformations of infrastructure and industry, including the sea. The management activities take into account the individual characteristics of the project team members, due to socio-cultural influences. The project management methodology and team format of the project activity considers human resource management processes in conjunction with other areas of knowledge that should be integrated into processes such as content management, timing, cost, quality, risk, supply, communications. Therefore, it seems quite logical for the authors to refer to “the processes of formation and management of human resources in project teams” on the example of the ship’s crew.

Abstract Financial incentives are often designed to benefit from behavioral insights. Individuals’ preferences for such behaviorally inspired incentives are rarely studied, nor is the role played by the behavioral insights that motivated them. This study aimed to let individuals design their own incentives (i.e., tailored incentives) and to explore which individual characteristics are associated with these preferences for tailored incentives. A sample of students (n = 182) tailored hypothetical incentives for visiting the gym. Incentives could be tailored by: (1) committing personal funds; (2) picking weekly payouts (increasing or decreasing); and (3) introducing payout risk while increasing value. Afterwards, (inter alia) loss aversion, probability weighting, time discounting, present bias, cognitive reflection and trait self-control were measured. A large majority indicated being willing to deposit their own money, and only very few individuals selected risky incentives. These heterogeneous preferences for financial incentives are poorly predicted by the individual characteristics measured (i.e., economic preferences and psychological traits). These results suggest that preferences for tailored incentives could be studied as input for the design of financial incentives. However, it is unclear whether tailoring incentives improves cost-effectiveness, as the lack of association between tailored incentives and the behavioral insights that motivate them has multiple conflicting interpretations.

The urgency of the researched problem is connected with the growing role of mass media in modern conditions leads to change of values and transformation of identity of the person. The active growth of the role of the media, their influence on the formation and development of personality leads to the concept of “media socialization” and immutation in the media. The aim of the study is to outline the possibilities of the process of media socialization in the context of immutation in the media. The methods of our research are: analysis of pedagogical, psychological, literature, synthesis, comparison, generalization. The article analyzes the views of domestic and foreign scientists on the problem of immutation in the media and the transformation of the information space. In the context of the mass nature of the immutation of society, the concept of “media socialization” becomes relevant, which is the basis for reducing the negative impact of the media on the individual. The author identifies the lack of a thorough study of the concept of “media socialization” in modern scientific thought. Thus, media socialization is associated with the transformation of traditional means of socialization, and is to assimilate and reproduce the social experience of mankind with the help of new media. The article analyzes the essence of the concepts “media space”, “mass media” and “immutation”. The influence of mass media on the formation and development of the modern personality is described in detail. The study concluded that it is necessary to form a media culture of the individual, to establish safe and effective interaction of young people with the modern media system, the formation of media awareness, media literacy and media competence in accordance with age and individual characteristics for successful media socialization. The role of state bodies in solving the problem of media socialization of the individual was also determined. It is determined that the process of formation of media culture in youth should take place at the level of traditional institutions of socialization of the individual. The author sees the prospect of further research in a detailed analysis and study of the potential of educational institutions as an institution and a means of counteracting the mass nature of the immutation of society.Key words: immutation, media socialization, mass media, media space, information.
