In this article, the problem of quality education in general and the question of investing in education in particular are studied. Modern consumers invest in their education, seeing in these investments the opportunity to increase their attractiveness and value in the labor market, and large organizations, industries invest in training of personnel, considering this contribution as a guarantee of their own survival in the conditions of global competition. The author notes changes and updates of investment directions in the field of education, as well as promising areas of activity in the secondary vocational education of Sevastopol.

Overcoming the contradiction between specialists who are trained by the system of secondary vocational education, on the one hand, and the need of employers for personnel, on the other, is one of the priorities of state policy in the field of professional training. The article contains a number of provisions: understanding the problem of imbalance in the labor market, the activities of state Executive bodies to overcome this problem at the Federal and regional levels, as well as the assistance of all stakeholders and social organizations. Such a problem as an imbalance between supply and demand in the labor market of various professions, specialties and qualifications was characteristic of the Sverdlovsk region, as evidenced by its reflection in the current Strategy of socio-economic development of the region. That is why improving the training system has become one of the goals of socio-economic policy. At the Federal level, a list of the TOP 50 most popular in the labor market, new and promising professions that require secondary vocational education has been developed. This list is a guideline for structural changes in the system of secondary vocational education, but it is not enough to bridge the gaps between supply and demand in the market of these regions. To take into account regional specifics, it is necessary to develop a similar list of professions in each subject of the Russian Federation. The adoption and updating of such a list requires an organized interaction of enterprises, authorities and educational organizations. The joint managerial and sociological problems that affect the interaction of social groups and public organizations of Sverdlovsk region in the process of achieving common goals, contains a compilation of practices that can be applied in other subjects of the Russian Federation.

The article examines the experience of forming the foundations of professional creative activity of students, on the example of training specialists in educational institutions of secondary vocational education of a technical profile. The influence of the experience of participation of students in professional competitions is considered. A number of theoretical provisions are proposed that allow to form the creative activity of students from the perspective of a competence-based approach. The research carried out acquaints with the competent composition of the activities of future specialists. The analysis of specific activities, production requirements and educational standards made it possible to single out such components as technological, rationalization, modernization, organizational and management activities in the future graduate's activities. The potential possibility of optimizing the system of secondary vocational education is analyzed.

Today, changes are being made to the main regulatory documents in the field of education, which require a revision of the structure and content of federal state standards. In addition, the labor market requires synchronization of content with the requirements of specific industries. All this required a revision of the layout of the standard for secondary vocational education. Today, 100 educational standards are already in development.For the study, an analysis of the current federal state educational standards and their changes since their introduction in the system of secondary vocational education was carried out. And also considered the latest changes in the regulatory framework of secondary vocational education. Based on the method of analysis, the main changes in the structure and content of federal educational standards were identified. On the basis of the modeling method, the directions of changes in the approximate basic educational programs were determined.The changes identified in the course of the study will allow educational organizations to more successfully apply these standards in the development of basic educational programs.Changes in the vocational education system associated with the approbation of a new layout will allow the education system to respond to the dynamically changing demands of the labor market and provide training for workers who meet the modern requirements of the economy.

The article addresses the problem of the formation of media culture skills inengineering students who studyin secondary vocational education programs. The problem is considered in the context of forming a media-cultural personal space, which determines the future professional activity and interaction of a professional in a media-cultural environment, mediating the successful functioning of a subject in the ‘state-society-industry’system of relations. The localization of this issue is determined by the need to identify the features of the formation of media culture skills, while the specifics of maturity of such skills would cover a range of a single media culture space, including the timely processing, use, and handling of information that affects the level of formation of an individual’s media culture. The article emphasizes the importance of media culture skills for engineering students enrolled in secondary vocational education programs. The future technical professionals are considered as subjects (as well as cultural subjects), whose professional activity is regulated by the principles of technical rationality and whose media-cultural level mediates the effectiveness of the society-industryrelations within the ‘state-society-industry’ system of relations. The study used methods of historical and cross-cultural analysis, systematization and classification. The specific features of the media-cultural space in modern realityare revealed. The studysubstantiates the need for the formation of media culture skills as factors for improving the mediacultureawareness of a modern professional as the carrier of individual consciousness. The main groups of features characterizing the classification set of media culture skills are identified and described.

Использование систем мониторинга и автоматизированных реестров как инструментов обеспечения управленческих процессов в среднем профессиональном образовании повышают обоснованность принимаемых управленческих решений за счет использования актуальных и достоверных данных, уменьшают время доступа к необходимой информации и способствуют открытости и прозрачности управленческих процессов. The demands of the modern labor market require the system of secondary vocational education to train highly qualified workers and middle-level specialists. The wide introduction of information technologies both in the educational process and in the management of the secondary vocational education system contributes to improving the efficiency of training of workers. The use of monitoring systems and automated registries as tools for ensuring management processes in secondary vocational education increases the validity of management decisions through the use of current and reliable data, reduces the time to access the necessary information and contributes to the openness and transparency of management processes.

Динамичное совершенствование образования, осуществляемое в настоящее время, влечет за собой изменения в системе профессионального образования. Сегодня широкое распространение приобретает постулат об использовании кадрового потенциала образовательной организации как основного ресурса реформирования системы среднего профессионального образования (далее – СПО). Кадровый потенциал рассматривается как возможность педагогов применять свои знания, умения и навыки для обеспечения устойчивости и развития образовательной организации СПО. Формирование и развитие кадрового потенциала образовательных организаций СПО подразумевает реализацию программ повышения квалификации педагогов, участие в обучающих мероприятиях по вопросам разработки (актуализации) федеральных государственных образовательных стандартов СПО, примерных основных образовательных программ СПО, стажировки, обмен лучшими практиками. В статье предложен комплекс мер, обеспечивающих развитие кадрового потенциала образовательных организаций СПО с учетом требований рынка труда, экономики, мировых стандартов, обновления отраслевых технологий и внедрения информационных технологий. The dynamic improvement of education currently being carried out entails changes in the system of vocational education. Today, the postulate on the use of the personnel potential of an educational organization as the main resource for reforming the system of secondary vocational education is becoming widespread. Human resources are considered as an opportunity for teachers to apply knowledge, skills and skills to ensure the sustainability and development of the educational organization of secondary vocational education. The formation and development of the personnel potential of educational organizations of secondary professional education implies the implementation of teacher training programs, participation in training events on the development (updating) of federal state educational standards, exemplary basic educational programs, internships, and the exchange of best practices. The article proposes a set of measures that ensure the development of the personnel potential of educational organizations of secondary vocational education, taking into account the requirements of the labor market, the economy, world standards, updating industry technologies and the introduction of information technologies.
