Assessment of State Agencies’ Practices in Managing Geotechnical Risk in Design–Build Projects

Policies and procedures of state highway agencies for articulating geotechnical information and requirements on design–build (DB) projects are the means to manage the geotechnical risk. Successful approaches and practices to managing geotechnical risk not only reduce the level of geotechnical uncertainty for both the owner and the competing design–builder but also distribute the remaining geotechnical risk between the parties. Discussed here are the differences with regard to geotechnical risk management, aspects of the DB procurement process, and contract aspects between state departments of transportation (DOTs) with experience delivering projects using the DB process versus those that are not as experienced. Results are presented from two independent sources of information: one was obtained through a literature review of aspects related to geotechnical requirements and management of DB projects and the other was obtained through an online survey of 38 state DOTs. Results of the study statistically demonstrate the value of DB experience in managing geotechnical risk and, accordingly, a set of recommended practices for agencies that are relatively new to DB project delivery, during both procurement and contract formation, is presented.

Awarding design-build (DB) contracts before a complete subsurface investigation is completed, makes mitigating the risk of differing site conditions difficult, if not impossible. The purpose of the study was to identify effective practices for managing geotechnical risk in DB projects, and it reports the results of a survey that included responses from 42 of 50 US state departments of transportation and a content analysis of DB requests for proposals from 26 states to gauge the client’s perspective, as well as 11 structured interviews with DB contractors to obtain the perspective from the other side of the DB contract.  A suite of DB geotechnical risk manage tools is presented based on the results of the analysis. Effective practices were found in three areas: enhancing communications on geotechnical issues before final proposals are submitted; the use of project-specific differing site conditions clauses; and expediting geotechnical design reviews after award. The major finding is that contract verbiage alone is not sufficient to transfer the risk of changed site conditions. The agency must actively communicate all the geotechnical information on hand at the time of the DB procurement and develop a contract strategy that reduces/retires the risk of geotechnical uncertainty as expeditiously as possible after award.

While for years most American State Highway Agencies (SHAs) have performed Road User Cost (RUC) calculations, no uniformity from state to state has been established. There is scant research available that documents the testing and validation of existing RUC calculation methods for highway rehabilitation projects. Especially scarce are studies addressing the unique problem of accurately calculating RUC in the event of lane closures. This research addresses this problem by describing and comparing two methods of making such calculations: A manual method developed by the Texas Transportation Institute (TTI), and adopted by many other state agencies, such as the Florida Department of Transportation (FDOT), and a commercial software package.

COVID-19 has significantly impacted young people’s lives yet little is known about the COVID-19 related sources of information they access. We performed a cross-sectional survey of pupils (11–16 years) in North Staffordshire, UK. 408 (23%) pupils responded to an online survey emailed to them by their school. Descriptive statistics were used to summarise the data. Social media, accessed by 68%, played a significant role in the provision of information, despite it not being considered trustworthy. 89% felt that COVID-19 had negatively affected their education. Gaps in the provision of information on COVID-19 have been identified.

Vaping is popular among adolescents. Previous research has explored sources of information and influence on youth vaping, including marketing, ads, family, peers, social media, and the internet. This research endeavors to expand understanding of peer influence. Our hypothesis is that friends’ influence on teen vapers’ first electronic nicotine delivery systems (ENDS) use varies by demographic variables and awareness of ENDS advertising. In August–October 2017, youth (n = 3174) aged 13–18 completed an online survey to quantify ENDS behaviors and attitudes and were invited to participate in follow-up online research in November-December 2017 to probe qualitative context around perceptions and motivations (n = 76). This analysis focused on the ENDS users, defined as having ever tried any ENDS product, from the survey (n = 1549) and the follow-up research (n = 39). Among survey respondents, friends were the most common source of vapers’ first ENDS product (60%). Most survey respondents tried their first ENDS product while “hanging out with friends” (54%). Among follow-up research participants, the theme of socializing was also prominent. ENDS advertising and marketing through social media had a strong association with friend networks; in fact, the odds of friends as source of the first vaping experience were 2 times higher for those who had seen ENDS ads on social media compared with other types of media. The influence of friends is particularly evident among non-Hispanic Whites, Hispanics/Latinos, those living in urban areas, those living in high-income households, those with higher self-esteem, and those who experiment with vaping. These findings support the premise that peer influence is a primary social influencer and reinforcer for vaping. Being included in a popular activity appears to be a strong driving force.

Abstract Background On the 19th of January, 2020, the Chief Medical Officer of Australia issued a statement about a novel coronavirus, or SARS-CoV-2. Since this date, there have been variable jurisdictional responses, including lockdowns, and restrictions on podiatry practice. This study aimed to describe impacts of the SARS-CoV-2 pandemic on the podiatry profession in Australia. Methods This was a cross sectional study of Australian podiatrists using demographic data collected between 2017 and 2020, and pandemic-related question responses collected between 30th March and 31st August, 2020. Data were collected online and participants described their work settings, patient funding types, business decisions and impacts, and information sources used to guide practice decisions during this time-period. Inductive thematic analysis was used to analyse open-ended questions about their practice impact of SARS-CoV-2. Results There were 732 survey responses, with 465 Australian podiatrists or podiatric surgeons providing responses describing pandemic impact. From these responses, 223 (49% of 453) podiatrists reported no supply issues, or having adequate supplies for the foreseeable future with personal protective equipment (PPE) or consumables to support effective infection prevention and control. The most frequent responses about employment, or hours of work, impact were reported in the various categories of “business as usual” (n = 312, 67%). Participants described most frequently using the local state and territory Department of Health websites (n = 347, 75%), and the Australian Podiatry Association (n = 334, 72%) to make decisions about their business. Overarching themes which resounded through open-ended comments was that working through the pandemic was likened to a marathon, and not a sprint. Themes were: (i) commitment to do this, (ii) it’s all in the plan, but not everything goes to plan, (iii) my support team must be part of getting through it, (iv) road blocks happen, and (v) nothing is easy, what’s next? Conclusion Podiatrists in Australia reported variable pandemic impact on their business decisions, PPE stores, and their valued sources of information. Podiatrists also described their “marathon” journey through the pandemic to date, with quotes describing their challenges and highlights. Describing these experiences should provide key learnings for future workforce challenges, should further restrictions come into place.

ObjectivePublic cooperation to practise preventive health behaviours is essential to manage the transmission of infectious diseases such as COVID-19. We aimed to investigate beliefs about COVID-19 diagnosis, transmission and prevention that have the potential to impact the uptake of recommended public health strategies.DesignAn online cross-sectional survey.ParticipantsA national sample of 1500 Australian adults with representative quotas for age and gender provided by an online panel provider.Main outcome measureProportion of participants with correct/incorrect knowledge of COVID-19 preventive behaviours and reasons for misconceptions.ResultsOf the 1802 potential participants contacted, 289 did not qualify, 13 declined and 1500 participated in the survey (response rate 83%). Most participants correctly identified ‘washing your hands regularly with soap and water’ (92%) and ‘staying at least 1.5 m away from others’ (90%) could help prevent COVID-19. Over 40% (incorrectly) considered wearing gloves outside of the home would prevent them from contracting COVID-19. Views about face masks were divided. Only 66% of participants correctly identified that ‘regular use of antibiotics’ would not prevent COVID-19.Most participants (90%) identified ‘fever, fatigue and cough’ as indicators of COVID-19. However, 42% of participants thought that being unable to ‘hold your breath for 10 s without coughing’ was an indicator of having the virus. The most frequently reported sources of COVID-19 information were commercial television channels (56%), the Australian Broadcasting Corporation (43%) and the Australian Government COVID-19 information app (31%).ConclusionsPublic messaging about hand hygiene and physical distancing to prevent transmission appears to have been effective. However, there are clear, identified barriers for many individuals that have the potential to impede uptake or maintenance of these behaviours in the long term. We need to develop public health messages that harness these barriers to improve future cooperation. Ensuring adherence to these interventions is critical.

The Mechanistic–Empirical Pavement Design Guide (MEPDG) considers a hierarchical approach to determine the input values necessary for most design parameters. Level 1 requires site-specific measurement of the material properties from laboratory testing, whereas other levels make use of equations developed from regression models to estimate the material properties. Resilient modulus is a mechanical property that characterizes the unbound and subgrade materials under loading that is essential for the mechanistic design of pavements. The MEPDG resilient modulus model makes use of a three-parameter constitutive model to characterize the nonlinear behavior of the geomaterials. As the resilient modulus tests are complex, expensive, and require lengthy preparation time, most state highway agencies are unlikely to implement them as routine daily applications. Therefore, it is imperative to make use of models to calculate these nonlinear parameters. Existing models to determine these parameters are frequently based on linear regression. With the development of machine learning techniques, it is feasible to develop simpler equations that can be used to estimate the nonlinear parameters more accurately. This study makes use of the Long-Term Pavement Performance database and machine learning techniques to improve the equations utilized to determine the nonlinear parameters crucial to estimate the resilient modulus of unbound base and subgrade materials.

A Review of: Brown, Cecilia M. and Ortega, Lina. “Information-Seeking Behavior of Physical Science Librarians: Does Research Inform Practice?” College & Research Libraries (2005). 66:231-47. Objective – As part of a larger study exploring the information environments of physical science librarians (Ortega & Brown), the authors’ overall objective for this study is to profile physical science librarians’ information behaviours. The authors’ two-part hypothesis was that first, peer-reviewed journals would be preferred over all other sources for research dissemination, resembling the preferences of scientists, and second, that peer-to-peer consultation would predominate for practice-oriented decisions. Design – Mixed methods: survey questionnaire followed by citation and content analysis. Setting – Five internationally disseminated professional association electronic mailing lists whose readership comprised those with interests in science librarianship: the American Library Association (ALA) Science and Technology Section; the American Society for Information Science & Technology (ASIST) Science and Technology Information Special Interest Group; the Special Library Association (SLA) Chemistry Division and its Physics-Astronomy-Mathematics Division; and the American Geological Institute Geoscience Information Society. Subjects – Seventy-two physical science librarians voluntarily responding to an online survey. Methods – A questionnaire was distributed to inquire about physical science librarians’ professional reading practices as well as their perceptions about the applicability of research to their work. Participants were asked to rank preferences among 11 resource types as sources supporting daily business, including personal communication, conference attendance, electronic mailing lists, and scholarly journals. Differences between the mean rankings of preferences were tested for significance by applying the Friedman test with p>0.0005. Journals identified most frequently were analyzed using the Institute for Scientific Information’s (ISI) Web of Science index and Ulrich’s Periodical Index to measure proportions of research and non-research citations, as well as the general topic areas covered by the journals. Next, content analysis was performed for the years 1995, 1997, and 2000 in order to characterize research methodologies used in the previously identified journals according to a previously tested schema (Buscha & Harter). Results from this portion of the study were compared with participants’ responses about journal usage. Main Results – Librarians reported using personal communication (both face-to-face and electronic mailing lists) more frequently as a means of information gathering than professional journals, Web sites, conferences, trade publications, monographs, or ‘other’ resources. Variations in responses appeared to correlate with years in the profession and in the respondents’ time in their current positions, although there are indications that the importance of all information resources to practice and research declines over time. The relative importance of resources is also shown in time spent reading journal literature, less than 5 hours per week for 86% of participants. Conclusion – For the first hypothesis, the authors found that unlike scientists, survey participants did not prefer research publications as vehicles for dissemination of their research results. For the second, librarians ranked peer-reviewed journals third in preference after personal communication and electronic mailing lists as sources of information supporting daily practice, supporting the second hypothesis that respondents would emulate the information use practices of mathematicians.

An increasing number of state highway agencies (SHAs) are using A (cost) + B (time cost) bidding ( A + B bidding) for highway construction. The A + B bidding concept is designed to shorten the total contract time by allowing each contractor to bid the number of days in which the work can be accomplished, in addition to the traditional cost bid. The SHA is then presented with the problem of determining a reasonable range of contract time submitted by the bidders. Most SHAs do not currently restrict the range of B. However, several problems may arise from an unrestricted range of B. First, if no minimum is set for B, a bidder may inflate the cost bid and submit an unreasonably low B, using the excess cost bid to cover the disincentives charged for exceeding the time bid. Second, if no maximum is set for B, then a bidder with a high B and a low-cost bid may be awarded the job and make an unreasonable amount of money from incentive payments. This study develops a quantified model of the price-time bidding contract. A construction cost-versus-time curve is developed from Florida Department of Transportation (DOT) data. The contractor’s price-versus-time curve is then combined with the road-user cost to determine the optimum lower limit to be set on B. Finally, several projects completed by the Florida DOT will be used to illustrate this model.

Many state highway agencies (SHAs) have adopted pay adjustment provisions in their acceptance plans for construction and materials. In these payment adjustment acceptance plans, the percentage of material within specification limits (PWL) has been selected as the quality measure to relate production quality to pay factors, and pay equations are used to determine a pay factor for a lot based on PWL. Various pay equations have been proposed by the highway community for adoption in SHAs’ specifications. However, the effectiveness of these pay equations has not been fully evaluated. Another issue concerning the pay adjustment acceptance plans is the risk associated with single and multiple pay factors. The purpose of this study was to evaluate the effects of different pay equations commonly used by SHAs and the risks associated with pay adjustment acceptance plans. This was achieved by developing operating characteristic curves associated with various pay factors and expected pay curves and Monte Carlo simulation for assessing the effects in the long run. The methodology suggested in this paper is transferable elsewhere where similar materials and specifications are used for the acceptance of pavements.
