Quick-dry waterborne traffic paints have dramatically improved since their introduction more than 25 years ago, largely because of improvements in waterborne polymer technology. Paints today can be designed to better meet the needs of the pavement marking industry, but the improved performance is only realized when specifications are kept up to date. Because of the many separate specifying agencies, there is significant disparity in specifications in terms of approach, requirements, test types and procedures, and language. Furthermore, specifications are commonly filled with historical remnants (i.e., tests that are outdated or redundant or that do not predict or correlate with performance in the field). This paper draws on three decades of laboratory and field trial data to demonstrate some of the variation in performance from one paint to another and to provide some guidance on what types of tests and specifications can help a road authority ensure it is getting good quality traffic paint. The data are presented to outline and propose strategies for updating, improving, and streamlining waterborne traffic paint specifications.

The diamond films of the early 1980s presented two quite different challenges. First how could this new form of diamond be exploited technically? Second, how could this clearly nonequilibrium generation of diamond be understood and the understanding be used to maximum effect? We shall be discussing the ideas of theory and modeling, and we will show how they have contributed to the interplay of science and technology.The science of diamond films is the art of beating nature in the use of carbon. Theory gives the understanding to improve this art. One way in which we improve on nature is in new geometries: controlled growth over selected surfaces o surface regions. The coverage, defect density, microstructure, and rate of growth are key issues. Another way to beat nature is controlled doping. Could wmake n-type semiconductors or lasers using diamond films? A third direction might be routes to control interfaces. Grai boundaries and the regions between small, misaligned crystals affect thermal properties and electron emission. Difficulties with electrical contacts may limit the use of diamond films as semiconductors or insulators. Substrate-film adhesion can determine tribological performance.If theory is to play a role in controlling film deposition, we need to understand the role of theory itself. Theory can add value at several distinct levels. At the highest level, modeling has the potential to provide a substitute for experiment, especially when information is needed about behavior at extreme conditions. When the phenomena are very fast or very complex, theory can be used to interpret limited experiments. At a more modest level, even simple quantitative models can illustrate the many processes occurring during film growth. Atomistic theories of this type can identify the rate-determining steps and point to ways of influencing them. Mesoscopic theories, especially combined with macroscopic approaches like elasticity theory, can identify routes to improved performance.

Semantic interoperability is the key to achieving global interoperability in healthcare information technology. The benefits are tremendous – the sharing of clinical data for multiple uses including patient care, research, reimbursement, audit and analyses, education, health surveillance, and many other uses. Patient safety, higher quality healthcare, more effective and efficient healthcare, increased outcomes, and potentially improved performance, higher quality of life and longer lifetimes are potential results. Decision support and the immediate linking of knowledge to the care process become easier. Semantic interoperability is a worthy goal. There are many barriers to achieving semantic interoperability. Key among these is the resolution of the many issues relating to the terminologies used in defining, describing and documenting health care. Each of these controlled terminologies has a reason for being and a following. The terminologies conflict and overlap; the granularity is not sufficiently rich for direct clinical use; there are gaps that prevent an exhaustive set; there are major variances in cost and accessibility; and no one appears eager or willing to make the ultimate decisions required to solve the problem. This chapter defines and describes the purpose and characteristics of the major terminologies in use in healthcare today. Terminology sets are compared in purpose, form and content. Finally, a proposed solution is presented based on a global master metadictionary of data elements with a rich set of attributes including names that may come from existing controlled terminologies, precise definitions to remove ambiguity in use, and complete value sets of possible values. The focus is on data elements because data elements are the basic unit of data interchange.

The Digital era has the benefits in unearthing a large amount of imperative material. One such digital document is social media data, which when processed can give rise to information which can be helpful to our society. One of the many things that we can unearth from social media is events. Twitter is a very popular microblog that encompasses fruitful and rich information on real world events and popular topics. Event detection in view of situational awareness for crisis response is an important need of the current world. The identification of tweets comprising information that may assist in help and rescue operation is crucial. Most pertinent features for this process of identification are studied and the inferences are given in this article. The efficiency and practicality of the features are discussed here. This article also presents the results of experimentation carried out to assess the most relevant combination of features for improved performance in event detection from Twitter.

Although the motivational technique of goal setting has consistently and reliably improved performance in industrial psychology research, this beneficial effect has not been clearly demonstrated in the sport domain. The many proposed explanations for this discrepancy have resulted in a controversy in the literature. However, scientists have overlooked the importance of statistical power. A meta-analytic review of the literature investigating the effects of goal setting on performance in sport and exercise could help to clarify the state of knowledge. The meta-analytic procedures described by Hedges and Olkin (1985) were used to statistically combine 36 studies identified as meeting inclusion criteria. Results indicate that, overall, setting goals improves sport by 0.34 of a standard deviation. Moderate, absolute, and combined short- and long-term goals were associated with the greatest effects. Additional moderator variables were identified, and the extent to which they alter the goal setting–performance relationship is discussed.
