Planning Truck-Only Lanes: Emerging Lessons from the Southern California Experience

Recent efforts to develop truck-only facilities in the United States are discussed. The rationale for truck-only highways is described, and the history of efforts to separate trucks and automobiles on the nation's roadways is presented. The truck lane program of the Southern California Association of Governments is one of the most ambitious programs of its type in the United States. Preliminary analysis of truck lanes for SR-60 and I-710 is described. SR-60 is an east–west corridor linking downtown Los Angeles with the warehouse and manufacturing districts of the San Gabriel Valley and the Inland Empire. 1-710 is the major access route to the ports of Los Angeles and Long Beach. Both freeways each have one of the highest truck volumes in California, and truck mobility on these corridors is a significant problem. Truck lane projects on SR-60 and I-710 are in the feasibility analysis stage and much has been learned in these early studies. Various issues are addressed, including the trade-off between limiting access to improve operational costs and limit capital costs, need to generate demand, time-of-day distribution of truck traffic and its relationship to potentially benefit truck mobility, and need for improved analytical tools. Also described are issues related to facility design and configuration, demand analysis, and toll analysis.

Chapter one examines the early history of adult video from a variety of technological, cultural, and industrial perspectives beginning with the Panoram, a device invented in the 1940s and completely unintended for pornography. Following is an analysis of the adult motel landscape of Southern California, an early site of adult video distribution. The chapter concludes with a history of the early pioneers of adult video, including George Atkinson, who created the first video rental store in the United States.

The third chapter is a western tale of national and global import. That tale, which sutures the split between the history of incarceration within the United States and the history of deportation from the United States, swirls around the passage of the 1892 Geary Act, a federal law that required all Chinese laborers in the United States to prove their legal residence and register with the federal government or be subject to up to one year of imprisonment at hard labor and, then, deportation. Chinese immigrants rebelled against the new law, refusing to be locked out, kicked out, or singled out for imprisonment. Launching the first mass civil disobedience campaign for immigrant rights in the history of the United States, Chinese immigrants forced the U.S. Supreme Court to issue a set of sweeping and enduring decisions regarding the future of U.S. immigration control. Buried in those decisions, which cut through Los Angeles during the summer of 1893, lay the invention of immigrant detention as a nonpunitive form of caging noncitizens within the United States. It was then an obscure and contested practice of indisputably racist origins. It is now one of the most dynamic sectors of the U.S. carceral landscape.

Charting Nicholas Remisoff’s artistic legacy during his California period, this essay explores his contributions to the cultural landscape of the state and emphasizes his work on live stage productions in San Francisco and Los Angeles in the early 1930s and 1940s. Delineating the critical reception of Remisoff’s work in opera, ballet and theatre in these cities, this essay also highlights the artist’s interactions and key collaborations with other Russian and European émigré artists and reflects on the nature of Remisoff’s particular affinity with Southern California.

The fifth chapter continues to chart the rise of Mexican and Mexican American incarceration in the United States. Like Magon’s rebellion, it is a tale that unfolded in Los Angeles and across the U.S.-Mexico borderlands. Like the history of immigrant detention, it is a story about the collision of deportation and incarceration. But in particular, Chapter 5 examines how, during the 1920s and 1930s, the politics of controlling Mexican immigration to the United States directly prompted the criminalization of unauthorized border crossings and, in turn, triggered a steady rise in the number of Mexicans imprisoned within the United States. Home to the largest Mexican community within the United States, Los Angeles was ground zero for the politics and practices of Mexican incarceration in these years.

This chapter traces the history of Brazilian music in Los Angeles, covering the journey of the collation of rhythms known as samba into the rest of the Americas, to the emergence of bossa nova as a major cultural force, to the post-bossa Brazilian sound in the United States. It argues that as music moves, it operates according to its own logic. Influences are fluid: a bossa nova rhythm can morph easily into a second line, a two step can slide into a samba, and writing music is, thankfully, a far more interesting way to write history than history writing. But it is undeniable that, since the late 1930s, the language, swing, and palette of Brazilian music have influenced the world and changed music in the city of Los Angeles profoundly, while very few of us noticed.

The Making of American Catholicism: Regional Culture and the Catholic Experience argues that regional and transnational relationships have been central to the making of American Catholicism. The book traces the development of Catholic cultures in the South, the Midwest, the West, and the Northeast and their contribution to larger patterns of Catholicism in the United States. Exploring the history of Catholic cultures in New Orleans, Iowa, Wisconsin, Los Angeles, and New York City, the book carefully explores the history of American Catholic cultures across regions and their relation to factors such as national origin, ethnicity, race, and gender. The chapters include close analysis of the historical experiences of Latinx and African American Catholics as well as European immigrant Catholics. Eschewing a national or nationalistic focus that might elide or neglect global connections or local complexity, the book offers an interpretation of the American Catholic experience that encompasses local, national, and transnational histories by emphasizing the diverse origins of Catholics in the United States, their long-standing ties to transnational communities of Catholic believers, and the role of region in shaping the contours of American Catholic religiosity. Drawing on extensive archival research, the book argues that regional American Catholic cultures and a larger American Catholicism developed as transnational Catholic laity and clergy ecclesiastically linked to and by Rome in a hierarchical, authoritarian, and communalistic “universal Church” creatively adapted their devotional and ideological practices in particular American regional contexts that emphasized notions of republicanism, religious liberty, individualistic capitalism, race, ethnicity, and gender.

Writing from her position as the Office of Indian Affairs (OIA) Superintendent at the Potrero School on the Morongo (Malki) reservation in southern California in 1909, Clara D. True concluded an article on her experiences as an Anglo teacher working with American Indian populations in the United States: The more one knows of the Indian as he really is, not as he appears to the tourist, the teacher, or the preacher, the more one wonders. The remnant of knowledge that the Red Brother has is an inheritance from a people of higher thought than we have usually based our speculation upon. It is to be regretted that in dealing with the Indian we have not regarded him worthwhile until it is too late to enrich our literature and traditions with the contribution he could so easily have made. We have regarded him as a thing to be robbed and converted rather than as a being with intellect, sensibilities, and will, all highly developed, the development being one on different lines from our own as only necessity dictated. The continent was his college. The slothful student was expelled from it by President Nature. Physically, mentally, and morally, the North American Indian before the degradation at our hands was a man whom his descendants need not despise.
