User Assessment of Intersection Chapter Procedures in Highway Capacity Manual 1997 Update

Participants from California cities and counties participated in a 1-year local technical assistance program for learning, applying, and evaluating the procedures in the 1997 update to the Highway Capacity Manual (HCM) for the analysis of signalized and unsignalized intersections. Training and technical assistance were provided to the participants on the practical application of the 1997 HCM procedures. Field studies and HCM applications were undertaken at 28 signalized and unsignalized intersections by 25 first-time HCM users in 22 cities and counties. The findings from the project evaluation indicate that the project was highly successful and that similar educational and application experiences should be undertaken for new users of the HCM 2000 in other states. The assessment of the analysis techniques and software will aid the Committee on Highway Capacity and Quality of Service in better understanding the needs and desires of users for future editions of the HCM as well as software developers in better meeting the needs of users.

The seventeenth session of the Council of the Food and Agriculture Organization, which met in Rome from June 15 to 24, 1953, under the chairmanship of Josue de Castro, was concerned primarily with preparations for the seventh FAO Conference scheduled to convene on November 23. Colombia, the Netherlands, the Philippines and Spain attended the Council for the first time since their election to that body at the sixth FAO Conference. In considering the budget and work program which had been prepared by the Director-General for the seventh Conference, the Council agreed that the program for the next two years would, of necessity, consist principally of continuations of existing projects. The budgets proposed by the Director-General (Dodd) of $6,040,000 and $6,200,000 for 1954 and 1955, respectively, were larger than the approved budget of $5,250,000 for 1953; the Council pointed out, however, that a large part of the increase was necessitated by normal salary increments, allowance costs and similar expenses. In view of the opinions which had been expressed by several FAO members opposing any increase in the organization's budget and tending to favor stable or even smaller budgets for the next two years, the Council asked the Director-General to prepare a report for the Conference showing the program implications of a budget at the 1953 level and also at a level of $5,500,000. Concerning the expanded technical assistance program, the Council noted with some concern that the actual funds expected to be available for FAO's share of the 1954 program were likely to be about half of the $12 million originally budgeted for the program on a suggestion of the Technical Assistance Board.

In 5th edition of Highway Capacity Manual (2010) the methodology for evaluating the quality of service provided to pedestrians traveling through a signalized intersection first time was shown. The same methodology has been retained in the latest edition of the aforementioned manual. Provided methodology include determination of the key parameters for evaluation the quality of service of pedestrian flows on signalized intersections. In this paper mentioned methodology was shown through the short procedural steps. In order to verify the possibility of applying this procedure in local conditions, an analysis of traffic conditions at an intersection in Novi Sad was performed as an example.

The 2000 release of the Highway Capacity Manual (HCM) provides for the first time a corridor analysis method that guides users in the application of various chapters of the HCM to the analysis of automobiles and transit in a corridor. Together with the recent publication of the Transit Capacity and Quality of Service Manual (TCQSM), the HCM 2000 represents a significant advance in the direction of multimodal level-of-service (LOS) analysis. However, relatively little guidance is given in either the HCM or the TCQSM on the compilation of automobile and transit segment levels of service into a measure of corridor level of service. In addition, bicycles and pedestrians are ignored in the corridor methodology. A methodology was developed and tested in Florida for measuring and reporting the user-perceived quality of service for highway corridors from a multimodal perspective. Automobile and transit LOS analyses are based on the HCM 2000 and TCQSM, respectively. Bicycle and pedestrian levels of service are based on the bicycle and pedestrian LOS models, respectively. Four classes of corridors are recommended, and the methodology was tested on two classes of urban corridors, with and without a freeway. The methodology is applied in three steps: ( a) corridor definition, ( b) computation of modal level of service, and ( c) reporting of results. The methodology was applied to six case studies throughout Florida at generalized and conceptual planning levels. Conclusions about the methodology were drawn from the case studies; the main conclusion is that the methodology provided a reliable overall indicator of corridor level of service by mode.

This article presents the results of a number of operations research studies (OR) of family planning services provided by a new cadre of female village-based family planning workers in Punjab Province, Pakistan. This cadre of workers, recruited nationwide, have been trained to visit women in their villages to provide information and family planning services. The studies were conducted as part of a broad program of technical assistance to the Government of Pakistan. Surveys investigated the quality of their training as well as attitudes among clients to the new program. They found that the program is developing well but there is room for improvement, particularly in counseling and training. Additional field studies are ongoing and recommendations for change have been incorporated in training and supervision. The program is expanding on a national scale.

Abstract Peter Müller-Munk Associates, an American industrial design firm, established the Turkish Handicraft Development Office in 1957 in Ankara as part of the US technical assistance program to developing nations. The aim of the program was to improve selected local crafts products in order to make them appealing for the American market. To this end, American designers and local craftspeople produced about 150 prototypes formed by creative combinations of meerschaum, copperware, ceramics, woodwork and basket weaving. When the office was closed in the early 1960s because of its failure to mass-produce the samples, it left behind a lively debate regarding the improvement of craft production and its relation to industrialization and economic growth. This article focuses on these debates to determine the place allocated to design within the discussions of crafts as a socio-economic activity. The article will focus on the reception of the design assistance program among the local actors to answer how Turkish crafts practitioners and officials perceived design, how the emergent concept of design was linked with handicraft and artisanal production, and how it took place as part of the agenda of economic and industrial development.

Communication barriers arise in the technology transfer process. The Local Technical Assistance Program, formerly the Rural Technical Assistance Program, of FHWA offers many success stories of barriers overcome and effective technology transfer occurring.

Inspired by developments in urban planning, the concept of “shared space” has recently emerged as a way of creating a better public realm. This is achieved through a range of streetscape treatments aimed at asserting the function of streets as places by facilitating pedestrian movement and lowering vehicle traffic volumes and speeds. The characteristics of streets with elements of shared space point to the conjecture that traffic conditions and road user perceptions may be different to those on streets designed according to more conventional principles, and this is likely to have an impact on the quality of service. The aim of this paper is, therefore, to perform an analysis in relation to level of service (LOS) and to investigate how this may change as a result of the implementation of street layouts with elements of shared space. Using video data from the Exhibition Road site in London during periods before and after its conversion from a conventional dual carriageway to a layout featuring several elements of shared space, changes in relation to LOS for both vehicle traffic and pedestrians are investigated, by applying the corresponding methods from the 2010 Highway Capacity Manual. The results suggest that streets with elements of shared space provide a much improved pedestrian experience, as expressed by higher LOS ratings, but without compromising the quality of vehicle traffic flow, which, in fact, also sees slight improvements.
