The Bath-Woolwich Bridge in Maine will have the longest precast balanced cantilever concrete segmental span in America—128 m (420 ft)—when completed. It carries U.S. Route 1 over the Kennebec River between the city of Bath and the town of Woolwich. The bridge is scheduled for completion in July 2000. The bridge designed by the design-build team has a total length of 906 m, with 12 spans at lengths of 56-56-56-80-128-116-101-101-62-50-50-50 m. The 56- and 50-m end spans are cast-in-place concrete box girders. The center spans are precast concrete segmental erected in balanced cantilever. The two-cell box girder superstructure segments vary in depth from 6 m at the piers to 2.8 m at midspan. The Maine Department of Transportation developed a unique procedure to select a design-build team for this project, which included prequalifying four design-build teams to submit proposals; scoring of technical proposals by a diverse group of 19 individuals; and combining scores with price by dividing the price by the score, with the lowest price per score point winning. The Maine Department of Transportation’s design-build selection process assured Maine of the best value for this important project.

The use of Alternative Technical Concepts (ATC) is becoming widespread in design-build transportation projects in the United States. According to Federal Highway Administration (FHWA) ATC is a request by a proposer (usually in design-build projects) to modify a contract requirement for gaining competitive advantage over competition. The owner, usually a state department of transportation, requires that the ATC provide a better or at least equal solution to the owner’s design requirements. In Design-Build (DB) projects, the ATC is usually proposed by a proposer during the Request for Proposal (RFP) process and is considered in the evaluation and selection of the proposers in conjunction with the Best Value (BV) method of selection. In this paper, the authors have focused on two case studies involving ATC implementation and negotiations with the Massachusetts Department of Transportation (MassDOT) highlighting advantages and disadvantages of using ATC in DB contracts. In each case, the nature of ATC and the approval process is discussed. In the first case, the approved ATCs provided the proposer with a clear advantage in winning a contract with the agency despite not being the low bidder. In the second case, the proposed and approved ATCs did not result in winning a contract despite being the low bidder.

Best value PIPS has been introduced in the Netherlands in the procurement of construction systems. The Water Board De Dommel utilized best value PIPS to select engineering consultant services. The test differed from other Dutch tests in that the PIPS process used the pre-award phase before the award phase. The best value selection of engineers also proposes that design firms can compete on value (price and performance). The engineering selection process was much closer to the original BVP/PIPS than the construction phases. The major lesson learned is the BVP/PIPS is a paradigm shift. The success of the test led to the recommendation of more professional services using BVP/PIPS.

Performance in the construction industry is wrought with challenges and owners often are victim to cost and schedule overruns, particularly on high profile projects that are large, complex, and risky. Alternative project delivery methods and techniques are continually being developed and implemented by buyers of construction services to address these problems. The Best Value Business Model (BVBM) has been rigorously tested and shown to improve project performance via its three-phased approach to project delivery. BVBM increases performance throughout the construction project lifecycle by utilizing value-based selection processes, pre-contract planning methodologies, and performance measurement systems. The objective of this research is to provide a detailed case study of BVBM application on a design-build project to deliver a highly complex research facility with tight schedule and budget thresholds. The implementation process is discussed in detail and project results are provided and analyzed to demonstrate the ability of BVBM to improve project performance. Special attention is paid to the ability of BVBM to optimize project cost and schedule performance through the application of a value-based selection methodology, a pre-contract preplanning period, and a weekly risk management system.

The partnering process used by the Arizona Department of Transportation in the execution of an $89 million design-build reconstruction of an urban freeway through a congested section of Phoenix is described. The project is changing 6 lanes into 10 lanes by adding a high-occupancy vehicle lane, along with auxiliary lanes, between the entrance and exit ramps over a 13-km (8-mi) stretch of freeway. It involves the demolition and replacement of two bridges that carry major arterial roads over the freeway by using single-point urban interchanges along with several kilometers (miles) of sound walls, new freeway lighting, and an automated freeway management system. Design-build by its nature lends itself to the partnering concept. The partnering concept ideas of increased communication, alignment of goals, and development of a dispute resolution system fit perfectly with design-build’s overarching theme of single-point responsibility for the owner. Increased pressure because of schedule compression typical of most design-build projects makes partnering a vital necessity. Several innovative partnering ideas used on the design-build project to overcome the problems inherent in a complex, high-profile, fast-paced construction project are described.

ABSTRACT The Office of Pipeline Safety (OPS), U.S. Department of Transportation plans and conducts about 20 government-led tabletop exercises and two area exercises annually under its Oil Pollution Act of 1990 (OPA 90) drill program. Until recently, one of the main objectives in the drill candidate selection process each year was to select a mixture of operators whose pipeline facility spill response plans represented the range of plans required under the agency's OPA 90 regulation. The annual list of drill candidates represented large to small operators transporting crude oil and refined products in various regions of the country. While this approach has worked well, OPS wanted to ensure that the selection process was not inadvertently missing operators whose pipeline facility spills pose the greatest threats to safety and the environment. As a result, OPS developed a quantitative-based process to identify drill candidates. The process uses weighted factors, including input from the Regional Pipeline Safety Offices combined with professional judgment to produce a risk-based approach to help OPS select the operators to drill.

This research was conducted aiming to design a New Student Selection Decision Support System. To help the selection process for new student admissions at the Indonesian Business Polytechnic, a decision support system (SPK) was designed to help the data processing of prospective new students who register using the Weighteded Product (WP) method. This Weighteded Product method is done by using multiplication to link the attribute rating, where the rating of each attribute must be raised first with the Weighted of the attribute in question. The criteria used in this Decision Support System consist of: capacity, achievement, academic tests, age, and passing scores. From the sample of data examined, the ranking results were found to be the best value of prospective students with a value of 0.0841 and 0.0791.
