Automatic Vehicle Location: Implementation, Application, and Benefits in the United Kingdom

Automatic vehicle location (AVL) is playing an increasingly important role in public transport operations in the United Kingdom, providing support for real-time management and control of bus fleets and the platform for other beneficial functions including passenger information systems and bus priority. The current and emerging use of AVL in the United Kingdom for public transport is considered in this paper, focusing in particular on developments in London and Southampton where substantial use is being made of AVL. Following a summary description of AVL systems and technologies, examples are presented of the use of AVL for real-time passenger information at bus stops, particularly the COUNTDOWN and STOPWATCH systems in London and Southampton, respectively. Technical aspects are described together with evaluation results including passenger attitudes and financial criteria. Positive results in both cities have led to commitments for citywide implementations. The use of AVL in applications for bus priority at traffic signals is described, including a comparative review of different architectures and techniques that have emerged. Results of a feasibility study for the use of AVL in this context in London are presented. This study indicated that using AVL to target high-occupancy, high-headway buses with higher levels of priority could provide economic benefits for buses and passengers up to twice those achieved with current operations, where priority is equally available to all buses. Deployment details of this application, related to COUNTDOWN, are described. The paper concludes with the outlook for AVL, particularly for greater integration with traffic control systems, where significant potential benefits are outlined.

Bus rapid transit (BRT) is one of the strategies to promote improvements in urban mobility. In this study, BRT scenarios, which integrate exclusive bus lanes and bus priority signal control in mixed traffic scenarios, were modelled using a VISSIM microsimulation. Three scenarios of BRT were modelled to represent 16:84, 38:62 and 54:46 modal splits between public transport and private vehicles. It was found that Scenario 4 (the 54:46 scenario) offers better benefits in terms of delay time saving and economic benefits. In general, it was found that the BRT system enhances the functioning of the transport system and provides people with faster and better mobility facilities, resulting in attractive social and economic benefits, especially on a higher modal split of public transport. It is regarded as one strategy to alleviate traffic congestion and reduce dependency on private vehicles. The finding of this study provides an insight on the effective concept of the BRT system, which may promote the dissemination of an urban mobility solution in the city. The results can help policymakers and local authorities in the management of a transport network in order to ensure reliable and sustainable transport.

Applications of information technology are expanding rapidly across all modes of transport, under the general heading of intelligent transport systems (ITS). For bus-based public transport, a cluster of applications has been developed that can help improve the efficiency and performance of buses on the street, thus helping to provide a real transport alternative to the private car. An initial summary of a range of such ITS examples in Europe is provided, including automatic vehicle location (AVL), bus priority in traffic control systems, automatic ticketing systems, automatic camera enforcement systems, and variable message signs. Then the focus shifts to one area where activity is most pronounced—the implementation of AVL systems and their integration with urban traffic control (UTC) systems. A review of typical AVL/UTC systems operational in Europe is then presented through the identification of some eight alternative architectures and associated system characteristics, such as the technologies used and the location of bus priority “intelligence.” This is followed by a summary of examples from cities in Europe that have implemented these architectures, together with typical results illustrating the effectiveness of these systems. The diversity of architectures, technologies, and systems is recognized as beneficial in providing customer choice, but can generate a significant difficulty for decision makers in local authorities wishing to invest in public transport ITS technologies. A concluding discussion lists some of the key issues involved in this investment process.

This commentary explores the manner in which the current COVID-19 crisis is affecting key sources of entrepreneurial finance in the United Kingdom. We posit that the unique relational nature of entrepreneurial finance may make it highly susceptible to such a shock owing to the need for face-to-face interaction between investors and entrepreneurs. The article explores this conjecture by scrutinising a real-time data source of equity investments. Our findings suggest that the volume of new equity transactions in the United Kingdom has declined markedly since the outbreak of the COVID-19 pandemic. It appears that seed finance is the main type of entrepreneurial finance most acutely affected by the crisis, which typically goes to the most nascent entrepreneurial start-ups facing the greatest obstacles obtaining finance. Policy makers can utilise these real-time data sources to help inform their strategic policy interventions to assist the firms most affected by crisis events.

Background and ObjectiveThis article compares the policy, care systems, and legislation surrounding acquired brain injury (ABI) in the United Kingdom (UK) and the United States (US). Consistent with their shared histories, many similarities in terms of culture, language, and politics, and their history of cooperative relations in military and diplomatic efforts, the US and UK have taken similar approaches toward meeting the needs of persons with ABI and their family caregivers. However, important distinctions exist.Method and FindingsThrough a comprehensive narrative review, the article describes both common as well as distinct aspects of the system of ABI services from acute care through to long-term community rehabilitation.ConclusionsThe article concludes by discussing areas of potential collaboration in research, services, policy, and training to advance best practice approaches in both nations.

Background. Initially the course of the 2009 swine flu pandemic was uncertain and impossible to predict with any confidence. An effective prospective data resource exists in the United Kingdom (UK) that could have been utilized to describe the scope and extent of the swine flu outbreak as it unfolded. We describe the 2009 swine flu outbreak in the UK as recorded daily by general practitioners and the potential use of this database for real-time tracking of flu outbreaks. Methods. Using the General Practice Research Database, a real-time general practice, electronic database, we estimated influenza incidence from July 1998 to September 2009 according to age, region, and calendar time. Results. From 1998 to2008, influenza outbreaks regularly occurred yearly from October to March, but did not typically occur from April to September until the swine flu outbreak began in April 2009. The weekly incidence rose gradually, peaking at the end of July, and the outbreak had largely dissipated by early September. Conclusions. The UK swine flu outbreak, recorded in real time by a large group of general practitioners, was mild and limited in time. Simultaneous online access seemed feasible and could have provided additional clinical-based evidence at an early planning stage of the outbreak.
