Waterborne Passenger Transportation Planning in Rhode Island

The state of Rhode Island had no plan for waterborne passenger transportation, even though the state sits astride Narragansett Bay and has several existing ferry operations. The Rhode Island Department of Transportation (RIDOT) recognized the need to create such a plan to clarify the desired role of waterborne transportation in the state’s transportation system and the agency’s responsibility for its development. RIDOT undertook the development of a waterborne passenger transportation plan to guide decisions about capital investments, to provide a basis for seeking federal funding, and to assist ferry operators in their decisions about establishing or expanding services. The plan addresses a broad range of issues and includes a set of policies and actions for the state’s waterborne passenger transportation system.

A proposed set of aviation system performance measures that have been defined to support multimodal transportation planning in California is presented. As part of the 1998 update of the California Transportation Plan (CTP), the California Department of Transportation has defined a framework of system performance measures that could be applied on a multimodal basis to assess the performance of the transportation system, support informed decision making, and establish a coordinated and consistent process for performance measurement throughout the state. The research that is described examined approaches to measuring the performance of the aviation system that have been adopted at a national level and in other states, as well as general principles for measurement of transportation system performance that emerged from a conference held in 1997 as part of the CTP update process. The range of considerations that arise in measuring the performance of the aviation system is discussed, and potential performance measures that have been proposed to address the requirements of the CTP framework are identified. Finally, issues that will need to be addressed in implementing any comprehensive set of performance measures for the aviation component of the transportation system are discussed.

This chapter unfolds how Narragansetts understood the areas around Narragansett Bay as vital homelands connecting land and water, focusing especially on conceptions of swamps as valuable, powerful locales that served critical ecological functions. It tracks how Narragansetts interacted with early New England colonizers during the formation of Rhode Island, including the exiled Roger Williams, and experienced difficult pressures in the seventeenth century prior to the outbreak of war in 1675, entailing controversies over land, wampum, sovereignty, and trading relationships. It examines the devastating colonial attack on a Narragansett and Wampanoag encampment inside the Great Swamp in December 1675, and how survivors of that devastating massacre regrouped and navigated new challenges in colonial legal arenas and an emerging tribal reservation system. It then examines a series of colonial monumentalizing activities in the eighteenth and nineteenth centuries, which developed in tandem with rising attitudes of anti-Indian racism and exclusionary politics, culminating in the forced “detribalization” of the Narragansetts by the state of Rhode Island in the 1880s.

Special attention is given to the statutes and case law that govern the estimation of damages in personal injury and wrongful death actions, including medical malpractice. SummaryThe role of intravascular coagulation in the production of the generalized Shwartzman phenomenon has been evaluated. The administration of endotoxin to animals prepared with Thorotrast results in activation of the coagulation mechanism with the resultant deposition of fibrinoid material in the renal glomeruli. Anticoagulation prevents alterations in the state of the coagulation system and inhibits development of the renal lesions. Platelets are not primarily involved. Platelet antiserum produces similar lesions in animals prepared with Thorotrast, but appears to do so in a manner which does not significantly involve intravascular coagulation.The production of adrenal cortical hemorrhage, comparable to that seen in the Waterhouse-Friderichsen syndrome, following the administration of endotoxin to animals that had previously received ACTH does not require intravascular coagulation and may not be a manifestation of the generalized Shwartzman phenomenon.

The article considers the problem of bureaucratisation of the state and the most important social and economic consequences of this phenomenon. The essence of bureaucracy has been revealed, characteristic features of its functioning in Russia have been analyzed; the material base of bureaucracy and its dominating status in the society have been substantiated. The conclusion has been made that the process of changing the role of the budget to serve the interests of bureaucracy is being accomplished.

This book is designed to remove Peter Kropotkin from the framework of classical anarchism. By focusing attention on his theory of mutual aid, it argues that the classical framing distorts Kropotkin's political theory by associating it with a narrowly positivistic conception of science, a naively optimistic idea of human nature and a millenarian idea of revolution. Kropotkin's abiding concern with Russian revolutionary politics is the lens for this analysis. The argument is that his engagement with nihilism shaped his conception of science and that his expeditions in Siberia underpinned an approach to social analysis that was rooted in geography. Looking at Kropotkin's relationship with Elisée Reclus and Erico Malatesta and examining his critical appreciation of P-J. Proudhon, Michael Bakunin and Max Stirner, the study shows how he understood anarchist traditions and reveals the special character of his anarchist communism. His idea of the state as a colonising process and his contention that exploitation and oppression operate in global contexts is a key feature of this. Kropotkin's views about the role of theory in revolutionary practice show how he developed this critique of the state and capitalism to advance an idea of political change that combined the building of non-state alternatives through direct action and wilful disobedience. Against critics who argue that Kropotkin betrayed these principles in 1914, the book suggests that this controversial decision was consistent with his anarchism and that it reflected his judgment about the prospects of anarchistic revolution in Russia.
