Washington State’s Highway Capital Construction Programming Process

The Washington State Department of Transportation (WSDOT) has traditionally been a leader in developing and applying a structured highway capital construction programming process. However, in 1990 it became clear that a new, emerging set of policy issues would confront WSDOT and the transportation commission, and changes to the capital programming process would be needed. Key objectives to be met included ( a) a strong, clear connection between the programming process and the emerging policy concerns; ( b) a strengthened ability to highlight and evaluate key trade-offs in funding projects; and ( c) incorporation of greater flexibility and accountability in recommending projects. A study sponsored by the state’s Legislative Transportation Committee in 1991 reviewed the existing process from both a technical and a policy perspective and recommended changes. A revised capital programming process was recommended to achieve the following: ( a) a more clearly defined capital program structure; ( b) clearer relationship of the programming process to policy goals and objectives; ( c) a more flexible process for allocating resources to competing requirements for funds, as well as greater coordination with other agencies and stakeholders; ( d) application of rational methods in ranking projects by priority, including the use of benefit-cost measures as appropriate; ( e) consideration of the full range of transportation solutions to a problem; and ( f) more complete and timely communication of policy objectives, resulting programs and projects, and performance measures. Enabling legislation was enacted in 1993, and WSDOT and the transportation commission have since implemented this new process.

<p>Training and development as a practice and procedure of procedures undertaken for the improvement of employee's performance in terms of his attitude, skills, knowledge and behavior has become a very important practice in human resource management in successful organizations. The realization of this practice in its full range of public organizations is a real challenge, it's because public organizations often operate under a strict legal framework and of these practices use and flexibility and efficiency is difficult. The main purpose of this paper is to present the main theoretical approaches related to training in public administration all specials presents this practice in the budgetary sectors. Further, in a more practical level, other purpose of this paper is to analyze the relationship of training with performance seen in two levels; individual and organizational.</p><p>To realize the goals of this paper are following two main ways. Initially he conducted a theoretical picture of attitudes to assess performance and its position in view of the performance of public administrator. Later in order to answer to key questions of research is designed and distributed a questionnaire on the Albanian public administration whose data are processed further. At the end of this work based on literature review and practical results reflected some recommendations and conclusions.</p>

Abstract. Identifying pilot attributes associated with risk is important, especially in general aviation where pilot error is implicated in most accidents. This research examined the relationship of pilot age, expertise, and cognitive functioning to deviations from an ideal circuit trajectory. In all, 54 pilots, of varying age, flew a Cessna 172 simulator. Cognitive measures were obtained using the CogScreen-AE ( Kay, 1995 ). Older age and lower levels of expertise and cognitive functioning were associated with significantly greater flight path deviations. The relationship between age and performance was fully mediated by a cluster of cognitive factors: speed and working memory, visual attention, and cognitive flexibility. These findings add to the literature showing that age-related changes in cognition may impact pilot performance.

The independent Migration Advisory Committee (MAC) was created in 2007 after a decade in which the share of foreign-born workers in the British labour force doubled to 13 per cent. The initial core mandate of the MAC was to provide “independent, evidence-based advice to government on specific skilled occupations in the labour market where shortages exist which can sensibly be filled by migration.” The MAC's answers to these 3-S questions, viz, is the occupation for which employers are requesting foreign workers skilled, are there labour shortages, and is admitting foreign workers a sensible response, have improved the quality of the debate over the “need” for foreign workers in the UK by highlighting some of the important trade-offs inherent in migration policy making. The MAC can clarify migration trade-offs in labour immigration policy, but cannot decide the ultimately political questions about whose interests should be prioritised and how competing policy objectives should be balanced.

This paper examines whether the work-family conflict (related to both work-interfering-family and family-interfering-work) of auditors affects their performance and if so, whether the effect is mediated by emotional exhaustion and job satisfaction. A mail survey is used to deliver a questionnaire to 151 auditors from ten CPA firm in Indonesia. The result shows that emotional exhaustion and job satisfaction fully mediates the relationship of work-family conflict with job performance. The result also demonstrates that Work-Interfering-Family (WIF) has significant effects on emotional exhaustion and job satisfaction, but Family-Interfering-Work (FIW) has no significant influence on either emotional exhaustion or job satisfaction. This study suggests that maintaining a regular training program for auditors, having flexible working arrangements, and encouraging a healthy lifestyle may help to reduce the work-family conflict and will increase the job satisfaction and performance of auditors.

Being ready-to-detect over a certain portion of time makes the time-gated single-photon avalanche diode (SPAD) an attractive candidate for low-noise photon-counting applications. A careful SPAD noise and performance characterization, however, is critical to avoid time-consuming experimental optimization and redesign iterations for such applications. Here, we present an extensive empirical study of the breakdown voltage, as well as the dark-count and afterpulsing noise mechanisms for a fully integrated time-gated SPAD detector in 0.35-μm CMOS based on experimental data acquired in a dark condition. An “effective” SPAD breakdown voltage is introduced to enable efficient characterization and modeling of the dark-count and afterpulsing probabilities with respect to the excess bias voltage and the gating duration time. The presented breakdown and noise models will allow for accurate modeling and optimization of SPAD-based detector designs, where the SPAD noise can impose severe trade-offs with speed and sensitivity as is shown via an example.

Energy plays a central part in economic development, yet alongside fossil fuels bring vast environmental impact. In recent years, renewable energy has gradually become a viable source for clean energy to alleviate and decouple with a negative connotation. Different types of renewable energy are not without trade-offs beyond costs and performance. Multiple-criteria decision-making (MCDM) has become one of the most prominent tools in making decisions with multiple conflicting criteria existing in many complex real-world problems. Information obtained for decision making may be ambiguous or uncertain. Neutrosophic is an extension of fuzzy set types with three membership functions: truth membership function, falsity membership function and indeterminacy membership function. It is a useful tool when dealing with uncertainty issues. Entropy measures the uncertainty of information under neutrosophic circumstances which can be used to identify the weights of criteria in MCDM model. Meanwhile, the dissimilarity measure is useful in dealing with the ranking of alternatives in term of distance. This article proposes to build a new entropy and dissimilarity measure as well as to construct a novel MCDM model based on them to improve the inclusiveness of the perspectives for decision making. In this paper, we also give out a case study of using this model through the process of a renewable energy selection scenario in Taiwan performed and assessed.

Weightlifting is a discipline where technique and anthropometric characteristics are essential to achieve the best results in competitions. This study aims to analyse the relationships between body composition, limb length and barbell kinematics in the performance of weightlifters. It consists of an observational and descriptive study of 19 athletes (12 men [28.50 ± 6.37 years old; 84.58 ± 14.11 kg; 176.18 ± 6.85 cm] and 7 women [27.71 ± 6.34 years old; 64.41 ± 7.63 kg; 166.94 ± 4.11 cm]) who met the inclusion criteria. A level I anthropometrist took anthropometric measures according to the methodology of the International Society for the Advancement of Kinanthropometry (ISAK), and the measurement of the barbell velocity was made with the software Kinovea. In terms of body composition, both genders are within the percentage range of fat mass recommended for this sport. In female weightlifters, there is a positive correlation between foot length, maximal velocity in the Snatch (ρ = 0.775, p = 0.041), and performance indicator in the Snatch and the Clean & Jerk (ρ = 0.964, p < 0.001; ρ = 0.883, p = 0.008, respectively). In male weightlifters, a positive correlation between tibial length and average velocity of the barbell in the Snatch is observed (ρ = 0.848, p < 0.001). Muscle mass percentage correlates positively with performance indicator in both techniques (ρ = 0.634, p = 0.027; ρ = 0.720, p = 0.008). Also, the relative length of the upper limb is negatively correlated with the performance indicator (ρ = −0.602, p = 0.038). Anthropometry and body composition may facilitate skill acquisition among this sport population, contributing to increase the limited body of scientific knowledge related to weightlifting.
