Recent and Future Transport Policy Planning in New Zealand

The recent history of planning for the transport sector in New Zealand offers interesting comparisons with parallel developments in the United States under the Intermodal Surface Transportation Efficiency Act of 1991. Over the past decade, both nations have undergone a major reconstruction of the legal and political apparatus of transportation planning. In each case, this restructuring reflected two potentially contradictory sets of goals: (a) to rationalize and improve the efficiency of transportation planning, thereby enhancing economic development and (b) to systematically mitigate transport-related externalities and formally recognize environmental and fiscal limits to the expansion of transportation infrastructure. New Zealand is described from a historical and geopolitical perspective and the legislative and political framework of transport is outlined, focusing on key changes in the regulatory regime. New Zealand is shown to have followed policies that strongly favor privatization and market-style means and measures, with central government moving from an operational to a strategic stance. Examples of deregulation and privatization programs are discussed, including ports, safety regulation, and environmental regulation. The future requirements of transport policy planning are speculated on.

This chapter takes a broad look at the Pacific Ocean in relation to Chinese migration. As trade, consumption and capital flows followed migrants, powerful networks were woven and sustained; in time, the networks fanned across the Pacific from British Columbia along the West Coast of the United States to New Zealand and Australia. The overlapping personal, family, financial and commercial interests of Chinese in California and those in Hong Kong, which provide the focus of this study, energized the connections and kept the Pacific busy and dynamic while shaping the development of regions far beyond its shores. The ocean turned into a highway for Chinese seeking Gold Mountain, marking a new era in the history of South China, California, and the Pacific Ocean itself.

AbstractImmigration acts have long been analysed as instrumental to the working of the modern nation-state. A particular focus has been the racial exclusions and restrictions that were adopted by aspirationally white, new world nation-states: Australia, New Zealand, Canada, and the United States. This article looks again at the long modern history of immigration restriction in order to connect the history of these settler-colonial race-based exclusions (much studied) with immigration restriction in postcolonial nation-states (little studied). It argues for the need to expand the scope of immigration restriction histories geographically, temporally and substantively: beyond the settler nation, beyond the Second World War, and beyond ‘race’. The article focuses on the Asia-Pacific region, bringing into a single analytical frame the early immigration laws of New Zealand, Australia, the United States, and Canada on the one hand and those of Malaysia, Singapore, Hong Kong, and Fiji on the other.

On 15 March 2019, a white supremacist gunman shot dead 50 Muslim worshippers at two mosques in Christchurch, Aotearoa, New Zealand. His actions changed forever the safe haven known as ‘God’s Own’. New Zealanders were shocked that such an event had happened here. Many Kiwis believed the nation to be safe, given its geographic isolation from the terrorist targets of Europe and the United States of America. However, the atrocity has exposed an unhealthy underbelly that has long permeated New Zealand’s socio-culture. Racism and discrimination have forefronted ensuing conversations. This article explores the nation’s history of discrimination preceding the terrorist attack. In doing so, we expose something subtly denied: that New Zealand is not the egalitarian land of milk and honey that many Kiwis believed it to be. We suggest that the terrorist attack not only highlighted the nation’s discrimination but also provided its liminal moment. Part of that liminality was Cat/Yusuf Steven’s performance, in Christchurch, of ‘Peace Train’. We compound our exploration of Aotearoa New Zealand’s history of discrimination by asking how the lyrics of ‘Peace Train’ provide a way to view our past and provide an opportunity to perceive a way forward for the nation, given the tragedy of terrorism. We suggest that ‘Peace Train’ is a metaphorical illumination of the nation’s liminality, and that it provided a road map of unity that helped to guide many Kiwis in understanding and coming to terms with not only what had happened but also a future view of how Kiwis might see themselves.

<p>The period 1920-1962 saw a significant increase in tobacco consumption in New Zealand. This period was one in which there was an expansion of the tobacco industry, tobacco consumers and smoking as a part of modern society. Smoking became an increasingly popular, prevalent and sociable habit, emerging as an integral part of twentieth-century life. Through this period smoking was uncontroversial and was often considered healthy. In 1962 London's Royal College of Physicians (RCP) released the findings of their report Smoking and health, culminating over a decade of health research. In 1964 the United States Surgeon General's report Smoking and health produced similar findings. The reports proved conclusive links between smoking and lung cancer as well as other negative health effects of the use of tobacco. Though the reports were clear, their reception by New Zealanders did not lead to an immediate reduction in smoking -  rates remained high until the mid-1970s and declined thereafter. By 1990 the rate of tobacco consumption per adult head of population had returned to 1920 levels. This thesis examines the rise in tobacco consumption from the 1920s to the release of the RCP's report in 1962. Prior to the inclusion of a smoking question in the New Zealand Census of Populations and Dwellings in 1976, no survey data was collected showing any systematic evidence as to who was smoking in New Zealand. The overall historical pattern discovered in this study fits within an international historiography while at the same time revealing some distinctive features of a pattern of consumption and local expression of smoking culture in New Zealand. This study draws on advertising, ephemera, photographs and other visual sources in order to describe the upward trend in tobacco consumption. The study reveals that industry and government efforts to develop and protect a domestic tobacco industry were major contributors to the rise in availability and affordability of smoking over this period, despite an ongoing negotiation over tobacco's status as a luxury or essential item. The commercial impetus of the tobacco industry, expressed through widespread and targeted advertising, was the major driver through this period, propelling the temporal, spatial and gendered expansion of smoking throughout New Zealand society. This study examines, in particular, the ways that advertisers promoted the many and varied promises or functions of smoking in the smoking spaces and activities of leisure, work and war. Alongside the rising prevalence and popularity of smoking, knowledge of the health or other risks around smoking were contradictory and limited and as such there was a marked absence of anti-smoking rhetoric through the period 1920-1962. Rather, prompted by the constant and pervasive images and messages in advertising, New Zealanders expressed their 'right' to smoke across time and space.</p>

<p>Like many nations, Aotearoa New Zealand’s land-use and transport development has prioritised planning for mobility, movement, over accessibility, access. This has contributed to an auto-centric transportation system and a high national road emissions profile. In light of the imminent threat of catastrophic climate change, a low-emissions transport sector transition is needed. Understanding how and why people travel is a critical prerequisite for achieving this shift.   Planners and policymakers increasingly recognise that transport demand is fundamentally influenced by the desire for access over movement. An accessibility-based framework aligns with this interpretation and supports analysing personal and contextual drivers of transport demand. Policymakers tasked with promoting a low-emissions transport sector transition are seeking to identify existing low-emissions transport uptake constraints and potential avenues for their improvement.   Using a mixed-methods approach, this thesis addresses an existing gap in the literature by analysing low-emissions transport demand in the Greater Wellington Region (GWR), informed by an accessibility-based framework. Survey responses supplied quantitative data on user-based needs, abilities, and attitudes towards GWR low-emissions transport options. Practicality – the degree to which a transport option facilitates access in reasonable time, at reasonable cost, and with reasonable ease – was found to be the strongest predictor of ability to use low-emissions transport. Qualitative data was also collated from stakeholders knowledgeable of transport policy and planning at the local, regional, and central government level. This provided insight into GWR low-emissions transport supply and oversight, as well as the impact of land-use policies, transport policy and funding structures, and governance agendas and capabilities. These findings support augmenting low-emissions transport with an accessibility orientation, but also reveal the challenges of doing so within current governance structures.</p>

The roots of the history of modern Iraq extend into the late Ottoman period, when the central government in Istanbul embarked upon administrative and educational reform in an attempt both to modernize and to reassert and centralize its authority there. The history of modern Iraq is also closely linked to ethnic (principally Arab and Kurd) and sectarian (principally Sunni and Shi’ite, but also Jewish and Christian) components of Iraqi society, and their interrelations and tensions. This history is also marked by distinct episodes of foreign intervention (specifically, by Great Britain and the United States), by internal political struggle often resolved by political violence, and by sectarian tensions exacerbated by the domination of political governance by a Sunni minority (1921–2003) and subsequently, beginning in 2004, by the Shi’i majority.

<p>This paper outlines the successful development of the traditional mediation template into a community‐based model. The history of community mediation is explored within the context of the United States in the 1960s, and in Australia and New Zealand during the mid‐1980s. Recent developments in New Zealand – with particular emphasis on the promising developments occurring in Christchurch, Waitakere and Dunedin – are evaluated, though this paper acknowledges that there are limited statistics available since these schemes have only been running for a few years at most. Finally this paper takes three foundation models first postulated by Harrington and Merry, and later by Bush and Folger, and applies these models to the existing New Zealand community mediation schemes to evaluate their success.</p>
