Visual Detection and Recognition of Fluorescent Color Targets Versus Nonfluorescent Color Targets as a Function of Peripheral Viewing Angle and Target Size

Daytime conspicuity of targets with fluorescent and nonfluorescent backgrounds as a function of the peripheral angle and the target size was investigated in the field. The resulting peripheral detection and recognition data may prove relevant to, for example, a bicyclist or a pedestrian approaching a driver at an intersection from a side street, or to a construction worker approaching a driver in a road construction site. Two groups of nine young, healthy subjects were used. White, blue, green, red, fluorescent red, fluorescent yellow-green, yellow, fluorescent yellow, orange, and fluorescent orange were presented at peripheral angles to the right of the line of sight. The targets were presented at a radial distance of 30 m (100 ft) from the front bumper of the car at the selected peripheral angle. The subjects were seated in a stationary car and the targets were visible for 2 sec. Each subject provided a total of 180 observations. The results of this study indicate that the fluorescent color targets (especially the fluorescent yellow-green) were considerably better-detected peripherally than their nonfluorescent counterparts. Furthermore, for some peripheral angles fluorescent yellow-green was among the top three best-recognized colors. On the basis of the results of this study, it may be concluded tentatively that to maximize daytime conspicuity for peripheral detection and recognition, highly conspicuous fluorescent colors such as fluorescent yellow-green, along with a fairly large target size, should be selected. It appears that however conspicuous a color is alone, if the target is too small for the visual angle subtended, the color will not be well detected or recognized, especially at larger peripheral viewing angles.

Daytime conspicuity of fluorescent and non-fluorescent color targets was investigated in the field against a green background in terms of visual detection and recognition, as a function of the peripheral angle and the target size. Two groups of 9 young, healthy subjects each were used. The colors white, blue, green, red, fluorescent red, fluorescent yellow-green, yellow, fluorescent yellow, orange, fluorescent orange were presented for 2 seconds at a radial distance of 30m under the peripheral viewing angles of 10°, 20°, 30° for group 1, and 30°, 40°, 50° for group 2. The target sizes 0.076m x 0.152m, 0.114m x 0.229m, and 0.152m x 0.305m were used in group 1, and 0.114m x 0.229m, 0.152m x 0.305m, and 0.229m x 0.457m were used in group 2. Fluorescent color targets (especially fluorescent yellow-green) were better peripherally detected than the non-fluorescent color targets. White, blue, and green were better recognized but exhibited relatively poor peripheral conspicuity. Therefore it appears that if one wants to maximize the peripheral daytime conspicuity, both highly conspicuous fluorescent colors along with a fairly large target size should be selected. Such a target configuration may for example be needed to attract a driver's attention in situations where a target is located in an observer's visual periphery (peripheral angle > 20°), for example a target approaching a driver at an intersection from a left or right side street.

In vision of searching for the right Unmanned Aerial System (UAS) for a specific mission, there are multiple factors to be considered by the operator such as mission, endurance, type of payload and range of the telemetry and control. This research is focusing on extending control range of the UAS by using 4G-LTE network to enable beyond-line-of-sight flying for the commercial UAS. Major UAS such Global Hawk, Predator MQ-1 are able to fly thousands of kilometers by the use of satellite communication. However, the satellite communication annual license subscription can be very expensive. With this situation in mind, a new type of flight controller with 4G-LTE communication has been developed and tested. Throughout the research, blended-wing-body (BWB) Baseline B2S is used as the platform for technology demonstrator. Result from this analysis has proven that the proposed system is capable to control a UAS from as far as United Kingdom, with a latency less than 881 ms in average. The new added capability can potentially give the commercial UAS community a new horizon to be able to control their UAS from anywhere around the world with the availability of 4G-LTE connection

AbstractCorrelational evidence in non-human primates has reported increases of fronto-parietal high-beta (22–30 Hz) synchrony during the top-down allocation of visuo-spatial attention. But may inter-regional synchronization at this specific frequency band provide a causal mechanism by which top-down attentional processes facilitate conscious visual perception? To address this question, we analyzed electroencephalographic (EEG) signals from a group of healthy participants who performed a conscious visual detection task while we delivered brief (4 pulses) rhythmic (30 Hz) or random bursts of Transcranial Magnetic Stimulation (TMS) to the right Frontal Eye Field (FEF) prior to the onset of a lateralized target. We report increases of inter-regional synchronization in the high-beta band (25–35 Hz) between the electrode closest to the stimulated region (the right FEF) and right parietal EEG leads, and increases of local inter-trial coherence within the same frequency band over bilateral parietal EEG contacts, both driven by rhythmic but not random TMS patterns. Such increases were accompained by improvements of conscious visual sensitivity for left visual targets in the rhythmic but not the random TMS condition. These outcomes suggest that high-beta inter-regional synchrony can be modulated non-invasively and that high-beta oscillatory activity across the right dorsal fronto-parietal network may contribute to the facilitation of conscious visual perception. Our work supports future applications of non-invasive brain stimulation to restore impaired visually-guided behaviors by operating on top-down attentional modulatory mechanisms.

Some aspects of the economic and legal status of a consulting engineer are analyzed, taking into account the specifics of national legislation. Some problems of the legal status of the consulting engineer and the forms of his economic activity are revealed. The introduction of such an entity as a consulting engineer in the modern conditions of construction development is of particular importance due to the need to improve the quality of construction work, the development of competition in this area and the need to change approaches to economic activity in this area. It is established that the concept of consulting engineer is defined in some special regulations, in particular, regulating activities in the field of road construction, but the economic and legal aspects of his business remain unresolved. This significantly affects the effectiveness of the introduction of the institute of consulting engineers in the field of management. The problem of lack of clear definition of the form of conducting economic activity by the specified participant of economic relations is revealed. The necessity of adopting a special normative legal act, namely the Law of Ukraine "On the activities of consulting engineers", in which to regulate general issues of their legal status, features of the organization of its activities, responsibilities, etc is proved. The author's definition of the concept of consulting engineer is proposed, taking into account the need to establish the organizational and legal form of his business, which will ensure proper regulation of relations between him and other participants in construction relations, including contractors and customers. The solution of some problems of the economic and legal status of the consulting engineer under the legislation of Ukraine is offered. The expediency of conducting the activity of a consulting engineer as a self-employed person, or carrying out its activity by creating a legal entity (association of consulting engineers) is substantiated. In addition, in our opinion, an entity that carries out engineering activities and has concluded employment contracts with duly accredited consulting engineers has the right to provide the services of a consulting engineer.

Abstract We present a catalog of unbound stellar pairs, within 100 pc of the Sun, that are undergoing close, hyperbolic, encounters. The data are drawn from the GAIA EDR3 catalog, and the limiting factors are errors in the radial distance and unknown velocities along the line of sight. Such stellar pairs have been suggested to be possible events associated with the migration of technological civilizations between stars. As such, this sample may represent a finite set of targets for a SETI search based on this hypothesis. Our catalog contains a total of 132 close passage events, featuring stars from across the entire main sequence, with 16 pairs featuring at least one main-sequence star of spectral type between K1 and F3. Many of these stars are also in binaries, so that we isolate eight single stars as the most likely candidates to search for an ongoing migration event—HD 87978, HD 92577, HD 50669, HD 44006, HD 80790, LSPM J2126+5338, LSPM J0646+1829 and HD 192486. Among host stars of known planets, the stars GJ 433 and HR 858 are the best candidates.

Industrialization is the key to the growth of any country’s economy. However, on the other hand, the production of industrial waste is increasing enormously, which adversely impacts the environment and natural resources. Red mud is also a widespread industrial waste produced during aluminium extraction from bauxite ore in Bayer’s process. Red mud is a highly alkaline material that creates a massive environmental threat in nature. To reduce the impact of this solid waste material, the ideal method is to use it in construction works with appropriate stabilization. This study envisages the strength properties of red mud with fly ash and cement to use it as a road construction material in the subgrade. The influence of fly ash and cement on improving the strength properties of red mud was studied in detail by replacing red mud with 10%, 20%, and 30% with fly ash and 1%, 3%, and 5% of cement to its dry weight. The CBR (California bearing ratio) value was increased from 1.58% to 11.6% by stabilizing red mud with fly ash and cement, which can be used as a road construction material. The UCS (unconfined compressive strength) of red mud was increased from 825 kPa to 2340 kPa upon curing for 28 days with the right mix of fly ash and cement. Along with the strength properties, the chemical analysis of leachate for the best suitable mix was performed according to the TCLP method to understand the hazardous materials present in the red mud when it is injected as ground material. Both strength properties and the leachate characteristics prove that the red mud with suitable fly ash and cement is an excellent material in road constructions.

It has been suggested that the hypnotic state results in a greater relative activation or priming of the right cerebral hemisphere than of the left hemisphere. The experiment reported here employed hypnosis to produce such a priming effect in a visual-detection task. Subjects were required to detect the presence or absence of a gap in outline squares presented either to the left visual field or right visual field, with response time as the primary dependent measure. Those subjects who were hypnotized produced a 50-msec. response time difference favoring squares presented to the left visual field whereas control subjects and simulator-control subjects showed no lateral asymmetries. The result is classified as a material-nonspecific priming effect and discussed with regard to the nature of processing resources.

With 3 experienced subjects CFF during eye movements was higher than that obtained by fixing a line of sight. CFF increased with a moving line of sight. With additional subjects CFF during eye movements was related to various factors such as target size and conditions of eye movement. More thorough study is required.
