Developing e-Government interoperability in the government context is a complex task. As interoperability in government context is associated and hindered by many challenges and barriers connected to government nature of complexity. Interoperability is generally defined as the ability for two (or more) systems to exchange information and to use the information that has been exchanged. In this paper, we focus on computing systems interoperability across government ministries to achieve interoperable e-Government IT based solutions. In order to achieve e-Government interoperability in an organised and efficient way, this paper establishes a guidance-based approach for enhancing the e-Government Interoperability. This contribution is motivated by the limitations of the traditional software engineering methodologies in terms of analysis, design and development frameworks to a point that they can hardly cope with the growing issues of e-Government services interoperability.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

Management of engineering activities based on information systems is expected to increase Engineer’s perfomances in executing the daily tasks. The software of such management information system should be built on the platform which is easy to use and adaptable to the dynamics of engineering activity management in the future. Software engineering, consisting of analysis, design and implementation, was carried out to realize a prototype which is ready to be applied in the further development stages. Purpose – The purpose of this paper is to study the factors affecting the development of e-government by using a citizen-centric approach. Design/methodology/approach – This paper is a mixed-methods study consisting of qualitative and quantitative research. Data were collected from government agencies using a structured interview and questionnaire about e-government services. The research was collected from the people responsible for the management of an e-government project in 75 government agencies. In addition, the researcher collected data from 1,400 citizens by using an e-Survey questionnaire that grouped participants by age. Findings – By using a citizen-centric approach, the paper identified the factors affecting the development of e-government. There were five factors from the viewpoint of government agencies and citizen groups: quality of e-government services, policy and governance, information technology infrastructure, organization and economy and society. Research limitations/implications – The research covered the development patterns of e-government for services from government to citizens only. Practical implications – Seeing the importance of environmental factors for both service providers and service users would facilitate continuous improvement of e-government service provision by government agencies. Social implications – The results reflect citizens’ need for e-government services; quality is their priority. Hence, government agencies must consider the quality of the delivery of information and e-government services as they relate to the lifestyles and needs of citizens. Originality/value – The creation of knowledge from merging e-government concepts with citizen-centric principles is a modern government sector management theory. This research stresses the need for the government sector to see the need for e-government and to recognize the factors for its successful development. This means the design and development of e-government services should respond to the increasing needs of the citizens.

In response to the outbreak of COVID 19 cases in Zimbabwe, the government declared a twenty-one-day lockdown beginning the 30th of March 2020. This study sought to analyse the coping mechanisms that people adopted to survive the lockdown. Specifically, the study explored the social, psychological, religious and physical coping mechanisms adopted by Zimbabweans. A qualitative approach was taken in doing this study, specifically making use of the document analysis design. Data was then collected from a social media platform which is WhatsApp. Forty WhatsApp messages and status updates were analyzed in this research. The lockdown presented challenges and opportunities; some people were struggling to cope yet some saw this as an opportunity to do things that they had no time for. The study revealed that people resorted to WhatsApp groups to connect with workmates, friends, schoolmates and relatives. Most Zimbabweans resorted to indoor games with their family members, exercise, listening to music and gardening. With the restricted movement imposed as a result of lockdown, people had to engage in prayer and other religious activities in their homes. Students found the lockdown as a good opportunity to engage in research and also made use of platforms such as the Google Classroom to continue learning. The study recommends that Zimbabweans should follow government regulations in order to curb the spread of COVID 19 and similar pandemics in the future.

Technological progress in ICT has created conditions for a new government paradigm - from a government that leads to a government providing services to society. Technology changes the nature of the connection between government and citizens: governance becomes more participatory and citizens' interests prevail. The impact of e-Government solutions is complex, on multiple levels, depending on the maturity of the models applied and the capacity of citizens and business to assimilate e-Government services. In a short time, electronic government services in Moldova have evolved from simple information services to integrated transactional services. On the one hand, this is due to high performance telecommunications infrastructure (broadband, 2G, 3G and 4G technology) and, on the other hand, to citizens' expectations that boosted recently and determined the government to accelerate the implementation of new e-services, increasingly complex and a better quality. The paper addresses the issue of e-Government services in terms of the value that it gives to the government and to citizens' lives and analyzes opportunities to develop e-Government services in the new technological and social realities.

Purpose A government website is considered as an electronic government service delivery system (eGSDS). The authors look at this eGSDS from its process point of view. This study aims to expand the existing knowledge of e-government adoption, and to identify the significance of eGSDS process to user satisfaction. Design/methodology/approach This study uses a quantitative technique using data collected from 197 respondents. Structure equation modeling has been used to test the model and the proposed hypotheses. Findings The findings indicate that as the eGSDS process improves, a user’s perception of the government website’s ease of use increases, leading to increased perceived usefulness, which increases user satisfaction. The findings also indicate that eGSDS process has a significant impact on perceived usefulness and user satisfaction. This study provides evidence that the technological capabilities embedded in the government website processes are an important factor in determining e-government service quality and ultimately e-government user satisfaction. Research limitations/implications The sample used was sufficient for this study and allowed reasonable conclusions to be drawn, but cannot be considered representative of all e-government users in India. Further research may help to validate the findings and generalize the results to a wider population. This study extends the current literature that looks at e-government adoption. Academicians and information systems researchers may use these findings for further research. Practical implications The research provides evidence that the technological capabilities embedded in the eGSDS process are critical in adopting e-government services. Government or concerned agencies may consider eGSDS process attributes (e.g. navigation, searching and transacting) while designing e-government service to give improved experience to its user. Originality/value E-government websites have become an important point of contact with citizens for many public services. However, more study is needed to understand how Web-based technological capabilities of e-government services affect user satisfaction. This study is an attempt to explore the impact of the eGSDS process on e-government user satisfaction.

The upcoming initiatives using ICT in the government process should strengthen the benefit of e-government in most countries. Since e-government among other e-related terms is a widely (interpreted) term, it is sometimes challenging to understand the objective and goals of an initiative. Therefore, in this chapter, the authors introduce and explain most e-government related terms. Even more, they outline some interesting initiatives and implementations to explain the benefits of using ICT in the government domain. Concrete activities are aligned to the terms to explain their practical use in a better way. The authors conclude with several challenges that arise when thinking of the implementation of e-government services. Overall, this chapter should give a good overall view of e-government and the related issues.
