Water governance and management are important challenges for the River Indus Basin in Pakistan. Water governance refers to social, political and economic factors that influence water management. The water scarcity and water security are a major concern for the state to control its water resources. The study aims to give Sindh water policy by exploring the challenges to Indus Basin in managing water resources and to identify opportunities Indus Basin can look to improve water management. Interviews were conducted from water experts and analysts having 5 years’ experience or more in the water sector of Pakistan through a semi-structured self-developed questionnaire using purposive sampling technique and transcripts were analyzed using thematic content analysis. The findings show that increasing population, climatic change and rising demand of water are major challenges Indus is facing and Indus with time is getting water-scarce therefore need strong institutions, civil society and legislatures to ensure equitable distribution of water and maintain the ecosystem. The study emphasizes that water governance and management are necessary for sustainable use of water. Pakistan, the water stress country needs to address ‘governance’ at a wider scale to solve problems in the Indus Basin for the livelihood of people. The research will benefit the state, water experts, institutions as well as civil society to promote efficient use of water in Indus Basin.

<p>Through the international trade of agricultural goods, water resources that are physically used in the country of production are virtually transferred to the country of consumption. Food trade leads to a global redistribution of freshwater resources, thus shaping distant interdependencies among countries. Recent studies have shown how agricultural trade drives an outsourcing of environmental impacts pertaining to depletion and pollution of freshwater resources, and eutrophication of river bodies in distant producer countries. What is less clear is how the final consumer – being an individual, a company, or a community- impacts the water resources of producer countries at a subnational scale. Indeed, the variability of sub-national water footprint (WF in m<sup>3</sup>/tonne) due to climate, soil properties, irrigation practices, and fertilizer inputs is generally lost in trade analyses, as most trade data are only available at the country scale. The latest version of the Spatially Explicit Information on Production to Consumption Systems model  (SEI-PCS) by Trase provides detailed data on single trade flows (in tonne) along the crop supply chain: from local municipalities- to exporter companies- to importer companies – to the final consumer countries. These data allow us to capitalize on the high-resolution data of agricultural WF available in the literature, in order to quantify the sub-national virtual water flows behind food trade. As a first step, we assess the detailed soybean trade between Brazil and Italy. This assessment is relevant for water management because the global soybean flow reaching Italy may be traced back to 374 municipalities with heterogeneous agricultural practises and water use efficiency. Results show that the largest flow of virtual water from a Brazilian municipality to Italy -3.52e+07 m<sup>3</sup> (3% of the total export flow)- comes from Sorriso in the State of Mato Grosso. Conversely, the highest flow of blue water -1.56e+05 m<sup>3</sup>- comes from Jaguarão, in the State of Rio Grande do Sul, located in the Brazilian Pampa. Further, the analysis at the company scale reveals that as many as 37 exporting companies can be identified exchanging to Italy;  Bianchini S.A is the largest virtual water trader (1.88 e+08 m<sup>3</sup> of green water and 3,92 e+06 m<sup>3</sup> of blue water), followed by COFCO (1,06 e+08 m<sup>3</sup> of green water and 6.62 m<sup>3</sup> of blue water)  and Cargill ( 6.96 e+07 m<sup>3</sup> of green water and 2.80 e+02 m<sup>3</sup> of blue water). By building the bipartite network of importing companies and municipalities originating the fluxes we are able to efficiently disaggregate the supply chains , providing novel tools to build sustainable water management strategies.</p>

The Apodi/Mossoró basin is one of the most important water resources in the state of Rio Grande do Norte. Recent studies have shown that nitrogen compounds stand out among the river’s main contaminants. There is thus a need to relate their presence to other physicochemical properties that influence their formation. This paper aims to correlate the concentrations of NO3-, NO2- and NH3 with the values of pH, T, Eh and DO in the waters of this basin. The results indicate the predominance of a strongly oxidizing environment, highlighting NO3- as the main form of nitrogen present, even in places where significant reductions in Eh and OD were observed. This paper gives a contribution for the development of control and treatment of sources of pollution and better management of water resources.

RESUMO: O presente trabalho tem a proposta de avaliar a eficácia de duas metodologias de avaliação de risco de uma barragem no Nordeste Brasileiro no intervalo de 10 anos, baseando-se na inspeção e no nível de ameaça. Utiliza-se a metodologia Nível de Perigo da Barragem (NPB) para cálculo do nível de ameaça (Fontenelle, 2007) e para o cálculo do risco as metodologias da Companhia de Gestão dos Recursos Hídricos do Ceará (COGERH) e do Conselho Nacional de Recursos Hídricos (CNRH). Observa-se que o crescente número de barragens soma-se a preocupação com a segurança destas. Face a isto, utiliza-se a avaliação de risco como forma de priorizar ações de manutenção e recuperação. O estudo de caso ocorreu na Barragem Malcozinhado, localizada no município de Cascavel, no estado do Ceará. Com base na inspeção, calcula-se o nível de ameaça e o risco, compara-se estes com os resultados de 2006. Assim, observou-se o aumento no nível de ameaça, no entanto, o risco permaneceu, em geral, baixo, semelhante aos resultados de 2006. Este resultado se deve ao fato de que o número de anomalias aumentou, porém trata-se de uma barragem jovem, de pequeno porte e inspecionada regularmente.ABSTRACT: The present study has the proposal of evaluating the effectiveness of two methodologies of risk Assessment of a Brazilian Northeast dam in a range of 10 years, based on the inspection and the level of hazard. The methodology used for calculating the hazard level is the Dam Hazard Level (NPB). In addiction, in order to evaluate the risk is used the methodology of the Water Resources Management Company of Ceará (COGERH) and the methodology of National Resources Council Water (CNRH). The number of dams is increasing with to the concern for their safety. In view of this, risk assessment is used as a tool to prioritizing maintenance and recovery actions. The case study occurred in the Malcozinhado Dam, located in the municipality of Cascavel, in the state of Ceará. Based on the inspection, the level of hazard and risk is calculated, compared to the results for 2006. Thus, the increase in the level of hazard was observed, but the risk remained generally low, similar to 2006 result. This result is due to the fact that the number of anomalies has increased, but it is a young, small and regularly inspected dam.

The Decision of Constitutional Court No.85/PUU-XI/2013 (The Decision of CC 2013) has canceled Law No. 7 Year 2004 on Water Resources (Law on WR 2014). The cancellation is a new hope for improving the management of water resources. During the implementation of Law WR 2004, there is mismanagement in the provision of drinking water. This paper has two focus issues, namely: first, how the low responsibility of the state for managing water resources impacts the fulfillment of drinking water for the citizens? Second, how are the improvements of water resources management expected to be realized through the Decision of CC 2013? From the discussion, the author has two conclusions. First, the negligence of the state caused that the role of the state in providing drinking water for the citizens was  lost by the role of private sector. For example, a year before judicial review (2012), the number of consumers of drinking water supplied by the national sector in in the counting unit of household level is only the part of 11.79 percent. The number was lost by the supply of private sector covering 38.85 percent of households nationally. Second, the Decision of CC 2013 brings a new hope. Some basic thought are the improvement of state’s responsibility for managing water resources, termination  on the private’s monopoly and termination on commercialization of water value.

Diversas sociedades han concebido a la naturaleza como un todo integral, una entidad viva. Esta perspectiva ontológica es una forma del ser en el mundo y representa otros caminos de la convivencia con el entorno. Este texto busca aportar elementos para entender la lógica de la percepción del agua en los pueblos mazahuas del Estado de México, a partir de referentes cosmológicos. Desde la perspectiva de la ecofilosofía, estas formas de asumir el entorno nos permiten repensar nuestros fundamentos epistémicos sobre la naturaleza. Metodológicamente, se realizó trabajo de campo en las comunidades mazahuas de la región noroccidente y occidente del Estado de México, principalmente se retomaron localidades cercanas a los ríos Lerma y Cutzamala. A partir de entrevistas a profundidad, recorridos de área e información documental se identificó la percepción del agua, así como los diferentes conflictos por los recursos hídricos y los proyectos de trasvase.Abstract: Various societies have designed nature as an integral whole and as a living entity. This ontological perspective is a form of being in the world and represents other paths of coexistence with the environment. This text seeks to provide elements to understand the perception of water in the Mazahua people of the State of Mexico, from cosmological references. From the perspective of ecophilosophy, these cosmological referents are necessary to rethink our epistemic foundations on nature. Methodologically, fieldwork was carried out in the Mazahua communities of the northwestern and western region, mainly in localities near the Lerma and Cutzamala rivers. Based on in-depth interviews, area tours and documentary information, the perception of water was identified, as well as the different conflicts over water resources and diversion projects.Keywords: water; Indigenous people; ontologies of nature; ecophilosophy; oral narrative.Résumé : Diverses sociétés ont conçu la nature comme un tout intégral, une entité vivante. Cette perspective ontologique est une manière d’être dans le monde et représente d’autres voies de coexistence avec l’environnement. Ce texte cherche à fournir des éléments pour comprendre la logique de la perception de l’eau chez les peuples Mazahua de l’État du Mexique à partir de références cosmologiques. Du point de vue de l’écophilosophie, ces les façons d´assumer l´environnement, nous permettent de repenser nos fundements épistémiques sur la nature. Méthodologiquement, des travaux de terrain ont été effectués dans les communautés Mazahua du nord-ouest et de l’ouest du pays, principalement dans les localités proches des rivières Lerma et Cutzamala. À partir d’entretiens approfondis, de visites de zones et d’informations documentaires, la perception de l’eau a été identifiée, ainsi que les différents conflits liés aux ressources en eau et aux projets de dérivation.Mots-clés : l’eau ; peuples autochtones ; ontologies de la nature ; écophilosophie ; récit oral.

The article notes that in recent years, water quality has deteriorated sharply. To reduce this process, the introduction of ecosystems in economic entities is required. However, these measures must be subsidized by the state, as the costs are too high. It is necessary to adopt an environmental policy that would contributed to the organization of control over the use of water resources.
