Abstract The article describes the idea of creation and development of Polish biweekly magazine “Biały Orzeł” (“White Eagle”), originated in Boston in 2002/2003 by the White Eagle Media LLC publishing house. The periodical, which has been published until today, was at the time one of the largest projects in the segment of so-called ethnic media in the United States. The work’s aim is to present the title’s history, identify factors affecting on creation of the Polish diaspora press, diagnose components determining the success/failure of the project, as well as local conditions that had a direct impact on decision to launch described press title. The methodology used in the implementation of this material includes in-depth interviews with project co-founders (publishers and journalists) carried out over 2017 and 2018, executed jointly on a group of 9 people, providing quality data from staff directly involved in described publishing project from its very beginnings. A valuable source of data was also open access to archives of the “White Eagle” hard copies, dated between 2003 and 2008.

AbstractContaining the COVID-19 pandemic while balancing the economy has proven to be quite a challenge for the world. We still have limited understanding of which combination of policies have been most effective in flattening the curve; given the challenges of the dynamic and evolving nature of the pandemic, lack of quality data etc. This paper introduces a novel data mining-based approach to understand the effects of different non-pharmaceutical interventions in containing the COVID-19 infection rate. We used the association rule mining approach to perform descriptive data mining on publicly available data for 50 states in the United States to understand the similarity and differences among various policies and underlying conditions that led to transitions between different infection growth curve phases. We used a multi-peak logistic growth model to label the different phases of infection growth curve. The common trends in the data were analyzed with respect to lockdowns, face mask mandates, mobility, and infection growth. We observed that face mask mandates combined with mobility reduction through moderate stay-at-home orders were most effective in reducing the number of COVID-19 cases across various states.

Flooding remains one of the globe’s most devastating natural hazards and a leading driver of natural disaster losses across many countries, including the United States. As such, a rich and growing literature aims to better understand, model, and assess flood losses. Several major theoretical and empirical themes emerge from the literature. Fundamental to the flood damage assessment literature are definitions of flood damage, including a typology of flood damage, such as direct and indirect losses. In addition, the literature theoretically and empirically assesses major determinants of flood damage including hydrological factors, measurement of the physical features in harm’s way, as well as understanding and modeling protective activities, such as flood risk mitigation and adaptation, that all co-determine the overall flood losses. From there, common methods to quantify flood damage take these factors as inputs, modeling hydrological risk, exposure, and vulnerability into quantifiable flood loss estimates through a flood damage function, and include both ex ante expected loss assessments and ex post event-specific analyses. To do so, high-quality data are key across all model steps and can be found across a variety of sources. Early 21st-century advancements in spatial data and remote sensing push the literature forward. While topics and themes apply more generally to flood damage across the globe, examples from the United States illustrate key topics. Understanding main themes and insights in this important research area is critical for researchers, policy-makers, and practitioners to better understand, utilize, and extend existing flood damage assessment literatures in order to lessen or even prevent future tragedy.

Abstract Background The prevalence of diabetes mellitus continues to inexorably rise in the United States and throughout the world. Lower limb amputations are a devastating comorbid complication of diabetes mellitus. Osteomyelitis increases the risk of amputation fourfold and commonly presages death. Antimicrobial therapy for diabetic foot osteomyelitis (DFO) varies greatly, indicating that high quality data are needed to inform clinical decision making. Several small trials have indicated that the addition of rifampin to backbone antimicrobial regimens for osteomyelitis outside the setting of the diabetic foot results in 28 to 42% higher cure rates. Methods/design This is a prospective, randomized, double-blind investigation of the addition of 6 weeks of rifampin, 600 mg daily, vs. matched placebo (riboflavin) to standard-of-care, backbone antimicrobial therapy for DFO. The study population are patients enrolled in Veteran Health Administration (VHA), ages ≥18 and ≤ 89 years with diabetes mellitus and definite or probable osteomyelitis of the foot for whom an extended course of oral or intravenous antibiotics is planned. The primary endpoint is amputation-free survival. The primary hypothesis is that using rifampin as adjunctive therapy will lower the hazard rate compared with the group that does not use rifampin as adjunctive therapy. The primary hypothesis will be tested by means of a two-sided log-rank test with a 5% significance level. The test has 90% power to detect a hazard ratio of 0.67 or lower with a total of 880 study participants followed on average for 1.8 years. Discussion VA INTREPID will test if a rifampin-adjunctive antibiotic regimen increases amputation-free survival in patients seeking care in the VHA with DFO. A positive finding and its adoption by clinicians would reduce lower extremity amputations and their associated physical and emotional impact and reduce mortality for Veterans and for the general population with diabetic foot osteomyelitis. Given that rifampin-adjunctive regimens are currently employed for therapy for the majority of DFO cases in Europe, and only in a small minority of cases in the United States, the trial results will impact therapeutic decisions, even if the null hypothesis is not rejected.
