ABSTRACT A study was made to determine the relation between the damage caused by the earthquake of the 22nd of May, 1960, in Valdivia, Chile, and the geology of the city. A geologic map and an investigation of the damage was made. There was no evidence in the area of fault movements produced by the earthquake. The inundation of extensive areas of Valdivia and its environs are attributed more to compaction of Recent sediments than to a general sinking of the coast. Validivia is situated in the basin of the Rio Valdivia. The geologic formations that crop out there are composed of Pleistocene and Recent sediments. Six mapable units have been selected for the preparation of this report. The great part of the damage in the city of Validivia was caused by defective construction; nevertheless, the greatest damage is observed in areas where Unit QV 6, Recent alluvium or artificial fill, crops out. More detailed geologic studies should be made upon which to base construction and future planning. The studies should be complemented by drilling, gravimetric investigations, and soil studies.

A seismic site classification microzonation for the city of Port-au-Prince is presented herein. The microzonation is based on 35 shear wave velocity ( VS) profiles collected throughout the city and a new geologic map of the region. The VS profiles were obtained using the multichannel analysis of surface waves (MASW) method, while the geologic map was developed from a combination of field mapping and geomorphic interpretation of a digital elevation model (DEM). Relationships between mean shear wave velocity over the upper 30 m of the subsurface ( VS30) and surficial geologic unit have been developed, permitting code-based seismic site classification throughout the city. A site classification map for the National Earthquake Hazards Reduction Program/International Building Code (NEHRP/IBC) classification scheme is provided herein. Much of the city is founded on deposits that classify as either NEHRP Site Class C or D, based on VS30. Areas of the city requiring additional subsurface information for accurate site classification are noted.

The First Amendment and reproductive freedom have recently been pitted against each other on more than one occasion. In June 2014, the Supreme Court held that a Massachusetts law creating a buffer zone in front of abortion-providing centers was a violation of the First Amendment. In Maryland, the city of Baltimore and Montgomery County have passed ordinances to regulate crisis pregnancy centers (“CPCs”), which would effectively require the facilities to advertise that they are not medically licensed and do not provide abortion care. The president of a group of CPCs describes CPCs as “organizations out to offer ‘pro-life counseling;’” pro-choice proponents, however, “argue that the centers are deceptive, presenting themselves as medical facilities and even abortion clinics in order to lure pregnant women in, and then bombard them with guilt trips, emotional abuse, and even lies in an effort to keep them from having abortions.” In two cases, CPCs in Maryland have sued to enjoin these ordinances.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.

In 1972 a program was developed in Montgomery County Public Schools, Maryland, to provide daily resource remediation to elementary school-age children with language handicaps. In accord with the Maryland’s guidelines for language and speech disabilities, the general goal of the program was to provide remediation that enabled children with language problems to increase their abilities in the comprehension or production of oral language. Although self-contained language classrooms and itinerant speech-language pathology programs existed, the resource program was designed to fill a gap in the continuum of services provided by the speech and language department.
