Access to cross-border water sources in the African regions of the Nile River, Zambezi River, and Lake Turkana Basins becomes less certain as global population, human consumption, and climate change increase. Uncertainty during periods of high demand for water in agro-dependent economies creates circumstances of water stress, where social stability is low as stakeholders compete over scarce water sources. Longstanding traditions of political power, such as colonial rule and the status of regional superpowers, reinforce the unequal resource distribution. All three regions encounter water stress in the form of floods or droughts. They rely on dam projects that modify water distribution and basin agreements that reallocate political power to manage stress. The basins vary, however, in conflict intensity and effectiveness of water management strategies. The Nile River Basin exhibits low-intensity conflict and has institutionalized collaborative management strategies; the Zambezi River Basin demonstrates medium-intensity conflict with theoretically collaborative initiatives that fall short in practice; the Lake Turkana Basin exemplifies high-intensity conflict, lacking collaborative agreements. In order to address the discrepancy in outcomes, this study asks: what factors contribute to the intensity of conflict surrounding water stress? And, to what extent are water management practices effective in promoting cooperation and preventing conflict? The study concludes that the most intense conflicts occur in rural localities, where social instability is high and resource distribution is uneven. Collaborative agreements and international involvement in water management initiatives increase social stability and decrease conflict intensity by institutionalizing equitable distribution of water in a changing environment.

Abstract. Iran is one of the countries facing high water risk because of its geographical features, climate variations, and uneven distribution of water resources. Iranians have practiced different water management strategies at various periods following the region's geo-climatological features, needs, tools, available resources (surface water and groundwater), political stability, economic power, and socio-cultural characteristics. This study is a brief history of water management in Iran from pre-civilization times to the end of the Islamic Golden Age (1219 AD). This study pointed out geo-climatological features have consistently been crucial intrinsic properties controlling water regime, settlement patterns, and other socioeconomic issues. These factors caused the early agricultural communities to emerge in water-rich regions of northwestern, western, and southwestern Iran. By the 4th Millennium BC, while water access became more difficult as population growth, economic activity, and urbanization progress, water resources' systematic development appeared in west and southwest Iran under the Mesopotamian civilization. However, despite all benefits, Mesopotamian water-based technology and administration could not meet all water demands in Iran's arid regions. For these reasons, qanats were developed in Persia by the First Persian Empire (Achaemenid Empire). No doubt, the Achaemenids (550–330 BC) should be regarded as one of the early civilizations that emerged in a land without sufficient rainfall and major rivers. In this time, idle and marginal lands of Iran and neighboring regions of the Middle East, North Africa, and Central Asia could be cultivated through the spread of qanat technology, enabling large groups of peasants to increase crop yields and incomes. After a period of recession during the Seleucid Empire (312–63 BC) and the Parthian Empire (247 BC–224 AD), water resources development gained momentum in the Sassanid era (224–651). In this period, the progress of urbanization was expeditious. Consciously, water resources development in Khuzestan plains (Shushtar and Dezful) was crucial for agricultural intensification, economic expansion, and civilization development. The Sassanids wisely adapted Greek watermills to the complicated topography, limited water availability, and variable climate of Iran to produce food. Although the Iranians practiced a new era of water governance under the Sassanid rule (224–651 AD), chaotic Iran in the Late Sasanian and Early Islamic Period led to severe weaknesses in water-related sectors. After Islam's arrival, the Muslim rulers turned their attention from fighting to set up an Islamic civilization to break the socioeconomic stagnation. To achieve the goal, they opened their scientific doors to science and technology centers. Despite all efforts made during the 8th–12th century, the lack of creativity and investment in promoting water technologies, prioritizing political considerations over social benefits, occurring wars, and poor water management have induced the Iranians to lose their power in developing water resources. In today's Iran, the past water-related problems have aggravated by uneven climate change, population rise, rapid industrialization, urban development, and unprecedented changes in lifestyle. Undoubtedly, solving these problems and moving towards a better future is not possible without addressing the past.

The scientific community has a growing interest in understanding the interaction of the human-water system in water resource models. In Santa Elena (Ecuador), Valdivia, San Pedro, Sinchal, Barcelona and Carrizal communities are located in a semi-arid area, making the water supply a critical problem for local communities. In addition to the climatic conditions of the sector, the main problem is the weak participation in the integral management of the groundwater resource by the stakeholders involved. Specifically, there is evidence of a lack of ancestral-technical knowledge in management strategies and the fact that the demand for water for agriculture, tourism, and their basic needs exceed the sustainable supply capacity. The present study assesses the natural and anthropic conditions of the middle and lower basin of the Valdivia river through a socio-hydrogeological conceptual model of the river-aquifer system to develop productive activities in an environment of sustainability. The study methodology consists of four phases: i) river basin data analysis, ii) hydrogeological studies, iii) application of the Participatory Action Research (PAR) and Strengths-Weaknesses-Opportunities-Threats (SWOT) analysis, and iv) conceptual model of the river-aquifer system. The results show that the socio-hydrogeological model of the Valdivia River basin has four systems: hydrogeological, ecological, economic, and social. In addition, the research detected problems present in the systems, such as droughts due to the influence of natural phenomena, aquifer overexploitation, lack of aquifer sustainability techniques, weak management and control of water resources, contamination of water sources and a lack of support from government agencies. The systems identified allow JAAPR-Valdivia to manage strategies to solve the problems detected in search of the sustainability of water resources.

Projections indicate that the Mediterranean region is an area where drastic changes in climate will occur, which will significantly affect water resources. In a context of increasing pressure on water resources as a result of the reduction in water availability, it is essential and urgent to structure water management in a way that allows for adaptation to the challenges that the changing climate will bring to an already water scarce region. It is necessary to generate experiences and methodologies that are based on real case studies that will lay the foundations for the generalisation of practices of climate change adaptation in water management. In this study, we have developed a ready to use analytical framework to evaluate the coherence of water management plans and programs with climate change adaptation principles. We have tested the applicability of the framework that was developed on the Tordera River Basin Adaptation Plan (TRBAP). The analytical framework has proven to be easy to apply and to allow for identifying the inclusion or exclusion of key climate change adaptation features appropriately. We have structured this analytical framework as a starting point contributing to further assessments of how climate change adaptation is incorporated in water management.

Nowadays, ecological problems are being caused by economic aspects, and other hand economic issues are arising from ecological and environmental problems. Therefore, it is important to consider both social and economic factors, and take a basin approach to solving environmental problems. To find a relationship between economy and ecology, complex study of river basins is extremely important in establishing conditions for sustainable development in our country. This paper shows the results of applying DPSIR (Driver-Pressure-State-Impact-Response) analysis for Ulaanbaatar city, undertaken as part of a project on Integrated Water Management for the Selenge River Basin. The DPSIR analysis looks at the linkage between the economy and environment for the water quality and water resources of Ulaanbaatar. We used mDSS4 software to evaluate a range of management responses suggested by these issues and found that charging for pollution and measuring water use would have the largest overall impact on water quality and water resources respectively. The analysis was carried out for Ulaanbaatar, because it was identified as one of the key hotspot areas in the Selenge River Basin, which is the main river basin in Mongolia, in terms of both the economy and natural systems.DOI: http://dx.doi.org/10.5564/pmas.v0i4.43Proceedings of the Mongolian Academy of Sciences 2009 No 4 pp.22-31

Abstract Since 2011, China has implemented its most stringent water management system to effectively protect water resources and guarantee socioeconomic development. More basin-scale water division schemes have been developed to act as references for basin-scale water resources management. Water dispatching during dry periods is an effective way to guarantee the water supply for the river basin, and is also an important component of basin-scale water resources management. Given this, the present study proposes a framework for the water dispatching of river basins during dry periods under the most stringent water management system in China. This framework mainly consists of the analysis and forecasting of rainfall and inflow, the dispatching requirements for the main water users, major reservoirs, and sections, as well as safeguard measures. The Jian River Basin in South China is presented as a case study. The total discharge of the Gaozhou Reservoir in 2017 was 25 million m3 more than the target discharge specified in the water dispatching scheme, and the total water storage utilization ratio during the dispatch period was 4.7% higher than the target utilization ratio. These factors demonstrate the effectiveness and applicability of the proposed framework. HIGHLIGHT The proposed framework for the water dispatching of river basins during dry periods provides reliable technical support for water use security under the most stringent water management system in China, and is demonstrated to be both effective and applicable.
