<span>During the Covid-19 Pandemic, the learning process used by teachers is in the form of digital media. </span><span lang="EN">This research is focused on digital learning, barriers faced by teachers, and various approaches to overcome various obstacles faced by teachers in implementing digital learning during the covid 19 pandemic</span><span>. The type of research is qualitative research with a survey method. This research was conducted in Sumenep Regency with primary school teachers as the research object. </span><span lang="EN">The data collection consists of questionnaires given to 100 teachers and interviews to 9 teachers to describe information related to the focus of the research. The results of this study show that teachers do not directly utilize various digital platforms of various learning technologies implemented in online learning during covid 19. </span><span>The obstacles experienced by the teachers include the teacher's low ability in applying the information technology, parents' economic factor, unstable internet networks, and the absence of information technology training given by schools. On the other hand, as time goes by teachers are able to implement the digital learning independently and adapt to the surrounding environment and understand the various characteristics of students in making use of digital in learning during the COVID-19 pandemic.</span>

The article is devoted to the problem of digitalization, which currently occupies a central place at the global level, since in today's rapidly changing world, accelerated rates and changes in the field of technology can be taken into account not for years, but for months. Today, the main goal of digitalization of education in the republic is to improve the quality of education, the formation of digital competencies of students based on the creation of a unified educational information environment using digital learning technologies. In this regard, the modern education system of the country can be considered as a dynamically developing system aimed at harmonious integration into the world educational space. This, in turn, is accompanied by changes in the content structure of the teaching technology and significant changes in the pedagogical theory and practice of the educational process, which contribute to mastering the constantly dynamically developing didactic capabilities of ICT and the harmonious entry of the child from primary school into the developing information environment. Observation, research of the work of students and teachers and the responses received to the survey prove that the rational use of digital educational resources in everyday practice contributes to improving the efficiency, effectiveness and productivity of the learning process. In addition, digital technologies help to improve relationships, increase the responsibility of students and teachers for learning, achieving success. The authors, analyzing the course of the transition from the period of informatization to the current period of digitalization, by introducing the first computer technologies into the educational process of primary classes, tried to reveal its positive and negative aspects, to determine the readiness of primary school teachers to plan the content of education in the information educational environment. Along with providing the author's position on the basis of an analytical analysis of research works of domestic and foreign scientists on the topic of research, the objective and subjective factors influencing the transition from informatization to digitalization of modern primary schools are revealed.

Embedding Information and Communication Technology (ICT) within education is continually evolving research topic, because of the fast changes in information technology, software applications, and speed of internet. Therefore, many researchers around the globe are working in new projects of Digital Learning Technologies (DLTs). The success of new DLT is linked with the methods used during the evaluation process, which sometimes misunderstood. Hence, this article emphasises the importance of following the correct approach when selecting evaluation methods for DLT research and propose an approach, which can be followed by researchers, developers, students, educators, teaching & teaching specialists and other stakeholders to evaluate the effectiveness of new DLT.

On November 19, 2020, within the framework of the XI National Congress with international participation «Ecology and human health in the North», the All-Russian workshop «Medical morphology and digital learning technologies» was held at the videoconference. The meeting was attended by teachers-morphologists of medical universities and faculties of cities located in territories with especial ecological and geographical conditions of residence and education of students (Yakutsk, Saint-Petersburg, Perm, Omsk, Krasnoyarsk). The current situation in the world, caused by the Covid-19 virus infection pandemic, posed an unprecedented challenge to many social institutions of modern society, including the system of higher medical education and training of medical personnel. She accelerated the controversial, largely uncertain and not painless transition to digitalization of education as part of the implementation of the national digital economy program. Medical higher education, starting from the first courses, is extremely practical in its essence. The existing electronic platforms and digital instruments, despite all their effectiveness, still cannot be an adequate replacement for those technologies that have traditionally served as the educational and methodological base of preclinical disciplines for many decades, while anatomy is the basic practical discipline for all clinical specialties. This situation is not specific only for individual countries, it is the same for the entire medical higher school around the world. The result of the exchange of experience of the anatomical departments of medical universities at the meeting was the conclusion that the weakest link of distance technologies - digital proctoring of practical anatomical knowledge should be organizationally supported in the form of appropriate scientific and pedagogical seminars and conferences, widely published and recommended, are determined its limits, possibilities and use. It is necessary to analyze and revise the existing work programs of disciplines in order to determine the structural sections of the programs of disciplines and the volume of their transfer to digital platforms, partially or completely, or technologically unchanged at all. It is also mandatory to develop new training, retraining and advanced training programs for morphologists who carry out educational activities using an intermediary language and digital technologies. It is recommended that teachers of morphological departments of medical universities and faculties practically master and bring the relevant professional competencies in the field of mastering the tools of the electronic information educational environment to the level of documented professional excellence. At the same time, when creating educational literature, digital tutorials and gadgets on human anatomy, one should strictly adhere to the international anatomical terminology TA-2 (London, 2019) to eliminate the confusion and variety of terms used to denote the same anatomical structures.

Every era in life throws up its own opportunities and challenges, and here we are, in a digital era made possible by advancements in information and communication technologies. That being the case, it will amount to self-deceit for anybody in this era to pretend that the advancements in information and communication technologies do not have any effects on the political, social, cultural and religious lives of the people. At the political arena, the advent of digital media has brought about an entirely different type of politicking and campaigns referred to as digital political campaigns. This type of campaign permits politicians to reach out to the electorate through digital platforms without necessarily embarking on rallies. As a matter of truth, the technologies of those digital media and their resultant online platforms have not only bridged the communication gap between content-creators and content-consumers; but have even gone a long way in turning the communication process into a more interactive, participatory and democratic dialogue. Thus, the public communication sphere has been flung wide-open for public participation without restrictions. By the very nature of the digital media (interactive, participatory and democratic); it could be assumed that anybody with an internet-enabled device can become a partaker in the communication process. But such an assumption may forever remain conjecture until it is connected or experimented upon. To that end, this study investigated the use of digital media for political participation in the 2019 general elections in Nigeria. It adopted the survey method of research to determine: (i) the most-frequently-used digital media for political participation of Nigerian youths in the 2019 elections (ii) the amount of time Nigerian youths spent on the digital media for political participation in the 2019 elections (iii) the number of times Nigerian youths visited the digital media for political participation in the 2019 elections (iv) the gratifications which Nigerian youths sought from the digital media and (v) the relationship between use of the digital media and political-needs gratification among Nigerian youths.

Children nowdays have easely access to information technology, especially smartphones, tablets and personal computers. Therefore, parents take an important role in monitoring their children’s digital media use. The problem that will be explored in depth is how parents supervise the use of children's digital media. This study used a survey method, using a questionnaire as a means of capturing data. The number of respondents is 150 people who have the characteristics of the elderly (father or mother) who have school children at the kindergarten, elementary, junior high, high school and university levels, and use digital media. Respondents were scattered in several sub-districts, namely Medan Johor, Medan Amplas, Medan Selayang, Medan Denai, Medan Polonia and Medan Deli. The results showed that most of the parents perform passive supervision, namely limiting the time the child uses the media and monitoring what sites the child visits. A small proportion of them conduct active supervision such as teaching and directing children to use digital media, especially the internet, and using the internet together with children. The parental supervision model of the effective use of children's digital media is an active supervision model, where parents are actively involved in supervising, not just supervising it.

Information Technology as a new Technology has been used in businesses from small company until multinational company in almost all industries. IT role as an enabler and differentiation factor separating success company from average company. IT need people to build, operate, maintain and support the systems, hence expect the new hire to immediately contribute from the first day they join the company. The industry define the needs for Information Technology competence and expect Education Institution as one of IT resource work hard to design their program study to fulfill the needs for Information Technology graduates, yet the industry still struggle to succeed in hiring fresh graduate to fill the IT position. Information Technology Training Institution can be an alternative to improve the education result. Also certification on Information Technology competence from third party or independent body might be used as a standard for both Industry and Education. This paper will report literature review several previous paper about all of the above.

Internationalization serves the purpose of increasing the world rating of an educational institution, contributes to improving the quality of education in general and is one of the main factors in the competitiveness of a technical university in the modern world. The article describes the main directions of the development of this process in the frame of Nazarbayev University experience, the Canadian and Russian experience of research to establish a framework of capacity building for internationalization. This study is carried out during the implementation of the project "Capacity building for the internationalization of a technical university by means of digital learning technologies" (IRN project АP08052214), approved by the priority "Scientific foundations" Mangilik el "(education of the XXI century, fundamental and applied research in the humanities)" grant funding for young scientists for 2020-2022 by the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan. The author considers different approaches in understanding the process of internationalization, investigates the methodology of benchmarking, the process of internationalization of the university, presents the goal, scientific methods and potential of the project. The primary analysis of the studied works on the internationalization of higher education showed that there were problems in the results of international activities of national and foreign practices and the lack of work on capacity building for the internationalization of technical universities.
