Abstract. Globalization that has been going on rapidly since the 1980s has led to very basic social, economic and political changes in all countries. The world of higher education which adheres to universalism in science and technology actually always pays attention and considers that the Indonesian education community is part of a global society. In the next 1015 years, Indonesian universities will face a variety of major challenges that need to be responded wisely. Economic globalization and the information technology revolution is a huge force affecting the world of Indonesian universities. Globalisasi yang sedang berlangsung dengan cepat sejak dekade 1980-an telah menimbulkan perubahan sosial, ekonomi dan politik yang sangat mendasar pada semua negara.  Dunia pendidikan tinggi yang menganut faham universialisme ilmu pengetahuan dan teknologi sebenarnya selalu memperhatikan dan mempertimbangkan bahwa masyarakat pendidikan Indonesia adalah bagian dari masyarakat global. Pada kurun waktu 10-15 tahun ke depan, perguruan tinggi Indonesia akan menghadapi berbagai tantangan besar yang perlu di respons dengan bijaksana. Globalisasi ekonomi dan revolusi teknologi informasi merupakan kekuatan yang amat besar mempengaruhi dunia perguruan tinggi Indonesia. The pandemic has shaken up the higher education landscape around the world, with responses from institutions falling into three categories: retaining in-class teaching with social distancing, adopting hybrid models (blended learning, limiting the number of students on campus), or transitioning to fully online teaching. However, there is a significant difference between emergency remote teaching and a genuine shift to online/hybrid learning, with the key distinguishing term being “emergency.” In response to the global pandemic, the higher education community is now working on the continuous development of action plans in a quest to identify means to manage the crisis more efficiently. The purpose of this paper is to analyze the perceived performance of ERT from the perspective of undergraduate students. For that purpose, samples (n=332) were taken in two different geographical settings, i.e., Thailand and Sweden. Moreover, it is the objective to compare both samples and identify similarities and inadequacies which help stakeholders to manage ERT more efficiently in the future.

This chapter discusses the emerging models of knowledge cities in many countries of the world and the potential challenges posed by them for the existing as well as the future academic institutions of higher education (universities) in those countries in particular and in the in world in general. Specifically, this chapter is dedicated to the study of various issues and themes that concern the evolving knowledge cities such as the long-term and short-term objectives behind the establishment of knowledge cities and their potential benefits (i.e., social, economic, financial, environmental, and knowledge) for their societies. The chapter concludes that the development of knowledge cities are beneficial for all stakeholders including the academic institutions of higher education that directly or indirectly associated with such programs.

This chapter studies the challenges that higher education institutions (HEIs) in Latin America face for the implementation of information systems (IS), highlighting specific characteristics of the region compared with other parts of the world. The study evidences distinctives of universities in comparison with other type of industries that need to be considered for the implementation of IS. Critical success factors and barriers for IS implementation projects are also recognized through a compilation of the experience of experts who have participated in projects in 14 countries in the region. It is intended that this work research will serve as a reference for institutions that are seeking the implementation of IS, and that it will also serve as guide for interested stakeholders—academics, researchers, administrators, and managers—to start such projects and ensure the understanding of the conditions required that will help them succeed.

With the abundance of smart technology that has been developed in recent times, society is ever progressing to improve the comfort, quality and safety of our lives and the world around us. Such technological developments have resulted in great improvements in a variety of fields and have greatly enhanced our communications, leisure and health. However, much of the most fundamental infrastructure that we rely on most for our everyday needs has yet to benefit from the information technology revolution, namely civil infrastructure. This chapter describes how Student Advantage successfully transformed itself from a brick-and-mortar company to the leading online portal to the higher education community. The company has followed a business strategy that includes creating Websites that appeal to college students and forming partnerships with businesses and universities. Through its activities, Student Advantage has assembled a wealth of information about college students, all organized around a common student identifier. This information is important to Student Advantage and to its partners who are willing to pay for the insights that Student Advantage can provide about the college market. Interestingly, Student Advantage only recently developed a strong in-house information technology capability. This capability is now allowing Student Advantage to implement a variety of e-marketing applications. Lessons learned from Student Advantage’s experiences are discussed.

This chapter introduces a new theory called by “Theory of IRE with (a,ß,?) Norm” which provides an almost complete solution for Higher Education Management (HEM) & Policy Administration in any vast country like India, China, France, Germany, Australia, Brazil, Indonesia, Pakistan, Malaysia, USA, UK, Canada, Gulf countries and others in the world. The “Theory of IRE with (a,ß,?) Norm” is an engineering model for solving HEM problems, basically seven major problems which are about: (i) How To Continuously Monitor The Real Time Progress of Research Work of the Ph.D. Scholars in the Universities/Institutions in any country by a Common Rule of the ‘Ministry of HRD' (ii) A New Improved Method for Recruitment of Teachers in Universities (iii) A New Method for Promotion Policy of Teachers In Universities (iv) How to select the ‘Most Suitable Candidate' for the various prestigious awards/honors in a country (v) How to restrict the publications of bad quality research papers in fake/bad journals? (vi) How to select the true experts for every visiting team of NAAC of UGC? and (vii) How to select the ‘Most Suitable Candidates' to fill-up the reserved quota. It is claimed that if this new theory be implemented by the ‘Ministry of HRD (MHRD)' in all its universities/institutions, then a huge amount of quality-assurance can be achieved in pursuance of Excellence in Higher Education Management & Policy Administration in that Country.

Can a book that doesn't come from comprehensibly materialized textual means still be considered a book? What happens when, in the form of an electronic publication on the World Wide Web, a typical book-type volume is designed to be networked and includes multi-media? As the physical object itself disappears, one of the conditions required for the existence of book science faces extinction. Is the Internet – or rather the World Wide Web contained in it – a medium that opposes the book? In the context of discussions regarding media competition, this idea is becoming widespread. Infinitely more exciting, though, is that we are experiencing an information technology revolution and, in fact, a medial revolution without a new medium.

Today, our state is undergoing significant shifts and transformations of the outdated social system, affecting all spheres of the country’s functioning. Such shifts are taking place all over the world and are due to the presence and active influence of globalization processes. World globalization prompts all countries of the world to revise the outdated postulates of their national policy towards realizing the importance of adapting international goals and values recognized by the world community, which are designed not only to ensure the harmonious development of an individual country, but of the whole world. Globalization acts as a factor in leveling static ties between countries, expanding the boundaries of interaction. Basically, the vector of activity of globalization processes is inclined towards the formation of a unified system of socio-economic and political-legal forms of state structure. At the same time, a qualitatively new formation of branched transnational systems of ties is taking place, as a result of which qualitatively new “social actors” enter the world arena, which in turn form new communities, communications and channels of interaction. Thus, the influence of globalization processes is becoming a powerful factor in the democratization of society, increased transparency in government circles and the establishment of equality in society. The purpose of the article is to characterize the main features of the impact of socio-economic globalization on the public administration system in the field of higher education. It is determined that the process of globalization, like other processes, has its own life cycle, which, in our opinion, should be considered as a vicious circle, that is, it has an end, but which, at the same time, becomes the beginning of a new cycle. It has been proven that globalization has led to the need for teaching intercultural communication skills. To move at the same pace with the world, we must start, not turn away from the idea of globalization and its impact on the curriculum of higher education, and strive to understand how to educate citizens who fit into a global way of life. A growing number of case studies point to the complexity of the impact of globalization on the future of higher education. In the future, attention should be paid to determining the main factors of the impact of socio-economic globalization on the public administration system in the field of higher education.
