<em>Poverty is the enemy of the government in order to create public welfare. The policies and programs undertaken by the government for the purpose of reducing poverty. Policies and programs exist that succeed in reducing poverty but there is also spawned new poverty. The following article is a literature study on the model of survival of poor households that are not touched by the poverty alleviation program. The method used is to examine some of the results of studies that have been published in journals that describe how poor households to survive and get out of the winding poverty. The findings of this study to inform the causes of poverty are many. This is because poverty is a multidimensional concept. Forms of survival (survival) and exit (exit) on poverty conducted by the poor and poor households will vary according to the cause of poverty. Reduce poor households is not a program and policy apart from the causes of poverty. A separate program will create new poverty because the program did not aim at poverty reduction.</em> Kemiskinan adalah musuh pemerintah dalam rangka menciptakan kesejahteraan masyarakat. Berbagai kebijakan dan program dilakukan oleh pemerintah untuk tujuan mengurangi angka kemiskinan. Kebijakan dan program tersebut ada yang berhasil dalam mengurangi angka kemiskinan namun ada pula yang melahirkan kemiskinan baru. Tulisan berikut adalah studi literature tentang model bertahan hidup rumah tangga miskin yang tidak tersentuh oleh program pengentasan kemiskinan. Metode yang digunakan adalah menelaah beberapa hasil-hasil penelitian yang pernah dimuat di jurnal-jurnal yang menjelaskan bagaimana rumah tangga miskin bertahan hidup dan keluar dari lilitan kemiskinan. Temuan penelitian ini menginformasikan penyebab kemiskinan sangat banyak dan beragam. Hal ini karena kemiskinan merupakan konsep yang multidimensi. Bentuk-bentuk bertahan hidup (survival) dan keluar (exit) dari kemiskinan yang dilakukan oleh orang miskin dan rumah tangga miskin beragam sesuai dengan penyebab kemiskinan. Mengurangi rumah tangga miskin bukanlah dengan program dan kebijakan yang terpisah dari penyebab kemiskinan. Program yang terpisah tersebut akan membuat kemiskinan baru karena program tersebut tidak menyasar pengurangan kemiskinan.

In the developing world, especially in Africa, informal sector businesses in rural areas, have been found to be the engine driving in poverty alleviation and in creating employment opportunities, economic development and poverty reduction. Although the government of South Africa has embarked on various interventions to address the growing problem of poverty and unemployment rate that is facing the country especially in the rural areas. As a result, many unemployed people and poor households venture into informal sector to escape poverty especially those people who live in rural areas where there are less job opportunities. It is against this background that this study attempts to document the role of the informal business sector in poverty alleviation in rural areas. The following objectives were implemented in order to achieve the intention of the study: to document the profile of informal business traders in Mtubatuba Local Municipality, assessing their knowledge in operating a business and the challenges they face, examine the contribution informal enterprises contribute to rural households in alleviating poverty. A multi-stage sampling technique was adopted to randomly select 180 controlled informal traders. A mixed research method was used on this study where, field observations, key informants and open-ended and closed questionnaires were used to gather the information. Analysis of the data was done with Statistical Package for the Social Sciences. The outcome of the study revealed that informal traders in KwaMsane and Mpukunyoni are from 40-45 years old on average and about 74.5% are female. Most of entrepreneurs came from a background of poverty. The most dominating type of businesses around the study area was tuck-shops. However, the sector is still confronted with various challenges that are obstructing it growth, sustainability and profitability. About 90% of entrepreneurs responded that they are breadwinners in their households meaning that their business income is the only source of income for their families. The study therefore recommends that the state and policy-makers need to recognise and involve entrepreneurs in drafting of policies so that these businesses can grow

This article aims to describe the role of the stakeholders involved in forming collaborative governance in community empowerment programs. The problem is focused on poverty alleviation. To approach this problem, the theoretical references from Ansell and Gash 2007 regarding the implementation of collaborative governance are used. Data is collected through literature study based on previous research and direct observation and analyzed qualitatively. This study concludes that research where collaborative governance among stakeholders, where the government is a facilitator, community activeness as well as institutional strengthening within it, as well as private sector assistance in community empowerment will produce a real contribution in national poverty reduction. The poor are no longer the object of mitigation, but rather the subject which in the whole process involves the community. With the empowerment program, the community has a job and eliminates the poor culture of the poor who only depend on direct assistance from the government.

The purpose of this paper is to evaluate the effectiveness of strategies implemented by Non-governmental organisation (NGOs) for poverty alleviation in Zimbabwe with specific reference to Zimbabwe’s Binga Rural District. The qulitative research methodology was employed in the article. Data were collected using questionnaires and interviews. Findings indicated that NGOs do not adequately fulfil the needs of the poor due to ineffective strategies that they implement. There is insufficient understanding of the livelihoods of the poor in Binga, hence the need for participatory development approaches. Deepening and widening poverty in the rural areas that are currently served by NGOs is an indicator that their poverty alleviation strategies are inadequate and ineffective to deal with poverty in these rural areas. The paper recommends a policy shift by both NGOs and the government to improve the poverty reduction strategies used by NGOs.

The World Bank's Andhra Pradesh Rural Poverty Reduction Project supports the self helf groups of the women members. It promotes women's social, economic, legal and political empowerment to reduce poverty among the poor and the poorest of the poor. The important object of this article is to examine the impact of micronance on the socio economic empowerment of the rural women supported by the national reputed NGO- Rashtriya Seva Samithi (RASS). 184 women members of the SHGs promoted by Rasthriya Seva Samathi (RASS) an NGO which located in Tirupati town. 184 samples are selected randomly from 15 SHGs scattered throughout the Tirupati rural mandal (Taluk) from the area of the study have been considered to conduct the present research study. The study reveals that 87.71 percent of the sample women were below the poverty line before joining the SHGs. As a result of SHG, about 40 percent of the sample women crossed the poverty line. The highest intensive value indicates that more women have participated in social agitations for the welfare of the children and the society. The second highest intensity reveals that considerable numbers of women of SHGs have participated in the government sponsored schemes. The 1st point secured 3rd rank with total intensity value of 605 which status that the micro credit has resulted in increased social status and empowerment.

Poverty reduction  is a priority  development agenda  and  a lot of  programs or  policies  that  have  been  implemented  by  the  government.  One  of  the  pockets  of poverty  are  diperdesaan  where  people  work  in  the  agricultural  sector.  In  locations irrigated  rice  agro-ecosystem  study  the  performance  of  rice-based  poverty  in  2007 and 2010  experienced a  negative growth,  it is seen from: (i)  reduced  employment  and increased  unemployment,  (ii)  a source  of income  from  agriculture  generally,  but  she became  a source  of income  in  non-agriculture,  (iii)  land  ownership  between  0.25 to 1 ha  and  reverse  the  decline  of arable land  rent  is increasing,  (iv)  expenditure  on food increased  primarily  to  meet  the  needs  of  carbohydrates  and  animal  sources.  The dynamics of  the most  positive  efforts  made  respondents  in addressing  the problem of food  by  way  of  debt,  overcoming  difficulties  by  reducing  the  amount  of  clothing purchases,  overcoming  difficulties  fulfilling  its way into  participants  health  insurance for the poor,  addressing  educational  problems  by borrowing  money  or  do not  attend school.

One of the main problems of development that experienced by Indonesia at this time is the high number of poor people. In order to accelerate poverty reduction and the development of policy in the field of social protection for families very poor households, the government issued a policy that is Family Hope Program. Family Hope Program is a social assistance that realized by cash, education and health are addressed to very poor households particularly who has a 0-15 years old and pregnant mother/ postpartum. The purpose of this research is to identify the achievement of the Family Hope Program in Tedunan, Kedung district, Jepara regency. This research was conducted with a quantitative approach that is supported by qualitative data. The method used in this research is survey method with 40 respondent.Key words: family hope program , policy, povertyABSTRAKSalah satu masalah utama pembangunan yang dialami oleh Indonesia saat ini adalah tingginya jumlah penduduk miskin. Dalam rangka percepatan penanggulangan kemiskinan sekaligus pengembangan kebijakan di bidang perlindungan sosial bagi keluarga Rumah Tangga Sangat Miskin (RTSM), pemerintah mengeluarkan sebuah kebijakan yaitu Program Keluarga Harapan (PKH). Program Keluarga Harapan adalah bantuan sosial yang diwujudkan dengan bantuan tunai, pendidikan dan kesehatan yang ditujukan kepada Rumah Tangga Sangat Miskin (RTSM) khususnya yang memiliki anak usia 0-15 tahun dan ibu hamil/nifas. Tujuan dari penelitian ini adalah untuk mengidentifikasi pencapaian Program Keluarga Harapan (PKH) di Desa Tedunan, Kecamatan Kedung, Kabupaten Jepara. Penelitian ini dilakukan dengan pendekatan kuantitatif yang didukung dengan data kualitatif. Sustainable Development Goal (SDG) 1 intends to end poverty of all forms and the government of Pakistan is also targeting poverty alleviation through social safety nets. ‘Ehsaas’ is the major social safety nets proramme which include various initiatives that are benefiting millions of households. The study examines the state of poverty in Pakistan and also highlights the spending under each social safety net. Furthermore, the study also evaluates the Livelihood Enhancement and Protection (LEP) programme which is a major initiative for poverty alleviation under Ehsaas programme. Survey in Khyber Pakhtunkhawa and Balochistan provinces were conducted of those beneficiaries who are getting asset and skills training. It was found that asset provision and skills trainings are helpful in increasing the earnings and provide sustainable livelihood opportunities to poor households.

The Government of India has been taking various steps towards identification of the poor (and vulnerable through the Socio Economic Caste Census) and measurement of poverty with the help of various Expert Groups right from the Task Force that was set up in 1962 to the Task Force on Poverty Elimination of the NITI Aayog. There have been many researchers as well who have been suggesting the ways in which the poor and vulnerable can be identified and poverty can be measured besides the suggestions given by the Expert Groups. However, it may be considered as a ‘national shame’ if we are unable to identify the needy even after 75 years of independence. Through the review of around 100 books, research papers and articles, an attempt has been to understand the strengths and shortcomings of suggested ways to identify the poor and vulnerable and suggest a comprehensive methodology to identify the needy. Unless we are able to identify the poor and vulnerable sections of society correctly, planning and implementing poverty alleviation programmes for “ending poverty in all its forms everywhere”1 would be a futile exercise!

To stimulate rural development and reduce poverty in rural areas, The Government of Indonesia enacted the policy of Village Fund in 2014. However, a few studies have been conducted to examine this program. This study describes how poverty alleviation goes following Village Fund Program in Indonesia between 2015-2019. The poverty reduction was represented by holistic data, including insufficient and village status improvement through the Village Development Index (VDI). The analysis is conducted using a descriptive method by dividing the areas into six regions, Sumatera, Java & Bali, Kalimantan, Sulawesi, Maluku & NT, and Papua. The result showed that over five years, the village fund dramatically increases. Moreover, this growth is along with the slight decline the poverty. The researchers found that the decreasing number of poverty from 2015 to 2019 is about 15%. The VDI status for districts/municipalities shows that the status improved from underdeveloped villages in 2015 to developing villages in 2019. Java is the region that contributed to making the status improved either to be developing, developed, or independent. At the same time, it is the Papua region known as the region consisting of most of the least underdeveloped villages. Since the goal of this policy in poverty reduction still works slowly, it needs a lot of effort from many levels of government, from the village, regional, and national officials, to work together cooperatively.

Papua Province is an area whose development is still lagging behind in Indonesia. The continually conflicts causes the development of the Province of Papua is very behind compared to other regions. To overcome this problem, the government provides special autonomy funds to make improvements in the fields of education, poverty, health, economic improvement and infrastructure. This study analyzes the differences in the fields of education, health and poverty before and after the granting of the Papua special autonomy fund. By analyzing these areas, we can see the effectiveness of the special autonomy fund after 18 years of funding by the central government. This study is a policy study (policy research) by collecting data and then analyzed into a conclusion and recommendation. The method used in this study is descriptive qualitative. Data collection techniques are done through literature study and Focus Group Discussion. The results of this study indicate that the conditions of education, health, and poverty alleviation before and after special autonomy did not change significantly. The change is very slow when compared to the large amount of special autonomy funds allocated each year. This is caused by the institutional system of government that has not worked effectively and efficiently as well as in the quality and quantity of existing human resources.
