<p>A key component in the implementation of Water Framework Directive is the development of a river basin management plan for each river basin district. Water quality models are important tools to test the effectiveness of alternative management plans on the water quality of the respective water bodies. The main objective of the present study was to develop and demonstrate the use of a rather simple water quality model as a tool for the evaluation of alternative water management scenarios for the river basin district of Evrotas. Furthermore an extension of the water quality model based on Monte Carlo simulation to provide for uncertainty identification is also exhibited. The model is based on the basic principles of the Streeter-Phelps model. A hierarchical approach was developed in order to delineate a complex hydrographic network into a series of water bodies being connected by convective terms. The pollution loads which were used as input data were related both to point sources and non-point sources. Based on the results a substantial removal of organic carbon load originating from the industrial activities is needed in order to achieve high dissolved oxygen concentrations throughout the entire hydrosystem even at the dry period.</p>

In the European Region agriculture is the second largest water user after power industry cooling water use. As part of the implementation of Water Framework Directive EU Member States prepared their river basin management plans by the end of 2009 or first half of 2010, In these plans impacts of agriculture on water bodies have received attention. The detailed information elaborated in the plans by countries and river basin districts were uploaded into the WFD section of the WISE system. This database provides opportunity for multi-criteria analysis for different water types. The paper discusses the effects of agriculture on hydromorphological pressures and impacts affecting surface water bodies. It was pointed out that among the pressures affecting European surface water bodies the hydromorphological and diffuse pressures represent the highest ratios (Figure 1). Within the hydromorphological pressures affecting classified surface water bodies the ratio of pressures related to agricultural activities is low,it does not exceed 1% at European level. In case of Hungary the agriculture related river management pressures effect about 80% of the surface water bodies, which is much higher than the corresponding European average. The agricultural water abstractions affect about 10% of the Hungarian surface water bodies (Figures 2 and 3). The river and lake water bodies are impacted in significant ratio by nutrient enrichments and organic material enrichments, while in case of river water bodies the impact of organic material enrichments is also significant (Figures 4 and 5).

The paper provides brief overview of the river basin district management plans in the Baltic region within the WATERPRAXIS project, linked to the EU Water Framework Directive. Latvian experience in completion of the river basin district management plans is emphasized comparing to other regional cooperation partners. Article is based on the report documents, analysis of the available data and review of the development projects subject to implementation. To some extent also potential issues for discussion are outlined. Certain Baltic countries have had difficulties complying with the EU Water Framework Directive,and there are some potential areas of contention, which should be taken into account in further activities. In course of the administrative and territorial reform and compliance with other EU directives (e.g. in the renewable energy sector) modifications can be made to the status of spatial and also river basin management plans and for the purpose of sustainable development in the region.

The ecosystem services (ES) concept is embedded in all new European directives but its integration in the Water Framework Directive (WFD) is absent, despite the latter being the major legislative tool. The research aims to assess the knowledge of ES that lies within the River Basin Management Plans (RBMPs) in Greece so as to further depict their representation in the relevant planning tools, to support policy making and express the implementation experience to Member States for assisting EU reloading processes. The information on the ES’ status was extracted by the official RBMPs, processed and grouped following Common International Classification of Ecosystem Services (CICES) classification. The prioritization of ES included in the programs of measures (PoMs) further showed the targeting for each River Basin District (RBD). The results were not homogenous for the RBDs, revealing different needs in measures and indicating there is a lack in “communication” between the relevant EU and national regulations. Moreover, a wide suite of water-related ES is hindered in addressing multiple benefits coming from provisioning, regulating and cultural ES. For a proper WFD reload and continuation, the infusion of the ES concept and prerequisites in its objective, and the reviewing of the RBMPs’ target and the suggestion of integrated PoMs are necessary steps that could deliver added value in such legislation.

In this research the applicability of two different water quality concepts, a QUAL2E-based and a RWQM1-based water quality model is evaluated in terms of management decisions. The Dender river in Belgium serves as a case study for the application of the methodology. By using sensitivity analysis on both model concepts the important processes are revealed. Further, the differences between the predictions for a future scenario are analysed. The scenario chosen here is a reduction in fertiliser use of 90%, which reduces the diffuse pollution. This way, the advantages or disadvantages of using one concept against the other for this scenario are formulated. It was found that the QUAL-based models are more focussing on algae processes while the RWQM1 also takes into account processes in the sediment. Further the QUAL-based models are easier to calibrate, especially when only a small amount of data is available. Both concepts lead to more or less the same conclusions. However for some periods the differences become important and to reduce the uncertainty in those periods, more efforts should be spent in calibration and in better detection of parameters concerning sediment processes and diffusion.

Comprehensive river basin management mast move beyond narrowly focused programs dealing with water quantity or water quality. A more comprehensive approach to river basin management recognizes that both flow quantity and water quality can be summarized as habitat measures. A number of well developed physical habitat analysis and prediction procedures are presently available. Several computerized systems available from the U.S.Fish and Wildlife Service (Habitat Suitability Index - HSI and PHysical HABitat SIMulation - PHABSIM) provide macrohabitat definition. We have developed a water quality based habitat component which operates effectively for general analysis. With an emphasis on site specific management in the United States, the macrohabitat definition procedures may not meet all river basin management and planning requirements. This paper reviews the results of research which characterizes microhabitat in streams and rivers and provides a valuable extension to basin management procedures.
