The purpose of this paper is to look at various problems in the Indonesian border region, especially in the Maluku Province with Timor Leste. This study used a qualitative method by conducting a Focus Group Discussion (FGD) with students at the Indonesian Christian University in Maluku. Information is also obtained from various sources, such as various results of studies on borders, regulations, and legislation on borders. The main source of this paper is National Agency for Border Management Regulation, Peraturan BNPP No. 1 2015,  concerning the Master Plan for State Border Management in 2015-2019. In reality, there are many problems faced by border areas. For this reason, better development needs to be done by prioritizing the welfare approach, sustainability environmental approach, and security approach. Significant problems are the isolation of the region and the lagging level of regional development, the management of natural resources is still not optimal the low availability of quality and quantity of human resources, and vulnerability in the field of defense and security in the region.

The aim of this research was to find information relating to managers competencies of cooperatives in Pangandaran Regency and to compare the condition to the theory proposed by Spencer and Spencer (1993) to discover the extent of managers competencies of cooperatives in Pangandaran Regency. This research applied the qualitative method with the researcher as the instrument of research. Data were obtained from informants selected according to the need and purpose of the research or in another case it is called purposive sampling. Data collection was conducted through observation, literature review, in-depth interviews, and focus group discussion and subsequently data was analyzed by making reduction, presentation, conclusion, and verification. The research result indicated that regarding competencies the majority of managers of cooperatives in Pangandaran Regency have not yet been skillful in handling managerial aspects and techniques for managing cooperatives. It attracted the attention of the local government to participate in enhancing human resources of cooperatives; hence the government provided training assistance which has been conducted several times since the establishment of cooperatives in Pangandaran Regency. However, the enhancement of human resources competencies has not yet showed a significant result. The explanation above provides a conclusion that up to now managers competencies of cooperatives in Pangandaran Regency still need enhancement through training and provisioning of managerial and technical aspects.

As a maritime ethnic, Butonese people migrated to some places. A rather large amount of them are in Province of Maluku, Indonesia. This study aims at investigating Butonese cultural landscape in their new migrant region. Is there any different? If this study also aims to know social interaction among ethnics and how it affects Butonese cultural landscape dynamics. This study took place in Negeri Kawa, western part of Seram Regency, Maluku Province, on November 2015. The method used in the study was a qualitative method with in depth interview by snowball and triangulation technique, observation participation, focus group discussion (FGD), and literature study. The result showed that there is a different between Butonese cultural landscape in Buton and Negeri Kawa. Stereotype, presumption, and prejudice to Butonese people also occur. However, it is not always negative because from those three things, the process of acculturation and adaptation as a form of respect and prevention of Butonese culture can occur in Negeri Kawa.

This study aims to explore transparency and accountability of political parties in Surakarta. This study uses a qualitative method. Data were gathered through focus group discussion. The findings show that political parties do not understand financial report of this entity’s financial assistance under PSAK 45 and they use simple bookkeeping. Political parties’s financial assistance is not audited by external auditor and there are some audit findings. The transparency principle is not achieved because financial report only for internal parties. This study raises one interesting result that political parties need the role of accountant to make their reports more accountable.

Small- and medium-sized enterprises (SMEs) in Bangladesh have been growing for the preceding two decades in various ways. Even though these enterprises exert an important effect on the national economy of the country, they face certain challenges and suffer in quite a manner. To reduce the suffering and help deal with these unavoidable challenges, SME foundations in Bangladesh have been working a lot to assist these enterprises. Usually, the challenges are financial, regulatory, or innovation performance-related. Since the enterprises are focused on particular products and their manifestation and production, performing innovatively within these organizations becomes quite a constraint factor. In this paper, a qualitative method was applied with soft systems, where an innovation model was commenced to reduce the challenges and constraints of SMEs in Bangladesh. From the literature, 50 articles were analyzed, a content and thematic analysis was done, and eight main challenges were highlighted and finalized. On the other hand, a focus group discussion among 10 entrepreneurs in Bangladesh was done, where collected data were stored in the NVIVOMac tool, transcribed, and coded, and 55 open codes were identified. These open codes were transferred to 20 axial codes and 8 themes to construct a conceptual innovation model for SMEs in Bangladesh by applying soft systems techniques to connect the themes to each other.

Abstract Border areas can be a source of growth in food production in Indonesia. One of the provinces in the border areas having prospects as a source of food growth for export is West Kalimantan. This province has started to export food (mainly medium and special quality rice) to Malaysia via Sanggau district. However, food exports from the Kalimantan border are still in limited quantities and face several obstacles that have resulted in unsustainable food exports. This study aims to analyze the prospects and strategies for food exports (especially rice) from West Kalimantan border area. The study was conducted in September 2018 in three subdistricts of Sanggau District, namely Entikong, Sekayam, and Kembayan. Data were collected through focus group discussion, and SWOT analysis was employed. The results show that rice exports from the West Kalimantan border areas are in the Weakness-Opportunity (W-O) quadrant, indicating an opportunity to export but cannot yet be utilized because the existing strength is not enough to carry it out. The main opportunity is that the rice market actors are ready to export, while the main weakness is that the rice prices are not competitive with those from other exporting countries. The decision that can be taken is either (1) releasing existing opportunity and looking for other alternatives or (2) forcing them to work on this opportunity.

Penelitian ini bertujuan untuk menunjukkan tingkat kebutuhan guru PAUD akan multimedia sebagai alat bantu mengajar dan batasanbatasan konten yang cocok dikembangkan melalui multimedia teaching aids beserta contoh konkritnya. Analisis kebutuhan ini dilakukan dengan menggunakan metode kualitatif. Adapun instrumen yang digunakan berupa petikan hasil presentasi guru dan hasil diskusi kelompok terfokus. Berdasarkan pengolahan dan analisa data, diperoleh bahwa tingkat kebutuhan guru akan multimedia pembelajaran sebagai alat bantu mengajar sangat tinggi. Berhubungan dengan konten yang cocok dikembangkan untuk pembelajaran anak usia dini menggunakan multimedia alat bantu guru, telah diperoleh batasan-batasan konten beserta 30 konten.Kata kunci: analisis, konten, multimedia, alat bantu, PAUDAbstract: Instructional multimedia with its characteristics can develop any learning contents. Therefore, it is assumed that it gives more advantages for the teacher as a teaching aid, called multimedia teaching aids, including for the early childhood learning. This research was to show the level of early childhood teacher’s needs toward multimedia teaching aids and the appropriate content requirements to be developed through multimedia teaching aids with the real examples. The need analysis was conducted by using qualitative method. The instruments used were taken from teachers’ presentations and from the results of focus group discussion. Based on data processing and analysis, it was obtained that the need level of early childhood teachers on multimedia teaching aids was high. Dealing with the appropriate contents to be developed for early childhood learning through multimedia teaching aids, it was gained some requirements of contents with 30 real contents being developed.Key words: analysis, content, multimedia, teaching aids, the early childhood

Border regions are geographically presented with potential economic benefits. However, some of these areas have not been able to take advantage of their strategic geographic locality. This is also the case for border areas in Indonesia. There is a spectrum of perceptions by stakeholders on how border regions, particularly international borders, should be developed. This study sought to capture the perspectives of Indonesian stakeholders on border region development, and the extent of influence such perspectives have in the policy of border areas development with a case study in West Southeast Maluku The research was conducted using qualitative method with in-depth interviews as the primary collecting data technique. The results show that despite perceptions of stakeholders who view West Southeast Maluku as an area of insecurity, they also see the potential of the area to be developed as a gateway, area of opportunity, zone of contacts and zone of cooperation. However, the current policies and strategies of the development of border areas do not exemplify such perceptions, and the formulation of such policies is likely to be dominated by state-level stakeholders, despite the fact that local level stakeholders have a more comprehensive understanding of the needs of their areas.

Role of posyandu cadres in empowering the community of BintanPurposeThis study aimed to determine the role of posyandu cadres in empowering the community in Kawal village, Gunung Kijang district, Bintan regency.MethodsThis study used a qualitative method with a case study design and purposive sampling technique, with the cadres of posyandu. Data collection was done by in-depth interviews and focus group discussion (FGD), with triangulation of sources and methods.ResultsThe role of cadres are as a health motivator, with the extension officers of the health and medical services as well as cadres being able to identify the needs, barriers and help to coordinate in providing health services.ConclusionPosyandu cadres have high social spirit created by the combination of internal and external motivation, resources and potential as well as experience developing ability, with the social spirit capable of inspiring, activating, stimulating, mobilizing and motivating people.

Research on smoked fish packaging has only focused on its functional side to increase product life. Meanwhile, research on smoked fish packaging design that focuses on improving and expanding markets has never existed. Until now, smoked fish was sold without packaging even though the amount of production continued to increase. The purpose of this study was to determine consumer preferences for the design of smoked fish packaging. With the recognition of these preferences, it is expected that the smoked fish industry players can apply it so that it can increase the sale value and the number of sales. This study uses focus group discussion as a qualitative method and conjoint analysis as a quantitative method. Color, material, shape, size, brand, and additional information is the attribute chosen at the focus group discussion as a representation of smoked fish packaging to determine the level of its preference. The results of this study indicate that brands have the highest preference compared to others (importance values 30.303%).

This community service is carried out by lecturers at the university, in order to participate actively in improving the quality of human resources through counseling and workshops. Counseling and workshops carried out are related to efforts to increase motivation, innovation and creativity in MSMEs, especially handicrafts made from beads. The results of MSMEs in the form of handicrafts from beads are still very much needed to be continuously improved. Besides that the market for bead creativity products is still very widely opened. The results of these beadsare  in the form of prayer beads and various women's jewelry such as bracelets and necklaces. The handicrafts are chosen because the method of making them is quite easy and the ingredients needed are easy to obtain. The method used in this service is participatory approach, and the respondents consist of the community as business actors. Respondents also participated directly in the focus group discussion, interviews, training, workshops, consuls, and executions. Through the implementation of this service it is hoped that it will be able to encourage the growth and development of MSMEs to improve community welfare and improve the quality of the active role of lecturers as a form of concern for improving the quality of human resources in the community.
