Riverbanks are one of the urban areas that often experience decrease in its environment quality. This is caused by the improper utilization of riverbanks as a living space. Consequently, the quality of adequate housing for the community is difficult to achieve. Although the government has tried to build flats as a solution to the problem, some residents choose to abandon them because of its formal and rigid vertical dwelling model that make the residents feel lack of togetherness and interaction between community. This kind of communal perspectives sometimes cannot be found when they live in horizontal dwelling (kampung). The purpose of this paper is to generate recomendation for a vertical dwelling model based on the form of community interaction in Kampung Gampingan, located at the Winongo River. The paper is expected to be an alternative solution for stakeholders in planning and designing settlements, especially in villages on the banks of urban rivers.

Poverty and income inequality are extreme issues that still exist in Malaysia. Any rise in poverty and income inequality definitely affect economic growth. There are many great efforts taken by the government of Malaysia to eradicate poverty and to reduce the gap of income inequality which occurs since 1970’s. The incidence of poverty and income inequality is higher in rural areas compared to urban areas. This paper is mainly to study the level of poverty and income inequality in Malaysia together with government intervention to develop Malaysia’s economic growth. The research is focused among the working people at Ipoh, Perak. In this paper, questionnaire forms are being distributed to get information regarding the issue of poverty and income inequality. It also looks into the strategies taken by the government of Malaysia to eradicate poverty and income inequality. Few recommendations are given in terms of education policy, financial aid and assistance from government and non-government organization (NGO) to upgrade the standard and quality of living among the poor and lower-income group of people.

The intensification of public transport in urban areas due to increased mobility at the regional and state levels, discrepancies between urban areas with the same population and the lack of statistics related to the efficiency and quality of public transport services are the main factors of our work. It is necessary to draw boundaries between the quality of services and the performance indicators of the public transport system. The quality of services is the subjective result of many intangible variables. The quality of service can be approached from four sides: from the point of view of the passenger, the performance of the vehicle, the specialized passenger transportation company, and the Government. Accessibility, comfort and convenience-these are the main indicators that should be evaluated by the population as having high ratings for the good quality of urban transport services. India is confronting a surge in urban population in recent decades. This article is an endeavor to talk about the key issues to build future urban cities and to redeveloping existing infrastructure in existing urban areas. Further, the article discusses the difficulties in financing smart city projects in India. The government of India, under the leadership of PM Mr. Narendra Modi, has propelled a strong eagerness with the Smart City Mission in 2015 which has the sole objective of giving a better quality of life to the citizens of the country. Steps are being initiated by government for the transformation of over 100 cities into smart future cities. The present nature of government silos will represent a noteworthy test in the execution of urban development projects. To motivate and attract the increased private sector participation and investment in infrastructure projects it would be beneficial if the government funding were linked to the effort of developing projects as PPP.

A intensificação da urbanização na ultima etapa da modernidade gerou inúmeros problemas relacionados à qualidade e condições de vida humana nas cidades. No âmbito dos países não desenvolvidos estes problemas tomam maior magnitude que nos desenvolvidos, gerando consideráveis desafios à gestão socioambiental das áreas urbanas. O problema da qualidade da água e da gestão dos recursos hídricos aparece como um dos mais graves da sociedade contemporânea, notadamente em países como o Brasil, cujos rios urbanos encontram- se altamente degradados em sua grande maioria. A associação entre os perigos, os riscos e a vulnerabilidade socioambiental, quando enfocados na perspectiva da interação entre os recursos hídricos e a sociedade urbana, torna-se muito importante, constituindo-se no enfoque central do presente texto. Nesse contexto, a questão da escassez de água no ambiente urbano brasileiro é abordada e a problemática é explorada. Abstract URBAN SOCIOENVIRONMENTAL RISKS AND VULNERABILITY: A PERSPECTIVE FROM THE WATER The intensification of the urbanization on the Modernity generated innumerable problems related to the quality and conditions of human life in the cities. Concerning the undeveloped countries these problems take greater magnitude that in the developed ones, generating considerable challenges to the socioenvironmental management of the urban areas. The problem of the quality of the water and the management of the hydrical resources appears as one of the most serious of the contemporary society, notably in countries as Brazil, whose urban rivers are highly degradeted. The association between the dangers, risks and socioenvironmental vulnerability, focused in the perspective of the interaction between the hydrical resources and the urban society, becomes very important, consisting the central approach of the present text. In this context, the question of the water scarcity in the Brazilian urban environment is analised and the problematic one is explored.

Being an important part of cultural heritage, intangible cultural heritage (hereinafter referred to as “ICH”) needs to be passed down from generation to generation. Seemed as the gene of national cultures, ICH is very important for the development and prosperity of human culture, for the development of social economy and civilization, and for the identity of individuals and ethnic groups. Since the publication of the Convention for the Safeguarding of the Intangible Cultural Heritage in 2003, ICH safeguarding activities have been fully implemented throughout the world. Recording ICH is a basic and important way to safeguard ICH, this way plays an important role and has been widely approved throughout China and other countries. It has been applied in many ICH item safeguarding, such as Nanjing Yunjin, Qinhuai Lantern Festival. As we all know, ICH resources are very rich in China. There are 39 ICH items have been listed in “ the Representative List of the Intangible Cultural Heritage of Humanity”, 1,372 ICH items have been listed in “the Representative List of the Intangible Cultural Heritage in China”. There are a large number of famous and not famous ICH items scattered in urban areas. To record so many ICH resources, it is not enough to rely on the power of the government. As the creator and inheritor of ICH, the public should play an important role in the safeguarding activities. Attracting the public to participate is a prerequisite of ICH safeguarding. Through questionnaires, interviews and other research methods, this paper introduces the public’s awareness and attitude about recording ICH, and their ability and willingness to participate in ICH safeguarding activities. Based on the current status, It analyzes the advantages of public participation in the protection of ICH , and the disadvantages, opportunities and threats are also analyzed. Based on the international principle of “government-led, public participation”, this paper proposes to construct a “folk-government” model to optimize the quality of recording ICH. To ensure the quality of public participation, it further points out that some measures should be taken, such as strengthen the government leadership to provide necessary support, identifying their advantages and responsibilities of different participants to joint, expanding the participation content and diversifying the participation method. These measures are all aimed at promotion the safeguarding and inheriting the ICH.

Actually, a serious program for poverty alleviation has been started since the last five years. Ta alleviate poverty problem especially in urban areas should not be focused on physical infrastructure development alone. it should be considering the dimension of social development to make urban development to be more harmony. Poverty alleviation is almost considered as the ultimate goals of the city planning, and this problem caused by the process of urbanization.Contemporary social problems in urban areas such as financial assistant for the poor, adolescent problem, drug abuse, criminality, prosti tution, social dysfunction, social cinflict, etc. Efforts to prevent these problems are needed; and improvement the quality of life of migrant workers should be the priority for the government of the municipalities. Regarding these problems, results of the the research in Keluraban Prawirodirjan found evidences that the empowerement program directed to migrant workers resulting a good lessons lerned for us.

The responsible politician for environment in Vorarlberg spoke at the Energy Gala in November 2002 in Bregenz and said: “It is necessary not only to discuss central regulations but to invest more in decentralised actions”. The communities are central players in this field because they can act in various ways: as authority, owner of buildings and as motivator for the people. Two examples of strategies in Austria are introduced: e5 - program for energy efficient communities (congruent to the European Energy Award) This program supports communities with high ambitions on energy and sustainability. The program helps to give structure, tools and a quality insurance system, so that even smaller communities can act in a professional and efficient way. Additionally it is a labelling and awarding system, which is quite important because a lot of work in the communities happens voluntarily and it is important to give approval to these actors. Energy point system in housing subsidies In the federal state of Salzburg the energy point system is a subsidy system for energy-saving measures and the use of renewable energy in housing. Quality points are given, depending on the energetic and ecological quality of a building. Every point increases the subvention that is granted by the government of the federal state Salzburg. Additional points exist, for example, for the use of biomass, solar energy and controlled living space ventilation. Using this simple system, the quality of sponsored housing was increased significantly and the use of renewable energies was successfully introduced into social housing. Today more than 80% of the residential buildings in Salzburg are heated by biomass and more than 60% of the buildings are using solar energy for hot water and heating.
